limited to two (2) minutes each. If you desire to speak to the Council about an item
not listed on the Agenda or on the consent Calendar, a pink "Request To Speak" form
should be filled out and filed with the City Clerk.
When you are called to speak, please come forward and state your name and address.
For all other agenda items a "Request To Speak" form must be filed with the City Clerk

RECOMMENDATION:
BACKGROUND
It is requested that the City Council review the Parcel Specific
Land Use Requests, take public testimony, and direct staff to
incorporate the element as presented into the final General Plan
which will be presented for City Council adoption at the
conclusion of the Public Hearings.
Over the past several months, the City Council has held five public hearings on the Draft City
General Plan. To date the Circulation, Economic Development , Public Safety, Noise, Air
Quality, Community Design, Open Space/Conservation, Growth Management/Public Facilities
and Land Use Elements have been reviewed by the Council. At the June 15, 1993, meeting,
the Council will continue to review the Parcel Specific Land Use Requests.
DRAFT LAND USE PLAN
Staff has received numerous requests from property owners to amend the land use
designation on their property. Staff has divided the requests into 6 area groups. The
following table indicates in which group the individual requests are located. To date, the
Council has reviewed the HWY 79 S. and Chaparral area groups, which comprises about half
of the parcel specific land use requests.

With respect to the Chaparral area, staff has met with Larry Markham to discuss his proposal
for the Chaparral Special Study Area. Mr. Markham has compiled various information
including topography, lot layout and distribution, and development patterns in the Chaparral
area. At the May 18, City Council meeting, he requested that the area be redesignated from
Very Low Residential to Low Residential. City staff and the Planning Center have reviewed
the policies Mr. Markham distributed at the last Council Meeting. The intent behind his
request is to move forward with the redesignation of the area and determine the carrying
capacity or reasonable development opportunity at a project level subject to the proposed
policies and standards.
Staff and Representatives from The Planning Center are generally in agreement with the
direction Mr. Markham has taken with his analysis and proposed policies. However, to be
consistent with the General Plan Implementation Measures for the Special Study Area (Land
Use Element page 2-42), staff feels additional analysis needs to occur and should occur on
an area-wide rather than project level basis. Therefore staff supports no change to the area's
land designation at this time.
Although the Council took a straw vote on properties located in Group I, staff seeks some
clarification regarding request No. 10 {Penfold). The City Council directed staff to combine
the request in a Specific Plan Overlay with request No. 32 (Johnson + Johnson). However,
Staff is not clear as to whether the underlying Very Low Land Use designation was to remain
or be changed to Professional Office, like the Johnson Property. Staff has been contacted by
a dentist who is interested in establishing a practice in one of the existing residences. Under
current zoning (Ord. 348), one could move forward with a Conditional Use Permit for a
medical office use, ahead of preparing a Specific Plan. However this would open the door for
certain uses to be established without a CUP. Theses uses include feed and grain sales,
nurseries and garden supplies, pet shops, real estate offices, and arts, crafts and curio shops
(Ord 348 section 5.1 ).
Subsequent to the May 18, 1993 meeting, staff has received one letter. Staff has attached
the letter from Saba A. Saba, who owns property at the North West Corner of Thompson
Road and Leon Road (northwest of Winchester Road). No action is necessary since the site
is located within Murrieta's sphere of influence. Mr. Saba was directed to the Murrieta
Planning Department:
The Council is advised, that Staff has not included any of the land use plan material previ'ously
distributed in the May 18, 1993 City Council Agenda Packet. If new copies of the matrix or
maps are needed please contact Staff.

CONCLUSION
The General Plan Consultants and Planning Department believe the Community Design, Open
Space/Conservation, Growth Management/Public Facilities Elements have been adequately
revised to respond to comments received by individuals, groups, and other agencies.

Re: Parcel Specific Land Use Requests
Dear Honorable Mayor & Council Members,
I was shocked and dismayed to see that the property I own-Parcel
numbers 467-230-021, 467-230-029, and 467-230-030, are being designated
by the Temecula Planning Commission for Residential use. These Parcels
were designated by the Board of Supervisors as commercial according to
SWAP in September 1989. RanPac Engineering processed a map for change of
Zone No. 5367 and Plot Plan 10971 at the County of Riverside. The above
project is still active and additional fees have been paid to the County
to keep it active. I have spent in excess of $75,000 on this project,
designated as ADOBE SPRINGS PLAZA. The Temecula Planning Commission is
proposing to change it from commercial to residential-both illogical and
incompatible with what the Planning Comm~ssion's proposal of the property
directly to the North as Business Park and directly to the South as commercial.
The Parcels involved will be bisected by a six-lane street at right angle
with Winchester Road. This continues and connects with Briggs Street-a
proposed four-lane road. The above 3 Parcels are in the Dutch Village
Assessment District, paying additional assessments of $4500/acre. The
above Parcels are the cornerstone for EMWD water and sewer and reclaimed
water line as well as Southern California Gas, and Southern California
Edison. In addition I participated monetarily in the Transportation
study approved by the County. Because of the above factors if a logical
choice to be made based on suitability for commercial usage, it is the
only logical choice, and certainly better than the c. nes surrounding it.
Here is a property bordered by a Buriness Park to the North, a
Commercial Center to the South and Highway 79 to the East. Who in his
right mind would want to live in that kind of environment? Traffic,
Noise, and Pollution. No developer in hi~right mind would gamble to
buy such a project, and build houses on it, especially in these difficult
times. The County Planning Commission and the Board of Supervisors were
correcU. They designated the Parcels commercial, because it makes sense,
it is compatible, and it is the best use and it bene£its the community.
I urge you to con£irm the County's designation as commercial.
