Speakers are limited to two (2) minutes each. If you desire to speak to the Council about an item not listed on the Agenda or on the consent Calendar, a pink "Request To Speak" form should be filled out and filed with the City Clerk. When you are called to speak, please come forward and state your name and address. For all other agenda items a "Request To Speak" form must be filed with the City Clerk before the Council gets to that item. There is a five (5) minute time limit for individual speakers. COUNCIL BUSINESS MEETING OBJECTIVE: To review the preferred Land Use and Circulation Alternatives and provide direction on the Old Town Specific. Plan. The preferred Land Use and Circulation Plans will then be used by the Specific Plan Consultants to prepare the draft Specific Plan. Hogan, Associate Planner RECOMMENDATION: Receive and discuss. BACKGROUND: The Specific Plan for Old Town Temecula is being prepared to address historic preservation and building muse; economic revitalization and marketing; circulation, parking, and flooding issues; and provide building, landscape, and streetscape standards in the Old Town area. Urban Design Studio, a planning and urban design firm from San Juan Capistrano, was awarded the contract to prepare the Specific Plan after a rigorous selection process. The following firms are subconsultants to Urban Design Studio: TPC/Ranpac (infrastructure engineering), American Development Consultants (economic analysis and marketing), and Kain and Kahn Associates (traffic and circulation). The process of developing the Specific Plan for Old Town Temecula consists of three phases. The phases are as follows: Inventory and Analysis of Old Town Temecula. Development and Selection of Preferred Plan. hepa~tion and Adoption of the Specific Plan. The Inventory and Analysis Phase has been completed and the member of the City Council and Planning Commission have already received copies of the Background Report. The purpose of this meeting is to present the preferred Land Use Plan and Circulation Alternatives, which were developed by the Old Town Steering Committee. (OTSC) as part of Phase 2 of the work program, to the City Council and Planning Commission. /- OLDTOWN~OTSCSR3.CC DISCUSSION: The process of developing and selecting the preferred land use plan began in September, 1992. The consultant team and City Staff met to identify possible alternative land use and circulation plans. The most promising land use concepts were combined into three land use and five circuhtion system alternatives.' The various alternatives were based upon the ideas, features and input of the Old Town Steering Committee, provided at their second meeting on September 9, 1992, as well as'the ideas and experiences of the Consultant team. The Old Town Steering Committee met for the third time on October 15, 1992. At this meeting, the OTSC discussed and individually considered all the comments which had been received and selected a Preferred Land Use Plan and the Alternative Circulation Schemes for the Old Town area. A summary of the issues raised, with the Committee's consensus, is included in Attachment No. 1. The three alternative land use concepts which were used by the Committee to develop the preferred alternative land use plan are included in Attachment 2. At the meeting, the Old Town Steering Committee reviewed the materials and reached a unanimous consensus on a hybrid preferred land use plan which consisted of elements of all three alternative land use concepts. The Committee also reviewed and discussed five different circulation concepts for the Old Town area. The alternatives were a combination of OTSC direction, the General Plan Circulation Element, and the ideas of traffic consultant. The alternative circulation concepts are contained in Attachment 3 of this Agenda Report. At the meeting, the Committee reviewed the materials and reached a consensus on two preferred circulation alternatives. Copies of the preferred Land Use Plan and recommended Alternative Circuhtion Concepts will be provided to the City Council and Planning Commission during the presentation at the November 18, 1992, meeting. AND STEERING COMMITTEE RESPONSES Prior to the October 15th meeting, the Old Town Steering Committee (OTSC) received has received a number of comment letters. The issues and ideas raised by the comment letters were individually considered, and voted on by the Committee members, prior to the development of a Preferred Land Use Plan. COMMENTS ON THE DRAFT GOALS AND OBJECTIVES 1. e e Include "residential" in the Overall Goal. OTSC Decision: Add to Overall Goal. Change the boundary of the pedestrian atmosphere area from 2nd to 6th and Mercedes to the Creek, to 1 st Street to Rancho California Road and Interstate 15 to the Creek. OTSC Decision: Do not change pedestrian area boundary. Encouraging the use of graffiti resistant materials whenever feasible. OTSC Decision: Add to Goals and Policies. Eliminate of overhead utility lines throughout Old Town. OTSC Decision: Add to Goals and Policies. Amortize existing billboards and incorporate the signs into period structures and facades. OTSC Decz~ion: Add to Goals and Policies with "when economically feasible ". Include single and multiple family, hotel or bread, and breakfast uses in Old Town. OTSC Decision: Add to Goals and Policies. Provide appropriately located public restroom facilities. 0 TSC Decision: Add to Goals and Policies. Provide additional pedestrian crossings over Murrieta Creek. OTSC Decision: Add to Goals and Policies. Provide parking areas at the north and south ends of the district with horse drawn wagon/trolley serving Front Street during high traffic use periods. OTSC Decision: Add to the Goals and Policies, with language that states it would ideally not operate on Front Street. OLDTOWN~OTSCSR3.CC 4 10. Coordinate the Old Town Specific Plan with' other City approved plans for Murrieta Creek. OTSC Decision: Add to Goals and Policies. ISSUE COMMENTS Old Town need some form of "anchor" like a couple of good restaurants or some Other local attraction. OTSC Decision: Include in the Plan. Encourage office uses in old town which are similar to the types of offices which were active in the early 1900's. OTSC Decision: Include in the Plan along side streets and on the second floors along Front Street. The area west of Mercedes Street should consist of residential appearing business and professional uses. OTSC Decision: If consistent with the Land Use Plan, it will be included in the Plan. Additional attention (architectural standards) needs to be given to the land uses along Pujol Street. OTSC Decision: Include in the Plan. 5A. The need to change the configuration of the traffic lanes on Front Street south of Rancho California Road (as well as the configuration of the access to Moraga Road)· OTSC Decision: Should be considered for inclusion in the Plan, if it is needed. 5B. The need to put traffic signals at Main and Front Streets. OTSC Decision: Will not be included in the Plan. 5C. The need to put traffic signals at Santiago/First Street and Front Street. OTSC Decision: Probably a good idea when traffic volumes warrant. 6. Front Street needs to be 4-lanes for Old Town to be economically successful. OTSC Decision: Will not be included in the Plan. Locate parking and other public uses in areas behind, or off of, Front and Main Streets or along Murfieta Creek· OTSC Decision: Include in the Plan when it can be done without causing additional OLDTOWN~OTSCSR3 .CC 5 10. 11. 12. 13. 14. 15. problems or adversely impacting the Creek. Streets should not be closed if existing businesses rely on those streets for their access and customers. OTSC Decision: No decision made by the Committee, this option should be kept open. Wooden pedestrian bridges across Murrieta Creek should be considered. OTSC Decision: Include in the Plan, if desi?able and consistent with architectural design for Old Town. Investigate the feasibility of planting of trees in the middle of the turn around areas in the cul-de-sacs along Mercedes Street. OTSC Decision: Will not be included in the Plan, the Fire Department should be consulted first. Old Town cannot rely on tourism to thrive economically; as a result, the local serving businesses should be of primary concern and importance. (Because the costs to build new buildings and improve Old Town, the businesses there will need to rely on higher business volumes and profit margins. Most tourist-serving businesses do not have the necessary volumes and profits.) OTSC Decision: Will not be included in the Plan. The Committee believes that a mix of local and tourist serving uses are needed. Small and individually owned businesses should be encouraged in old town. OTSC Decision: Include in the Plan. Building rehabilitation guidelines need to be provided for the area north of 6th Street to ensure that these buildings are converted to the Old Town theme. 'OTSC Decision: Include in the Plan. All the streets in Old Town should be converted from asphalt to decomposed granite or a similar material which gives the appearance of dirt streets. OTSC Decision: Include in the Plan if it can be done safely and economically. The desirability of using the Old Town Merchants Association to be involved in implementing the Plan. OTSC Decision: Include in the implementation measures for the Specific Plan.
