PLANNING DIRECTOR
APRIL 22, 1999
A regular meeting of the City of Temecula Planning Director was called to order on Thursday,
April 22,1999 at 1:30 PM, at the City of Temecula Main Conference Room, 43200 Business Park
Drive, Temecula, California. Senior Planner Matthew Fagan presiding.
Also present were Project Planner Steve Griffin, Project Planner Thomas Thornsley, Associate
Planner Carole Donahoe and Minute Clerk Cathy Davis.
1. Planning Application No. PA99-0101 (Development Plan for Product Review)
Project Planner Steve Griffin presented the staff report for Planning Application PA99-
0101 (Development Plan for Product Review) the construction single family homes on lots.
Seven models are used three times each, with three different exterior treatments for each
of those models. The homes range in size from approximately 3,000 to 3,900 square feet
of living area with three to five bedrooms and three to four car garages. The project has
been appoved by the Meadowview Community Association.
Senior Planner Matthew Fagan opened the public hearing at 1:37 PM. There were no requests to
speak.
There was some discussion regarding Condition No. 7. It was determined that staffwould work with
the applicant to allow for bonding for front yard landscaping.
Applicant Todd Cunningham, Woodbridge Development, 27285 Las Ramblas, Suite 230, Mission
Viejo, California 92691-6325 concurred with the revised Conditions of Approval.
Senior Planner Matthew Fagan closed the public heating at 1:48 PM.
Senior Planner Matthew Fagan adopted the Exemption for Planning Application No. PA99-0101
and approved the project subject to the Findings and revised Conditions of Approval.
Planning Application No. PA99-0059, PA99-0060 and PA99-0061 (Development Plan for
Product Review)
Project Planner Thomas Thornsley presented the staff report for Planning Application No.
PA99-0059, PA99-0060 and PA99-061 for the construction of single family homes in three
tracts with three floor plans and three elevations per floor plan in each tract with 64 lots
within Tract Map No. 23143-3, and 80 lots within Tract Map No. 23143-4 for a total of
249 lots located on the east side of Butterfield Stage Road north of De Portola Road, and
south of Pauba Road.

Senior Planner Matthew Fagan opened the public hearing at 1:50 PM. There were no requests
to speak.
Condition No. 9 was changed to read as follows: "All Entry Monumentation designs and
placement shall be submitted and approved to the satisfaction of the Planning Manager prior to the
issuance of the first Certificate of Occupancy of the first tract. This monnmentation shall become
a part of the "Crowne Hill Architectural/Landscape Development Guidelines R-4 Component".
Applicant Bo Kimble, Richmond American Homes, 104 West Grand Avenue, Escondido,
California 92025 concurred with the revised Conditions of Approval.
Senior Planner Matthew Fagan closed the public hearing at 1:55 PM.
Senior Planner Matthew Fagan adopted the Exemption for Planning Application PA99-0059,
PA99-0060 and PA99-0061 (Development Plan for Product Review) and approved the project
subject to the findings and revised Conditions of Approval.
3. Planning Applicaton PA99-0105 (Minor Conditional Use Permit)
Associate Planner Carole Donahoe presented the staff report for Planning Application
PA99-0105 (Minor Conditional Use Permit) to install a 180 square foot (12 foot X 15 foot)
dance floor in the existing cantina of the Margarita Grill Restaurant.
Senior Planner Matthew Fagan opened the public hearing at 1:57 PM. There were no requests
to speak.
Applicant Joshua Merrill, Margarita Grill, 27345 Jefferson Avenue, Temecula, California 92590
concurred with the Conditions of Approval.
Senior Planner Matthew Fagan adopted the Categorical Exemption for Planning Application PA99-
0105 (Minor Conditional Use Permit) and approved the project subject to the findings and
Conditions of Approval.
The meeting was adjourned at 2:01 PM.
