HomeMy WebLinkAbout020300 DH MinutesMINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PLANNING DIRECTOR FEBRUARY 3, 2000 A regular meeting of the City of Temecula Planning Director was called to order on Thursday, February 3, 2000 at 1:30 PM, at the City of Temecula Main Conference Room, 43200 Business Park Drive, Temecula, California. Senior Planner Matthew Fagan presiding. Also present were Associate Planner Denice Thomas, Senior Engineer Jerry Alegria and Minute Clerk Cathy Davis. Senior Planner Matthew Fagan opened the public hearing for items not listed on the agenda at 1:30 PM. There were no requests to speak. 1. Planning Application No. PA99-0395 (Development Plan) Associate Planner Denice Thomas presented the staff report for Planning Application PA99-0395 (Development Plan) - to design, construct and operate an 8,000 square foot day care center within the Roripaugh Estates Specific Plan Area located at 27321 Nicolas Road. Senior Planner Matthew Fagan opened the public hearing at 1:35 PM. Helene Dewaele, 39711 Barberry Court, Temecula, CA 92591 spoke in opposition to the project. She was concemed with noise and lighting generated f~om the project. She was also concerned with screening the playground, her dog barking, a retaining wall with foliage and the hours of operation. Staff and applicant responded to her concerns. Condition No. 9 was deleted from the Conditions of Approval. Applicant Marco Quezada, 543 So. Raymond Avenue, Pasadena, California 91108 concurred with the revised Conditions of Approval. Senior Planner Matthew Fagan closed the public hearing at 1:46 PM. Senior Planner Matthew Fagan adopted the exemption for Planning Application No. PA99-0395 (Development Plan) and approved the project subject to the Findings and revised Conditions of Approval. 2. planninq Application PA99-0412 (Tentative Parcel Map) Associate Planner Denice Thomas presented the staff report for PA99-0412 (Tentative Parcel Map) - to subdivide 0.74 acres within-the Low Medium Residential (LM) Zone into two parcels located at 41820 Marwood Circle. He was concerned with privacy and the lighting from the auto dealerships. Staff and the applicant addressed the impact of this project to Mr. Stillings. Applicant Paul Gonzalez, 41820 Marwood Circle, Temecula, California 92591 concurred with the Conditions of Approval. Senior Planner Matthew Fagan closed the public heating at 1:56 PM. Senior Planner Matthew Fagan adopted the exemption for Planning Application No. PA99-0412 (Tentative Parcel Map) and approved the project subject to the Findings and revised Conditions of Approval. 3. Plannin~ Application PA99-0410 (Minor Conditional Use Permit) Associate Planner Denice Thomas presented the staff report for PA99-0410 (Minor Conditional Use Permit) - to occupy and operate a rental car business within an existing suite at the Winchester Square Shopping Center located at 27315 Jefferson Avenue. Senior Planner Matthew Fagan opened the public hearing at 1:58 PM. Tony Bourne, 7117 Cambridge Avenue, Alta Loma, California, spoke in opposition to the project. He was concerned that there was adequate parking at the proposed location. Staff addressed the parking analysis performed for the project. Applicant Val Pravikoff, Avis Rent-A-Car, 5740 Arbor Vitae, Los Angeles, California concurred with the Conditions of Approval. Senior Planner Matthew Fagan closed the public heating at 2:02 PM. Senior Planner Matthew Fagan adopted the exemption for Planning Application No. PA99-0410 (Minor Conditional Use Permit) and approved the project subject to the Findings and revised Conditions of Approval The meeting was adjourned at 2:03 P.M.
