ALLEGIANCE The audience was led in the Flag salute by Councilman Naggar. ROLL CALL Present: Councilmembers: ned workshop meeting at 5:39 lambers of Temecula City Hall, Naggar, Pratt, rRoberts, Stone, and Mayor Comerchero. * Mayor Pro Tem Roberts arrived at 5:41 P.M. Absent: Councilmember: None. PUBLIC COMMENTS There were no public comments. CITY COUNCIL REPORTS No reports. COUNCIL BUSINESS Plan (RCIP) Seventh Workshop for the Riverside County Inte.qrate'd RECOMMENDATION: 1.1 Receive and file. Mr. Jim Henderson, Project Manager, provided an update of the Plan, R:\Minutes\081401 noting the following: Accomplishments of the Project Team · Land Use and Circulation Elements of th General Plan · Air Quality and Noise Element- has not been completed; driven by the Circulation Element; will be completed by~ the Fall; draft General Plan will be available for review by the end of the year General Plan input will be taken from impacted ;ities 1 Multi-Species Habitat Conservation Plan (MSHCP) - draft plan should be available by the end of this month · Cities' impacts will be reviewed and disc~ussed · Completed outline of Implementation Agreement as part of MSHCP - all cities will be required to sign · Commun ty Env ronmenta Transportat on Acceptab ty Process (CETAP) · Resource agencies have been pursuing agenda to ensure resources of Western Riverside County are adequately protected · Practicality balance · A~lttrer~trives will be expanded t,o. include I~ybrid alt~rn, ative t,o i~c~l~d..e itDrate ~ ree rom SR 79 to 1-15; significant improvemen s eeyon(~ w a L,a rans has proposed as the ultimate build out fo~r both 1-15 and 1-215 '11 I It d t'l · Environmental documents w De compe e un concurrence on the evaluation criteria · Tier I environmental documents have been completed and are to prepared for hearings in early Spring. Noting that the City continues to adhere to its General Plan,!Mayor Pro Tem Roberts expressed concern with the County continuing to not adhere to its Gederal Plan and, as well, expressed frustration with the acceleration of the process. Advising that the City has concerns with the MSHCP as it re, lares to the neighboring cities and the potential economical impacts, Mayor Comerchero questioned why more land will not be set aside for French Valley, viewing it as an ideal area; CITY MANAGER'S REPORT There were no additional comments.
