MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR OF PLANNING
September 13, 2001
A regular meeting of the City of Temecula Director of Planning was called to order on Thursday,
September 13, 2001 at 1 :30 PM, at the City of Temedula Main Conference Room, 43200
Business Park Drive, Temecula, California. Senior Planner. David Hogan presiding.
Also present was Minute Clerk, Lesa Riddle.
Senior Planner, David Hogan called the meeting to order a 1 :33 PM.
Item No.1:
Plannina Application No. PA01-0330 (Development Plan for Product Review) application
for 84 detached sinale familv homes of three model types: ranaina in size from 2.057 to
2,822 sauare feet within Tract 24136. I
Associate Planner, Matthew Harris presented the staff repor' David Hogan, Senior Planner
opened the public hearing at 1 :37 PM.
Scott Gale, Woodside Homes, 23121 Antonio Parkway #120, Rancho Santa Margarita, CA
concurred with the Conditions of Approval. Mr. Gale ther questioned the window treatment
enhancements that are now required on all homes in this prase whereas in the past, they were
only required on the elevations that faced the public right 01 way. David Hogan, Senior Planner
noted that the Planning Commission and City Council have given additional direction to Staff to
continue to upgrade the design elements in the community. That is the reason Staff has added
this requirement.
Mr. Gale then questioned whether or not there is writte~ documentation that supports this
requirement. Assistant Planner, Matthew Harris advised that the Paloma del Sol Specific Plan
has design guidelines that do not specify which side of Ithe residence should have design
articulation, but the throughout the tract, the homes need to have visual interest.

Mr. Tim McGuiness, Woodside Homes, 23121 Antonio Par~way, Rancho Santa Margarita, CA
spoke in regard to conditions 9 and 10 also. Mr. McGuiness reiterated the question of Mr. Gale
and wanted to know if there was written City policy docume~t that prescribes that the enhanced
elevation treatments are required so that Woodside Homes Can be assured that this is a uniform
policy that will be enforced throughout the City. They have done three other projects in the City
in the past which required some sort of enhanced window tr~atment, but only those homes that
faced the public right of way got a substantial "pop-out."
David Hogan, Senior Planner suggested that Matthew Harris speak with his supervisor in regard
to this issue. Mr. McGuiness would like to see a written pqlicy document that requires this so
this is enhancement is enforced uniformly throughout the entire City of Temecula, so that every
other builder is required to do the same thing. Mr. Me uiness states that these are not
inexpensive enhancements.
Senior Planner, David Hogan closed the public hearing at 1 :43 PM. Senior Planner, David

Hogan approved Planning Application No. 01-0330 subject to the Conditions of Approval.

Plannina Application No, PA01-0332 (Development Plans for Product Review)
application for 101 detached sinale-familv homes of three model tvpes; ranaina in size
from 3,001 to 3,968 sauare feet within Tract 24136i1.
Associate Planner Matthew Harris presented the Staff rJport. David Hogan, Senior Planner
opened the public hearing at 1 :43 PM. I
Mr. Scott Gale, Woodside Homes, 23101 Antonio Parkway, Suite 120, Rancho Santa Margarita,
CA concurs with the Conditions of Approval. Mr. Gale alsd stated he would like the City's policy
regarding the rear enhancement requirements. I
Mr. Tim McGuiness, Woodside Homes, 23121 San Antonio Parkway, Suite 120, Rancho Santa
Margarita, CA spoke on the record that they have the same concerns as in PA01-0330. He
would like to clarify that all of the homes would get a windbw enhancement treatment, but only
those that face public right of way would get a major "pop O~f' treatment.
Mr. David Hogan, Senior Planner closed the public hearing at 1 :46 PM. Mr, Hogan approved
Planning Application No, 01-0332 subject to the conditions lof approval with the expectation that
staff will address the applicant's concerns for clarification on the window treatment issues.
