Due to the unusual nature of this meeting, no time limits will be placed on speakers
wishing to address the City Council. If you desire to speak to the Council please fill
out a pink "Request to Speak" form and file it with the City Clerk. The City Council
asks that speakers attempt to keep their remarks as brief as possible to allow the
Council to hear all those who wish to speak.

Karl Lindemans MotiOn:
2 year variance and we come back every 2 years to re-evaluate increased height.
Ron Parks - 2rid MotiOn:
Support idea that its only for 2 years and its a limited time if we axe going to try it out. If indeed Council
at that time feels as though it creates blight and have a sign ordinance we can hang our hats on, than I
would agree to take it dOwn.
Karl Lindemans - EX!~lanation of the 2rid Motion:
After 2 years, applicant may reapply to keep it up or it comes down, that's what my motive was Mr.
Parks.

If at the end of 2 years Council does not approve 2 year extension that there will be
an automatic clause that the sign comes down to 45 ft.
Variance be granted subject to a condition and a written agreement whereby, the
owner will agree at the end of a 2 year period it will be removed ABSENT a City
decision to extend it.

We will give you your extension but in addition to it, being a condition of the sign,
we will ask that you sign a separate agreement that says you thoroughly understand'
that if after 2 years if you don't remove that, than it must be removed to the lower
level of 45 ft.

Dear Mr. Borders:
When is enough, enough? Why should we as residents of southwest
Riverside County and northern San Diego County live as second class
citizens under intense government scrutiny, waiting for the next
violent, unjustified, uninvited, unnecessary intrusion into our
daily routine lives? Why should we have to support the means to
perpetrate this increasingly common madness in our rapidly
developing community?
On a daily basis those of us in the Rainbow, Temecula, Murrieta,
and Fallbrook communities must tolerate the constant examination of
our automobiles and the color of our skin from the officers of the
Immigration and Naturalization Service (INS) . The INS, which
maintains an inspection station in the Rainbow Gap on the
Riverside/San Diego County line stops thousands of vehicles per
day. Ostensibly, the effort is effective in the noble goal of
stemming the tide of illegal aliens from our various Latino
neighbors to the south. One only asks, "Why are we maintaining an
inspection station 75 miles north of Mexico? Truly, illegal aliens
could have dispersed east and west after crossing the Mexican
border long before attempting to run the inspection station
gauntlet south of Temecula. By the INS Border Patrol's own
estimates, less than 10% of the illegals are captured and returned
to Mexico. Of those which are detained, more than half of them are
second- or multiple-time offenders. Of those which are not
detained, literally thousands are day workers available for hire in
our area. Predominately, these individuals are relatively
harmless, simply attempting to feed their children and families
with a small amount of personal dignity.
Regardless of the nature of the "terrible" crimes of illegal
immigration which our Border Patrol agents are attempting to
suppress, the fervor with which the agents pursue their suspects is
more indicative of a police society where suspects are guilty until
proven innocent. With increasing regularity, beat-up, light green
and white sedans, with or without lights and sirens engaged, are
seen careening through our residential areas without regard to the
safety of the citizens whom they are charged to serve.
On June 2 , 1992 four school children (our children's friends' ,
friends) and one innocent adult gave their lives so Border Patrol
agents could again careen through three school zones after leaving

Interstate 15 on a chase of thirteen aliens in a stolen Suburban.
In a magnanimous attempt to declare their innocence the Border
Patrol made public statements that they abandoned their chase a
quarter of a mile before the accident. 80 to 100 miles per hour
takes 9 to 13 seconds to cover one quarter mile. Nine seconds. . .
Nine seconds to allow a terrified driver to gain control of his
stolen vehicle in a school zone. Indeed, by all witness accounts
the Border Patrol was in hot pursuit moments before impact.
perhaps the fleeing driver did not think to count "one thousand
one, one thousand two, one thousand three. . .one thousand nine"
before noticing the green and white vehicle, without its lights and
siren working, fading away from his rear-view mirror. How
admirable that the Border Patrol had turned off its warning
equipment seconds before impact, seconds before entering another
school zone. Perhaps the innocent victims would have had a
moment's notice if the lights and siren were on. _ .
Last year it was an innocent pregnant woman on Highway 79 and Pala
Road who gave her child's and her life. This year it is four
school children and a parent who contribute the ultimate sacrifice
to the Border Patrol's fanatical insanity. We have lost track of
the number of illegals who have been injured or killed in these
wild pursuits in the seven years some of us have lived here. Why
does this senseless manslaughter of innocent citizens continue?
Why are Federal public officials allowed to roam our area with
immunity, impunity and a license to conduct themselves as though
they need answer to only themselves? Local police forces would
have to answer to the communities they serve.
Newspaper accounts of INS statements arguing that the chase did not
occur in a school zone reflect the typical attitude of the
leadership of the agency. The dramatic pictures on the front pages
of our newspapers quickly reduce this absurd argument to grim
reality. Furthermore, the agents and fleeing aliens had moments
before just flown by another elementary school at the intersection
previous to the one in which this tragedy unfolded. Fortunately,
our elementary children arrive at school a few minutes later.
The Temecula Valley and surrounding area is no longer a sleepy
rural community with only one school to serve 150 square miles. It
is a suburban community of over 100, 000 people with two school
districts and two newly incorporated cities. It is time to
eliminate the Border Patrol's long time "Dirty Harry" tactics of
chasing illegal aliens willy-nilly through city streets . In an age
of helicopters and instant electronic communications there can be
no rational reason to continue this barbarism.
We are requesting that each of our Congresspersons and Senators
demand withdrawal of all funding for the Rainbow Gap Inspection
Station. The location of the station and tactics of "inspection-
by-stereotype" have outlived their usefulness. Additionally, we
are requesting a Congressional investigation into the INS Border

Patrol pursuit policies. Provide them a full-timeon-call
helicopter and demand that they coordinate their activities with
local police forces.
Time will dim the effects of this latest travesty committed in the
name of protecting our borders. But we must no longer idly stand
by and wait for the next event to turn our streets, our
neighborhoods, and our living rooms into a bloodbath of senseless
waste of human life.
