PLANNING DIRECTOR
JUNE 15, 2000
A regular meeting of the City of Temecula Planning Director was called to order on Thursday, June 15,
2000 at 1:30 PM, at the City of Temecula Main Conference Room, 43200 Business Park Drive, Temecula,
California. Senior Planner, Dave Hogan presiding.
Also present were Associate Planner, Denice Thomas, Senior Planner, Dan Rockholt, and Minute Clerk,
Theresa Alvarez.
Senior Planning, Dave Hogan opened the public hearing for items not listed on the agenda at 1:33 P.M.
There was no one present to speak.
1. Planning Application No. PA99-0175 (Tentative Parcel Map)
Senior Planner, Dave Hogan opened the public hearing at 1:41 P.M.
James E. Cohen, California Indian Legal Services, 510 16t~ St.//301, Oakland CA., 94612 -concerned
with no compensated tribal monitors at the site; pre-excavation agreement
Benjamin Masial, Pechanga Cultural Resources -
John Gomez, Pechanga Cultural Resources Department - problem with the notification of the hearing
Dave Hogan, Senior Planner - addressed the issues related to the failure to notify the Tribe for the first
DH on June 1, 2000.
Bruce Love, 2411 Sunset Dr., Riverside, CA - Stated that it was his Study that the mitigation
recommendations were taken from.
Mark Macarro, Tribal Chairman for the Pechanga Band of Luiseno Indians, P O Box 1477, Temecula,
CA., Pechanga Rd. - Their concern over the site Cal Riv 237, because of the significance of the property
to "their" people. Does not want to stop the project.
Denice Thomas, Associate Planner - spoke on why the prior DH on June 1s~ was postponed due to an error
in the map that was used for the posting of the site of the project.
Bill Dendy, Property Owner - hired a new archeologist; sent Laura, Pechanga Attorney, a letter regarding
the archeological study to allow monitors from the tribe to come and observe this process.
John Gomez, - looking for clarification on; should be able to review the study that Mr. White is preparing
for the applicant
Mr. Vasquez questioned Dave Hogan as to if he was going to make a decision in regards to the case today.
Mr. Hogan answered that he would make a decision whether it is to approve, deny or continue the project.
Mr. Hogan questioned John Gomez on what Phase III mitigation survey encompasses. Mr. Gomez
deferred to an archaeologist Bruce Love. What Mr. Hogan understands is that Mr. Gomez is unwilling to

accept this condition on the map at this time. The Pechanga Band would rather see the report and that the
condition as written is misleading. Mr. Hogan also questioned Mr. Gomez whether the Pechanga Band
would accept the condition approval if all of the mitigation required will be done by the applicant. Mr.
Gomez checked with legal council and a five-minute break was taken.
Mr. Jim Cohen stated that they are uncomfortable with the approval prior to seeing the report is the quality
of the study is not known at this point. They feel that granting approval before the mitigation
recolnmendations are made is premature.
Mr. Gomez received a copy of the report in his office and has read it. Mr. Gomez was comfortable with
the recommendations of Mr. Love, but has also sent a comment letter with recommendations from the
cultural committee and also recommendations from the information center.
Brace Love explained the three phases of archaeology to the group (Phase 1, 2 and 3).
Mr. Gomez reiterated his concerns about the pre-excavation agreement and unspecified mitigation on
Condition 12.
Senior Planner, Dave Hogan closed the public hearing at 2:50 p.m.
Senior Planner, Dave Hogan continued Planning Application PA99-0175 off calendar in due to incorrect
information on the posting of the property and the public notices.
The meeting was adjourned at 3:00 P.M.
