PLANNING DIRECTOR
NOVEMBER 24, 1999
A regular meeting of the City of Temecula Planning Director was called to order on Thursday,
November 24,1999 at 1:34 PM, at the City of Temecula Main Conference Room, 43200 Business
Park Drive, Temecula, California. Senior Planner Matthew Fagan presiding.
Also present were Project Planner Denice Thomas, Jerry Alegfia, Thomas Thornsley and Minute
Clerk Val Wimberly.
Senior Planner Matthew Fagan opened the public hearing for items not listed on the agenda at
1:35 PM. There were no requests to speak.
1. Planning Awlication No. PA99-0271 (Development Plan) - Medical Office Complex
Project Planner Thomas Thornsley presented the staff report for Planning Application
PA99-0271 (Development Plan) to build and operate a 9,983 square foot medical office
complex designed with four separate suites located on Winchester Road.
Senior Planner Matthew Fagan opened the public hearing at 1:36 PM. No request to speak items.
Applicant Ed Anderson 27431 Bolandra Court, Temecula, CA. Concurred with the Conditions
of Approval.
Senior Planner Matthew Fagan closed the public hearing at 1:38 PM.
Senior Planner Matthew Fagan adopted the exemption for Planning Application No. PA99-0271
(Development Plan) and approved the project subject to the Findings and Conditions of Approval.
2. Planning Application No. PA99-0438 (Minor Conditional Use Permit) - Temecula Motor
Sports
Planner Denice Thomas presented the staff report for Planning Application PA99-0438
(Minor Conditional Use Permi0 to operate a motorcycle sales, service, and assembly
business in an existing 15, 950 square foot industrial building zoned for business park (BP)
Use.
Senior Planner Matthew Fagan opened the public hearing at 1:41 PM.
Ap~. icant Mike Finley, 31106 Dogleg Circle, Temecula, CA. Concurred with the Conditions of
Approval.
Two requests to speak forms were submitted as follows:
Pete Olhasso, 23987 Carrancho, Temecula, CA. Manages the Associations for the Westside
Business Center. Read into the record a letter sent to Gary Thornhill dated November 23, 1999
from Fioro, Racobs & Powers, 6670 Alessandro, Suite B, Riverside, CA., 92506-6310. The letter
states application is in violation of Section 8.2.2 #18 of the project's CC&R's and that the
applicant has not submitted an application to the Association for its review or approval of the
proposed uses. Mr. Ollyasso also stated that this use is not permitted and the applicant submit an
application prior to the City making a determination on this use.
Max Harrison, 29443 Via La Plaza, Murrieta, CA. President of Westside Business Center.
Read into the record a letter sent to Denice Thomas dated November 23, 1999 from Sorrento
Development, 674 Via De La Valle, Suite 207, Solana Beach, CA., 92075. Submitted photos of
the applicant's existing business located on Jefferson in Murrieta. Letter states the prohibited
uses, section 8.2.2 #18 states that "gasoline service stations, garages and auto repair, automotive
paint and body shops" axe not permitted uses.
Dave Wakefield, 42436 Rio Nedo, Temecula, CA. Representative for the Applicant. Discussed
Rebel Rents, Rancho Water. This was a FastTrack project and will submit an application to the
association for approval.
Senior Planner Matthew Fagan concerned about outdoor display and in the right of way.
Representative Dave Wakefield stated that the pictures taken were today and the existing building
in Mun'ieta in so small and parking so poor that the delivery of 32 motorcycles would normally
be dropped off in the rear of the near facility in Temecula.
Senior Planner Matthew Fagan clarified the following:
Condition//9 - All repair and assembly work shall be performed within the confines of the
structure. No work shall be performed outside of the building. Display will be inside.
Condition #8 - Any signage shall be approved under a separate application.
Senior Planner Matthew Fagan closed the public hearing at 2:00 PM.
Senior Planner Matthew Fagan clarified the following:
Condition #4 - Condition of Approval may be revoked persuant to Section 17.03.080 City of
Temecula's Development Code.
Senior Planner Matthew Fagan also encouraged the applicant that they discuss the CC&R's with
the Association and take care of the proper application process.
