Street.
2.2 Direct Staff to coordinate the removal of overgrown vegetation on the southwest corner of
Southern Cross Road at Agena Street.
BACKGROUND: Staff received a request from the Starlight Ridge Homeowners Association,
Board of Directors, to consider the feasibility of installing an all-way stop control on Southern Cross
Road at Agena Street and entering stop signs at various locations within the community to address
concerns about excessive vehicular speeds and right-of-way violations.
Southern Cross Road is a forty-four (44) foot wide residential street that serves as a collector
roadway, which provides access to the arterial roadway network between Margarita Road and
Rancho Vista Road for numerous residential enclaves in the Starlight Ridge community. Southern
Cross Road provides one travel lane in each direction with on-street parking on both sides of the
street. The Average Daily Traffic (ADT) on Southern Cross Road is approximately 1,000 ADT at
Agena Street. The 25 MPH prima facie speed limit is posted on Southern Cross Road.
Agena Street is a forty-four (44) foot wide residential roadway that provides access for numerous
residential units to Southern Cross Road. Agena Street provides one travel lane in each direction
with on-street parking on both sides of the street. Agena Street carries approximately 800 ADT at
Southern Cross Road. The prima facie speed limit of 25 MPH is not posted on Agena Street.
All-Way Stop Controls
In May 2018, an evaluation of conditions was performed at the intersection,which included a review
of intersection sight distance, collision history, data collection over a three day period (weekday),
and completion of an all-way stop warrant analysis
Due to the vertical alignment of the vertical and horizontal alignment of Southern Cross Road the
sight distance evaluation assumed a 30 MPH design speed to determine the required minimum
sight distance. An unobstructed sight distance of two hundred (200)feet is required for the assumed
speed limit.
The sight distance evaluation revealed that the visibility is appropriate for conditions and speeds
looking north and south from the east leg of Agena Street. However, the visibility falls below the
acceptable 200 feet minimum unobstructed sight distance looking south from the west leg ofAgena
Street. At this location the sight distance is limited to approximately 128 feet due to overgrown
vegetation located on the southwest corner of the intersection. The removal of the vegetation will
improve the visibility to the required minimum sight distance of 200 feet. Staff recommends
coordinating the removal of the overgrown vegetation with the property owner.
A review of the collision history for the twelve (12) month period from June 1, 2017 to May 31, 2018,
indicates there were no reported collisions at this intersection. The favorable collision history can be
attributed to driver familiarity with roadway conditions and exercising due care when entering and
travelling through the intersection.
The Multi-Way Stop Sign Installation Policy for Residential Streets warrant criteria was used to
evaluate the need for all-way stop controls at the intersection. The warrants allow for the installation
of stop signs when the following conditions are satisfied:
1. Minimum Traffic Volumes
a) The total vehicular volume entering the intersection from all approaches is equal to or
greater than three-hundred (300) vehicles per hour for any eight (8) hours of an average
day; and
b) The combined vehicular volume and pedestrian volume from the minor street is equal to or
greater than one-hundred (100) per hour for the same eight (8) hours.
2. Collision History
a) Three (3) or more reported collisions within a twelve (12) month period of a type
susceptible to correction by a multi-way stop installation. Such accidents include
right and left-turn collisions as well as right-angle collisions.
3. Roadway Characteristics
a) The traffic volume on the uncontrolled street exceeds two thousand (2,000)vehicles per day,
b) The intersection has four (4) legs, with the streets extending 600 feet or more away
from the intersection on at least three (3) of the legs;
c) The vehicular volumes on both streets are nearly equal to a forty/sixty percent
(40/60%) split; and
d) Both streets are 44 feet wide or narrower.
WARRANTS 1, 2, and 3 MUST BE SATISFIED
Other criteria that may be considered when evaluating the need for multi-way stop signs include:
4. Visibility
a) The intersections sight distance is less than:
• 155 feet for 25 MPH
• 200 feet for 30 MPH
• 250 feet for 35 MPH
• 300 feet for 40 MPH
5. The need to control left-turn conflicts.
6. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian
volumes such as schools, parks and activity centers.
7. The roadways and intersection appear on a Suggested Route to School plan.
8. There are no traffic signal or all-way stop controls located within 600 feet of the
intersection.
9. The installation of multi-way stop signs is compatible with overall traffic circulation needs of
the residential area.
The warrant analysis performed found that Warrants 1, 2, and 3 were not satisfied and all-way stop
controls are not justified. The warrant analysis is attached as Exhibit B. Staff recommends
maintaining the present level of control at the intersection of Southern Cross Road atAgena
Street.
Entering Stop Signs
As previously mentioned, the request included exploring the feasibility of installing entering stop
signs at various locations within the Starlight Ridge community. A review of the locations was
performed and a work order has been issued to install signs at the following intersections (shown in
Exhibit A):
• Asteroid Way at Cosmic Drive— on Asteroid Way
• Milky Way Drive at Asteroid Way— on Milky Way Drive
• Borealis Drive at Cosmic Drive — on Borealis Drive
• Borealis Drive at Milky Way Drive — on Borealis Drive
The public has been notified of the Public/Traffic Safety Commission's consideration of this issue
through the agenda notification process and by mail.
FISCAL IMPACT: Minor cost associated with installing entering stop signs and associated
pavement markings. Adequate funds are available in the Traffic Division's operating budget.
