R:xl2SCAGEND\121001 .doc ITEM NO. 1 MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION NOVEMBER 5, 2001 CALL TO ORDER The City of Temecula Community Services Commission convened in a regular meeting at 6:01 P.M., on Monday, November 5, 2001 in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. ALLEGIANCE The audience was led in the Flag salute by Commissioner Edwards. ROLL CALL Present: Commissioners Edwards, *Hogan, Yorke, and Chairman Meyler. Absent: Commissioner Henz. Also Present: Director of Community Services Parker, Deputy Director of Community Services Ruse, Recreation Superintendent Pelletier, Maintenance Superintendent Harrington, Development Services Administrator McCarthy, Management Analyst Smith, Administrative Secretary Zigler, Minute Clerk Hansen, and Minute Clerk Ice *(it is noted that Commission Hogan arrived at 6:19 P.M.' PUBLIC COMMENTS None. DIVISION REPORTS Maintenance Superintendent Harrinqton provided a brief overview of vanous projects that were completed by the Maintenance Division durinq the month of October, relavinq the followinq: Sam Hicks Memorial Park and the Temecula Valley Wedding Chapel were serviced, inclusive of pressure washing the concrete, granite steps, painting the handrails and fence rails, removing the cob webs, cleaning and repairing the roof drains, touching up the paint, repairing the lattice, and detailing some of the landscaping. · At the Santa Gertrudis Bike Trail, the gates and fences were repaired. R:CSC/minutes/110501 1 · At the Community Recreation Center (CRC), the parking lot lighting was repaired via installation new electrical wiring. At the CRC, the gymnasium floor was refinished, which is performed two times a year, inclusive of fine sanding the finish and applying two coats of high-gloss finish. The Rancho California Sports Park Roller Rink and Skate Park was serviced, including checking and securing fences, dasher boards, and scrubbing the concrete surfaces. In response to Chairman Meyler, Maintenance Superintendent Harrington clarified that the nonmaintained slopes located across from Temecula Elementary School and Margarita Park, are not owned by the City, relaying that staff is looking for new avenues to address the situation and improving the area. Development Services Administrator McCarthy provided an overview of the projects in process, as follows: · The Senior Center Expansion Project has completed the rough electrical and plumbing work, and work is in process for installation of the roof. With respect to the Chaparral Pool Project, both pools have been shock-treated, relaying that presently work is being performed on the building foundation; and noted that the scheduled completion date was the beginning of spring next year. The Children's Museum Ad Hoc Subcommittee held their final meeting on October 11, 2001; and expressed enthusiasm regarding the presentation to the Commission tonight proposing the results of the first phase to the Conceptual Master Plan. The Community Cleanup Day and Household Hazardous Waste Roundup was a great success. CR&R reported tremendous support from the residents, which resulted in the collection of 250 gallons of motor oil, 30 gallons of antifreeze and 45 used batteries; noted that Miguel Vasquez, representing the Western Riverside County Council of Governments (WRCOG), was present at the event to hand out 70 used oil containers and provide proper procedures for future disposal of motor oil. In conjunction with the above-noted success, Make a Difference Day was equally successful with the help of 60 volunteers (Boy Scouts, Girl Scouts, church youth groups, high school service clubs, and citizens of the City), who participated in picking up litter at the Margarita Creek Park and alternate areas around the City; relayed that between the two events, 42 tons of trash was collected; and commended Barbara Smith for all her detailed efforts in these events. In response to Chairman Meyler, Deputy Director of Community Services Ruse noted that disposal of paint requires a special permit, which is regulated by the State, and that the hauler cannot transport paint for disposal without a permit; and further relayed that Murrieta Transit Facility accepts paint and other items every weekend. R:CSC/minutes/110501 2 Recreation Superintendent Pelletier provided the followinq information reqardinq recent and upcominq recreational events and activities for the City of Temecula: · The Teen Council hosted the Search for the Stars Talent Show at the Thomas H. Langley Amphitheater, which was held on October 13, 2001. · The Halloween Spooktacular Event was held on Friday, October 26, 2001, at the Hockey Arena, located at the Temecula Skate Park, and was a successful event. On Sunday, November 4, 2001, the Museum Board and the City hosted the Second Annual Anniversary of the Temecula Valley Museum at Sam Hicks Memorial Park, which was well-attended, relaying that additionally there was a Volunteer Appreciation Luncheon, and a Chapel Bell Dedication Ceremony for the new bell system, which was dedicated in memory of Temecula Museum Curator, Mr. Tony Tobin. · Relayed the following Holiday Events: · The Annual Tree Lighting Ceremony, which is scheduled for November 29, 2001, · The Annual Temecula Light Parade, held the following day, November 30, 2001m, · The Holiday Lights and Festive Sights Event, which is scheduled for December 11-13, 2001, and · The Winter Wonderland Event, which is scheduled for December 15, 2001. For informational purposes, staff is currently working on the Winter/Spring 2002 Guide to Leisure Activities Brochure, which is scheduled to be mailed to Temecula residents in late December. In response to Commission Yorke's concerns regarding lighting at the Temecula Skate Park, Recreation Superintendent Pelletier advised that for future events, staff will provide a checklist of things to address for subsequent events, providing assurance that at next year's Spooktacular Event flashlights will be provided. COMMISSION BUSINESS 1. Approval of Community Services Meetincl Minutes RECOMMENDATION: 1,1 Approve the minutes of the October 10, 2001, Community Services Commission meeting. MOTION: Commissioner Edwards moved to approve the minutes, as written. The motion was seconded by Commissioner Yorke and voice vote reflected unanimous approval, with the exception of Commission Henz being absent. It was noted that Commission Hogan arrived at 6:19 P.M. R:CSC/minutes/110501 3 COMMISSION BUSINESS 2. Children's Museum Concel~tual Master Plan RECOMMENDATION: 2.1 That the Community Services Commission approve the Conceptual Master Plan in its substantial form, for the Imagination Workshop, Temecula Children's Museum. Director of Community Services Parker presented the process by which the conceptual Master Plan for this particular project was developed; and introduced the consultants associated with this proposal, as follows: Mr. Zac Henson, and Mr. Steve Anderson, and Mr. John Kasperowicz. Providing an overview of the evolution of this particular project, Mr. Henson relayed the goal was to make learning enjoyable, whereby the children will be educated through fun activities. By way of PowerPoint presentation, Mr. Kasperowicz apprised the Commission of the Children's Museum Project Plan (via agenda material), highlighting the creative environment designed to aid the children in embracing the learning of basic scientific principles; specified the site plan, the main entry and plaza area, the exterior design, the logo/sign element, the innovative and functional weather vane element; introduced the character of Professor Phineas Pennypickle, Phd., a reclusive character who tinkers, invents and is intrigued with modern technology; relayed that the museum floor plan resembred a Victorian house (Professor Pennypickle's home), noting the various rooms of the house, each having the name of a scientific principle and having unique learning activities; and provided additional information regarding the restroom facilities, which would also include access to the theater's restrooms. Mayor Jeff Comerchero, representing the Children's Museum Ad Hoc Subcommittee, provided an overview of the genesis of this project, noting his visits to various museums nationwide, relaying the goal to strike a balance between entedainment and education, which was successfully obtained; for Chairman Meyler, provided additional information for funding regarding the Children's Museum, clarifying that at this time that there is financing for approximately 70 percent of this project; for Commission Yorke, confirmed that marketing would be an instrumental element; and for Commission Hogan, noted that the anticipated opening for the museum would be late spring. Commission Yorke, echoed by Commission Hogan and Edwards, opined that this was a spectacular project having a plan that integrated education and fun; and suggested that it might be interesting if Teleportation was represented at the museum, as well. For Chairman Meyler, Mr. Kasperowicz, clarified how the patrons would be introduced to Professor Pennypickle via the museum tour and a well-trained staff, acknowledging that it was very important that the storyline be clearly conveyed. MOTION: Commissioner Edwards moved to approve staff's recommendation. The motion was seconded by Commissioner Hogan and voice vote reflected unanimous approval, with the exception of Commission Hertz being absent. R:CSC/minutes/110501 4 COMMUNITY SERVICES DIRECTOR'S REPORT Director of Community Services Parker noted that the recreation brochure is in the process of being completed by staff and scheduled to be mailed out in December. Director of Community Services Parker relayed that Recreation Superintendent Pelletier would be distributing a calendar of December events to the Commissioners. COMMISSIONER REPORTS Commission Edwards, echoed by Commission Hogan, commended staff for their diligent efforts regarding the Spooktacular Event. With respect to the Dedication of the Chimes at the Chapel of Memories Event, Chairman Meyler noted he was impressed with the wonderful ceremony. Chairman Meyler reminded all those present to vote on Tuesday, November 6, 2001. ADJOURNMENT At 7:02 P.M. DISCUSSION: The term of Chairperson and Vice Chairperson for the Community Services Commission is for one (1) year beginning November I and ending October 31 of any given year. Therefore, it is necessary for the Commission to select two members to serve as Chairperson and Vice Chairperson for the upcoming new term. DATE: December 10, 2001 SUBJECT: Multi-Use Trails and Bikeways Master Plan PREPARED BY: Cathy McCarthy, Development Services Administrator r.~ Barbara Smith, Management Analyst RECOMMENDATION: That the Community Services Commission approve the Multi-Use Trails and Bikeways Master Plan. BACKGROUND: On March 28, 2000, the Board of Directors awarded a contract to KTU+A for the preparation of the Multi-Use Trails and Bikeways Master Plan. The purpose of the master plan is to provide a comprehensive guide for planning, developing and implementing a safe and efficient trails system including both off road trails and the on road bikeways. This comprehensive document would be implemented over several years. A Trails Advisory Committee was formed which included Councilmember Naggar, Community Services Commissioners Henz and Hogan, trail advocates, city staff and other interested parties. The advisory committee worked with the consultants to identify potential trail users, proposed routes, helped with the creation of the questionnaire and reviewed the work product at various stages of development. In order to ascertain multi-use trails and bikeways needs throughout the community, over 24,000 surveys were mailed to Temecula residents and the survey was also made available on the City's web site. The response to the survey was tremendous. KTLJ+A received over 700 completed surveys in the mail and 120 surveys returned via the Internet. The results of the survey provided direction to the Consultants and formed the foundation of the needs analysis. These needs were further defined with two (2) Community Workshops held in September and October 2000. With a distinct knowledge of what the community wanted, Mike Singleton and John Holloway, principals of KTU+A, spent many days in Temecula researching current trails, their conditions, possible connections, constraints, etc. During this time they also researched use of utility easements, liability issues and funding possibilities. The initial draft master plan was provided to staff in mid July 2001. After staff reviewed and commented on this draft, another revised draft master plan was submitted to the Trails Advisory Committee for review and comment. This final draft of the Multi-Use Trails and Bikeways Master Plan includes design and construction guidelines, with safety considerations and typical cross sections. Also incorporated in detail are potential funding sources, constraints and connectivity of current and potential trails. The Master Plan prioritizes specific trail segments, provides construction cost estimates, recommends signage and interpretative opportunities and addresses maintenance concerns.
