PLANNING DIRECTOR
JUNE 24, 1999
A regular meeting of the City of Temecula Planning Director was called to order on Thursday,
April 8,1999 at 1:30 PM, at the City of Temecula Main Conference Room, 43200 Business Park
Drive, Temecula, California. Senior Planner Matthew Fagan presiding.
Also present were Associate Planner Carole Donahoe, Assistant Planner Patty Anders and Minute
Clerk Cathy Davis.
1. Planning Application No. PA99-0154 (Development Plan for Product Review)
Assistant Planner Patty Anders presented the staff report for Planning Application PA9%
0154 (Development Plan for Product Review) for the construction of one and two story
single family homes with eight (8) different models, varying in size from 1,513 square feet
to 2,427 square feet, with nine (9) different color schemes located in the Campos Verdes
Specific Plan on the southeast corner of Margarita and Winchester Roads, north of North
General Kearny Road.
Senior Planner Matthew Fagan opened the public heating at 1:36 PM.
Oscar Murdock, 27495 Lark Court, Temecula CA 92592, spoke in opposition to the project. He
was concerned with protecting his privacy in his backyard and the dust from the grading.
Joanne Carlson, 27510 Lark Court, Temecula, CA 92592, spoke in opposition to the project. She
was concerned with privacy and noise issues.
John Koran, 40645 La Colima Road, Temecula, CA 92592, spoke in opposition to the project. He
was concerned with the fencing around the project, constant changes to the site plan, and reduction
in the park site. Also, he would like keep the area Iow density housing.
Condition No. 6 was changed to read as follows: "Landscape plans for front yards, slopes and
common lots, to include a plan for perimeter or "community" walls/fences, shall be submitted for
review and approval by the Planning Director prior to the issuance of building permits for the
project.
Applicant Pat Emanuel, Woodside Homes, 31970 Corte Pacidas, Temecula, CA, concurred with the
revised Conditions of Approval.
Senior Planner Matthew Fagan closed the public hearing at 1:55 PM.
Senior Planner Matthew Fagan adopted the Exemption pursuant to the California Environmental
Quality Act (CEQA) Guidelines Section 15313 for Planning Application No.-PA99-0154 and
approved the project subject to the Findings and revised Conditions of Approval.

"2. Planning Application PA99-0195 (Product Review)
Associate Planner Carole Donahoe presented the staff report for the cohstruction of the
"Legends" subdivisions, consisting for four floorplans with three elevations each and nine
color schemes located in the Temeku Hills portion of Specific Plan No. 199 (Margarita
Village), located north of Rancho California Road, east of Margarita Road, south of La
Serena Way and west of Meadows Parkway.
Senior Planner Matthew Fagan opened the public hearing at 2:00 PM. There were no requests
to speak.
Applicant Scott McFerran, McMillin Companies, 2727 Hoover Avenue, National City, CA
91950, concurred with the Conditions of Approval.
Senior Planner Matthew Fagan closed the public hearing at 2:05 PM.
Senior Planner Matthew Fagan adopted the Categorical Exemption for Plang. ing Application
PA99-0195 (Product Review) and approved the project subject to the findings and Conditions of
Approval.
The meeting was adjourned at 2:06 P.M.
