PLANNING DIRECTOR
AUGUST 19, 1999
A regular meeting of the City of Temecula Planning Director was called to order on Thursday,
August 19,1999 at 1:30 PM, at the City of Temecula Main Conference Room, 43200 Business
Park Drive, Temecula, California. Senior Planner Matthew Fagan presiding.
Also present were Assistant Planner Patty Anders, Planning Manager Debbie Ubnoske and Minute
Clerk Cathy Davis.
Senior Planner Matthew Fagan opened the public hearing from items not on the agenda at 1:50
PM.
Mel Southward, 40755 La Colima Road, Temecula, CA, spoke regarding a drainage issue
affecting his property. He commented that the drainage off the hill by his home will flood his
property when it rains.
1. Planning Application No. PA99-0249 (Development Plan - Product Review)
Assistant Planner Patty Anders presented the staff report for PA99-0249 for product
review for four different plans ranging in square footage from 2,005 to 2,469 which
consists of 138 lots located in the area at the northwest corner of Bntterfield Stage Road
and De Portola Road in Paseo del Sol Specific Plan, Planning Area 10.
Senior Planner Matthew Fagan opened the public heating at 1:52 PM. There were no
requests to speak.
Applicant Tim McGinnis, Woodside Homes, 23121 Antonio Parkway, Suite 120, Rancho
Santa Margarita, CA, concurred with the Conditions of Approval.
Senior Planner Matthew Fagan closed the public heating at 1:53 PM.
Senior Planner Matthew Fagan adopted the Exemption for Planning Application No.
PA99-0249 (Development Plan - Product Review) and approved the project subject to the
Findings and Conditions of Approval.
2. Planning Application No. PA99-0248 (Development Plan - Product Review)
Assistant Planner Patty Anders presented the staff report for PA99-0248 for product
review for two different product types, both known as Chantemar Estates. One product
type is in Planning Area 8 and consists of 39 lots. This product offers three different
elevations that range in size from 2,816 square feet to 3,727 square feet with various
options. The second product consists of 19 lots that are estate homes adjacent to Meadow
View in Planning Area 9. This product offers three different elevations that range in size

from 4,040 square feet to 5,845 square feet with various options, including a second unit
or "Cassista" option of 378 square feet. These are located north of General Kearny Road
and east of Margarita Road in Planning Area 8 and 9 of the Campos Verdes Specific Plan,
adjacent to the existing Meadow View Development.
Senior Planner Matthew Fagan opened the public hearing at 1:59 PM.
Devon Ronie, 40575 La Colima Road, Temecula, CA 92591, spoke in opposition to the
project. She was concerned about her quality of life, detrimental effects to her property
value and the slope being 30 feet high with a two story home adding another 30 feet.
Sharon Cording, 40665 La Colima Road, Temecula, CA 92591, spoke in opposition to
the project. She is also concerned with her quality of life and privacy due to a second
story home being built there.
Susan Nelsen, 40685 La Colima Road, Temecula, CA 92591, spoke in opposition to the
project. She was concerned about what the homes are really going to look like. She also
was concerned about the horizontal buffer versus vertical, lower property values and why
we have hearings.
Mel Southward, 40755 La Colima Road, Temecula, CA 92591, spoke in opposition to
the project. He is concerned with the slope of the trail and would like to postpone the
decision of the hearing until result of negotiations with developer are determined. He is
also concerned because from his backyard, he has a 40 foot slope, six foot wall and then
a 30 foot home. o
Craig Cording, 40665 La Colima Road, Temecula, CA 92591, spoke in opposition to the
project. He would like to the see the elevations cut by 50 percent. He is also concerned
with the slope, wants single story homes there, and wants to know the setback to the rear
of the homes will be.
Roger Epperson, 40461 Calle Madero, Temecula, CA 92591, spoke in opposition to the
project. He is concerned with the height of the homes and would like a continuance of this
hearing.
Bill Benson, 30734 Del Rey Road, Temecula, CA 92591, spoke in opposition to the
project. He submitted photos he had taken of Mel Southward's backyard to Senior Planner
Matthew Fagan.
Dawn Schmid, 30021 Los Nogales Road, Temecula, CA 92591, spoke in opposition to
the project. She read an excerpt of a letter that she had submitted to the City Council and
Planning Commission.
Applicant Tim McGirmis, Woodside Homes, 23121 Antonio Parkway, Suite 120, Rancho
Santa Margarita, CA concurred with the Conditions of Approval.

Senior Planner Matthew Fagan closed the public hearing at 2:25 PM.
Senior Planner Matthew Fagan adopted the Exemption for Planning Application No.
PA99-0248 (Development Plan - Product Review) and approved the project subject to the
Findings and Conditions of Approval.
The meeting was adjourned at 2:26 PM.
