HomeMy WebLinkAbout020499 DH MinutesMINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PLANNING DIRECTOR FEBRUARY 4, 1999 A regular meeting of the City of Temecula Planning Director was called to order on Thursday, February 4,1999 at 1:30 PM, at the City of Temecula Main Conference Room, 43200 Business Park Drive, Temecula, California. Senior Planner Matthew Fagan presiding. Also present were Project Planner Thomas Thomsley, Senior Engineer Jerry Alegria and Minute Clerk Cathy Davis. Senior Planner Matthew Fagan opened the public hearing for items not listed on the agenda at 1:41 PM. Paul Bouchard, 30268 Mersey Ct, Temecula,Califomia had some concerns regarding traffic safety on Rancho California Road and Humber Drive. 1. Planning Application No. PA98-0455 (Tentative PM 29060) Project Planner Thomas Thornsley presented the staff report for Planning Application PA98-0455 (Tentative PM 29060) for a two lot subdivision located on the north side of Rancho California Road, west of Humber Drive. Senior Planner Matthew Fagan opened the public hearing at 1:46 PM. There were no requests to speak. Condition llA was revised to read as follows: "Improve Rancho California Road (Arterial Highway Standards - 110' R/W) to include dedication of half-width street right-of-way, installation of half-width street improvements, paving, curb and gutter, sidewalk, street lights, drainage facilities, signing and striping, utilities (including but not limited to water and sewer), 14-foot raised landscaped median. Developer shall be eligible for DIF fee credits for half width, raised landscape median. Condition 13 was revised to read as follows: "A construction area Traffic Control Plan for Rancho California Road shall be designed by a registered Civil Engineer and reviewed by the Department of Public Works for any street closure and detour or other disruption of traffic circulation as required by the Department of Public Works." Condition 17 was revised to read as follows: "Public Access Easements for the two bridge crossings and drive aisles, at least 24-foot wide, from Parcel 1, across Long Canyon Wash Channel, through Pamel 2, to Rancho California Road shall be recorded and copies submitted to the Public Works Department prior to or in conjunction with recordation of the Parcle Map." Condition 35 was deleted. Condition 40 was revised to read as follows: "The Developer shall pay to the City the Public Facilities Development Impact Fee as required by, and in accordance with, Chapter 15.06 of the Temecula Municipal Code and all Resolutions implementing Chapter 15.06 or appropriate fees as determined by the Director of Public Work and Planning Manager." Condition 47 was deleted. Condition 4b. 3 and 4 was deleted. Condition 4c. was revised to read as follows: "A copy of the Covenants, Conditions and Restrictions (CC&R's), if applicable" Applicant Steven King, VanDaele Development, 2900 Adams Street, Suite C-25, Riverside, California concurred with the revisied Conditions of Approval. Senior Planner Matthew Fagan closed the public hearing at 1:59 PM. Senior Planner Matthew Fagan adopted the Categorical Exemption for Planning Application No. PA98-0455 and approved the project subject to the Findings and revised Conditions of Approval.
