OF THE TEMECULA REDEVELOPMENT AGENCY

A regular meeting of the City of Temecula Redevelopment Agency was called to order at 7:46
P.M., in the City Council Chambers, 43200 Business Park Drive, Temecula.
ROLLCALL
PRESENT:
5 AGENCY MEMBERS: Comerchero, Naggar, Pratt, Stone,
Roberts
ABSENT: 0 AGENCY MEMBER: None
Aisc present were Executive Director Nelson, City Attorney Thorson, and City Clerk Jones.

CONSENT CALENDAR
1 Minutes
RECOMMENDATION:
1.1 Approve the minutes of July 10, 2001.
Sub-Lease of Aqencv Propertv- 27500 Jefferson Avenue
RECOMMENDATION:
2.1 Approve the sublease between the Norm Reeves Group and San Bernardino
Mitsubishi.
3 Acquisition of Real Property for Low and Moderate Income Housinq Purposes
RECOMMENDATION:
3.1 Approve the expenditure of $130,000 from the Housing Fund for the purchase of
property and necessary closing and acquisition expenses.
Proposed First-Time Homebuver Amendment
RECOMMENDATION:
4.1 Amend the First-Time Homebuyer Program to allow qualifying income to be
based on 120% of the median income.
(Pulled for separate discussion; see page 2.)

5.1 Receive and file the Housing Update.
6 Resolution approvina the participation bv the City of Temecula with the Riverside-San
Bernardino Housinq and Finance Aqencv (RSHFA), a Joint Powers Authoritv (JPA),
Lease-to-Own Home Purchase Proqram
RECOMMENDATION:
6.1 Adopt a resolution entitled:
RESOLUTION NO. RDA 01-05
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
REDEVELOPMENT AGENCY OF THE CITY OF TEMECULA
APPROVING PARTICIPATION OF THE CITY OF TEMECULA
WITH THE RIVERSIDE-SAN BERNARDINO HOUSING AND
FINANCE AGENCY (RSHFA), A JOINT POWERS AUTHORITY
(JPA), LEASE-TO-OWN HOME PURCHASE PROGRAM
MOTION: Agency Member Comerchero moved to approve Consent Calendar Item Nos. 1 - 3
and 5 - 6 (Item No. 4 was pulled for separate discussion). The motion was seconded by
Agency Member Naggar and voice vote reflected unanimous approval.
CONSENT CALENDAR ITEM CONSIDERED UNDER SEPARATE DISCUSSION
4 Proposed First-Time Homebuver Amendment
RECOMMENDATION:
4.1 Amend the First-Time Homebuyer Program to allow qualifying income to be
based on 120% of the median income.
Director of Housing and Redevelopment Meyer provided an overview of the current program;
referenced the proposed recommendation to increase the qualifying percentage from 100% of
the median income to 120%; noted that 120% would be the allowable maximum; and advised
that if approved, the program would be monitored and that if the 120% were reached, the
program would be reevaluated at that time.
MOTION: Agency Member Stone moved to approve Consent Calendar Item No. 4. The motion
was seconded by Agency Member Naggar and voice vote reflected unanimous approval.
