CALL TO ORDER
The City of Temecula Public/Traffic Safety Commission convened in an adjourned
regular meeting at 6:03 P.M., on Thursday, December 13, 2001, in the City Council
Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California.

PRESENTATION
Senior Deputy Goss, School Resource Officer
Senior Deputy Goss provided an overview of the Police Programs associated with the
schools, relaying that in the City of Temecula there were five School Resource Officers;
described the triad approach philosophy which involves three aspects of the Officer's
role while serving in this capacity, listed as follows: 1) counselor/mentor, 2) teacher, and
3) law enforcer; provided additional information regarding the Juvenile Offender Law
Enforcement Team (JOLT) Program, which is comprised of a District Attorney, a
Probation Officer, and a Deputy Sheriff, and is a diversion program designed to keep the
youth out of the Criminal Justice system while administering a more severe punishment;
specified the school programs in which the Officers provide instruction (i.e.,
Stranger/Danger, Gateway Drugs, Drugs and Alcohol Safety, Driver's Education, and
Health); provided examples of the mentoring/counseling experiences with youth on an
individual basis which has been extremely effective and rewarding; advised that violent
incidents at the schools have decreased; noted the numerous benefits due to the City,
the School District, the Police Department, and the citizens working together in a
partnership; via overheads, presented the mission statement from the California State
School Resource Officers Association which established a protocol for sharing
information Statewide - among departments, and school districts; and advised that the

City of Temecula's School Resource Officer Program would be used as a model
program throughout California.
Applauding Officer Goss, and the Police Department, Commissioner Connerton
commended the excellent work with the youth in the community.

RECOMMENDATION:

MOTION: Commissioner Connerton moved to approve Consent Calendar Item Nos. 1.1
and 1.2. The motion was seconded by Commissioner Katan and voice vote reflected
approval with the exception of Commissioner Coe who was absent.
COMMISSION BUSINESS
2. Red Curb - Nantes Court
RECOMMENDATION:
2.1
That the Public/Traffic Safety Commission receive the staff report
and provide direction to staff.
Senior Engineer Moghadam presented the staff report (of record), relaying the initial
request staff received from a resident (Mr. Snell), to establish a parking restriction
between two residential dwelling units on Nantes Court which appeared reasonable
based on the resident's comments; advised that a work order was issued and
subsequently the curb was painted red; noted that following the painting of the curb, staff
received a request to remove the red paint from this curb from a resident (Mr. Scudder)
living directly adjacent to the newly-established restricted parking area, this resident
opining that the curb should not have been painted, and that this area was utilized for
parking; advised that the initial causes identified by the first resident who had requested
the restriction were not completely accurate; relayed that the second resident expressed
numerous grounds for maintaining this area for parking; relayed that since the parking
was currently restricted (in response to the first request), it was staff's determination to
forward this matter to the Public/Traffic Safety Commission, relaying that the
Commission could either recommend maintaining the red curb, or removing the
restricted parking; and for the record, noted the letter to staff from Mr. Scudder, dated
November 27, 2001 (per agenda material) requesting that the parking restriction be
removed, additionally noting the signed petition (provided via supplemental agenda
material) with the signatures of 17 Nantes Court residents, and one crossing guard for
this area, who were all in support of maintaining the red curb.
In response to the queries of the Public/Traffic Safety Commission, for Commissioner
Connerton, Senior Engineer Moghadam noted that the original request to paint the curb
red was from Mr. Snell who resides on Nantes Court; provided the rationale for staff
initially agreeing to paint the curb red based on the information received from Mr. Snell,
noting that after receiving Mr. Scudder's comments, it was staff opinion that there was
sound rationale for removing the restricted parking; and for Commissioner Katan,
relayed that the request from the resident, Mr. Stan Horn, requesting that his curb be
painted red was received after the staff report was completed.
Mr. Gary Perrigo, 43530 Nantes Court, noted that there were six other 12-foot curb
segments in this cul-de-sac; and queried what criteria was utilized in determining which
curbs would be painted red.
Mr. Joyce L. Whealon (wife of Mr. Snell), 43570 Nantes Court, relayed that in September
her husband and she had submitted a letter to Associate Engineer Gonzales requesting
the red curbing due to the visual impairment of the school children in the area; specified
alternate curb segments which had been painted red earlier; noted that the majority of
the residents support the red curb; specified that numerous children reside in this
particular area; and presented photographs, demonstrating the congestion in the area.
Mr. John Scudder, 43560 Nantes Court, noted that Mr. Snell has demanded that he not
park his Jeep on this particular curb segment; advised that the Snells have called the
Police Department and each time the Officers have relayed that the vehicle was legally
parked; via photographs, specified the red curb where he used to park his vehicle, as
well as displaying other similar curb segments; opined that the red curbing was a control
issue, and not a safety issue; and requested that the red paint be removed.
For Commissioner Connerton, Mr. Scudder specified, per photographs, the location of
his residence; provided additional information regarding the rationale for parking his
vehicle at this particular curb segment; and for Commissioner Katan, advised that he did
not have a copy of the letter from the Snells admonishing him "to not park his ugly Jeep
on this curb segment," suggesting that the Public/Traffic Safety Commission query Ms.
Whealon (Mr. Shell's wife) as to the validity of the letter.
Noting that parking on these short segments can create negative visual impacts, in
particular when attempting to ingress and egress from driveways, Commissioner
Connerton supported maintaining the red curb.
Referencing the photograph, Commissioner Katan noted that this curb segment was
clearly half in front of one residence, and half in front of the other; advised that
consistency with respect to painting red curbs was a vital issue, noting the numerous
residential areas within the City that were proximate to schools and had parking
concerns, advising that if the City allowed this area to be restricted then there would be a
plethora of red-painted curbs; and recommended that the red paint be removed.
Commissioner Connerton relayed the potential negative impacts due to non-compact
vehicles parking at these short curb segments; and recommended that the Public/Traffic
Safety Commission recommend to the Planning Commission and the City Council that in
new development areas, these short curb segments be painted red to prevent visual
impairment of oncoming traffic.

Concurring that there were safety issues associated with this matter, Vice Chairman
Lanier recommended that there be a criteria developed which clarified the warrants for
red curbing; and with respect to this particular curb segment, noted that he could support
maintaining this restricted parking.
Per visiting the area of discussion, Commissioner Katan confirmed that there were six
identical sections on this particular block, advising that if each one of these segments
was painted red to address similar safety issues, the residents would most likely have
difficulty parking in their own neighborhood; opined that in this particular situation the
parking was not a safety issue but a neighborhood dispute issue, advising that the
parking should not be restricted.
Commissioner Connerton reiterated that a larger vehicle parking in this area could
create a negative impact with respect to safety.
MOTION: Commissioner Connerton moved to direct staff to leave this red curb
segment in place; and that the residents' additional requests for small curb segments to
be painted red be forwarded to the Public/Traffic Safety Commission and/or that the
Public/Traffic Safety Commission develop a policy to clarify the criteria warranting red-
painted curbs segments. The motion was seconded by Vice Chairman Lanier and voice
vote reflected approval with the exception of Commissioner Katan who voted no, and
Commissioner Coe who was absent.
3. Turn Restrictions - Rancho Vista Road at Temecula Valley Hiclh School
RECOMMENDATION:
3.1
That the Public/Traffic Safety Commission receive the staff report and
provide further direction to staff.
Senior Engineer Moghadam provided an overview of the staff report (per agenda
material), highlighting the request to review the feasibility of restricting left turns while
exiting the Temecula Valley High School campus, and restricting U-turn movements at
the District office; advised that it was staff's recommendation that these movements not
be restricted until a future point when a traffic signal is installed at a proximate
intersection; for Vice Chairman Lanier, relayed that at the time a traffic signal is installed,
the driveways would need to be modified; and for Commissioner Connerton, noted that it
was within the purview of the City Council to determine whether the City would fund the
entire cost for the installation of this particular signal.
Mr. Bill McKinney, Director of Transportation for the Temecula Valley Unified School
district, concurred with staff's comments, noting that if left turning movements were
restricted the traffic on Margarita Road would most likely increase; with respect to the
installation of a signal, advised that the School District would most likely not be able to
match funds with the City for this installation, relaying hopes that the City would move
forward with this installation with a hundred percent funding by the City; for
Commissioner Connedon, advised that it was against District policy for school monitors
to direct traffic, relaying that he would investigate with the site administration as to
whether school staff was directing traffic; and concurred with Commissioner Connerton's

recommendations, to have assistance from the Police Department with respect to
directing traffic, and to request that the City Council take action to install a signal.
In response to Commissioner Connerton, Police Sergeant Steger confirmed that a
school monitor had been directing traffic at this campus, Commissioner Connerton
advising that this issue be addressed.
MOTION: Commissioner Katan moved to recommend that the City Council approve the
installation of a signal at the intersection of Avenida De La Reina/Rancho Vista Road.
The motion was seconded by Commissioner Connerton and voice vote reflected
approval with the exception of Commissioner Coe who was absent.
MOTION: In light of the information presented by staff, Commissioner Connerton
moved to deny the request to restrict left-turning movements from the school campus.
The motion was seconded by Commissioner Katan and voice vote reflected approval
with the exception of Commissioner Coe who was absent.
4. Traffic Conditions - Butterfield Stacle Road
RECOMMENDATION:
4.1 That the Public/Traffic Safety Commission:
1. Deny the request to install multi-way stop signs at the intersection of
Butterfield Stage Road and Jerez Lane; and
2. Recommend to the City Council the installation of multi-way stop
signs at the intersection of Butterfield Stage Road and De Portola
Road; and
3. Deny the request to lower the existing speed limit from 55 MPH and
50 MPH to 45 MPH on Butterfield Stage Road; and
4. Deny the request to establish two-ton weight limit restrictions on
Butterfield Stage Road.
Via overhead maps, Senior Engineer Moghadam presented the staff report (of record);
with respect to the request to install an all-way stop at Butterfield Stage Road/Jerez
Lane, relayed that the warrant analysis conducted revealed that the requirements for an
ali-way stop at this particular intersection were not satisfied, providing additional
information regarding the temporary access in this area required by the Fire Department,
noting that ultimately secondary access would be provided via alternate streets (i.e.,
Crowne Hill Drive), and this temporary access point eliminated; specified the
intersections which would be signalized when the medians along Butterfield Stage Road
were installed; with respect to the request to install a stop sign at Butterfield Stage
Road/De Portola Road, relayed that this intersection did meet the requirements for an
all-way stop sign, noting that ultimately this intersection would be signalized; with respect
to the request to lower the speed limit to 45 MPH, noted that based on the $5th percentile
of traveled speeds, the existing 50 and 55 MPH limits are legal and enforceable, and
that any reduction would not be justifiable, and ergo not enforceable by radar; and with
respect to the request to restrict the weight limit to two tons, relayed that Butterrield
Stage Road is one of the few north/south arterials, connecting to County roads both to
the north and south of the City limits, and would ultimately serve as a major north/south
corridor, advising that a weight limit would not only require County approval, but would
additionally divert this traffic to alternate streets (i.e., Meadows Parkway, Margarita
Road) which were less desirable to handle truck traffic.
In response to Commissioner Connerton, Senior Engineer Moghadam noted that
Buttedield Stage Road had an 86' right-of-way, and the actual width of the road was 68';
confirmed that this roadway was in compliance with standards for truck travel; and
confirmed that ultimately this read would be four lanes with a median.
For Commissioner Katan, Commissioner Connerton provided additional information
regarding the County's discussions with respect to this roadway.
Mr. Bill McKinney, Director of Transportation for the Temecula Valley Unified School
District, noted his support regarding staffs recommendations, in particular the
recommendation to install a multi-way stop at De Portola Road/Butterfield Stage Road.
MOTION: Commissioner Connerton moved to deny the request to install multi-way stop
signs at the intersection of Butterfield Stage Road/Jerez Lane. The motion was
seconded by Commissioner Katan and voice vote reflected approval with the exception
of Commissioner Coe who was absent.
MOTION: Commissioner Connerton moved to recommend that the City Council
approve the installation of multi-way stop signs at the intersection of Butterfleld Stage
Road/De Portola Road, and that this installation be expedited. The motion was
seconded by Commissioner Katan and voice vote reflected approval with the exception
of Commissioner Coe who was absent.
MOTION: Commissioner Connerton moved to deny the request to lower the existing
speed limit from 55 MPH and 50 MPH to 45 MPH on Butterfield Stage Road. The motion
was seconded by Commissioner Katan and voice vote reflected approval with the
exception of Commissioner Coe who was absent.
MOTION: Commissioner Katan moved to deny the request to establish two-ton weight
limit restrictions on Butterfield Stage Road. The motion was seconded by Commissioner
Connerton and voice vote reflected approval with the exception of Commissioner Coe
who was absent.
5. Roadwav Stril)incl - Jefferson Avenue at the Primecare Buildin~l Drivewav
RECOMMENDATION:
5.1 That the Public/Traffic Safety Commission receive and file the staff report.
By way of overheads, Senior Engineer Moghadam provided an overview of the staff
report (per agenda material), noting the request for staff to investigate the ingress and
egress at the Pdmecare facility located on Jefferson Avenue; relayed that after
evaluating the visibility, that the visibility looking south was somewhat restricted due to
the parkway landscaping and the curvature of the road, advising that staff would make
efforts to remove some of the vegetation to improve the visibility of the vehicles exiting
this driveway; clarified that the visibility to the north was unobstructed; noted that due to
the driveway location across the street, occasionally two vehicles enter the center left-
turn lane simultaneously which also occurs at times along the entire length of Jefferson
Avenue, in padicular further north, south of Winchester Road, advising that due to the
existing driveways and roadway striping, it was staff's recommendation that the
Public/Traffic Safety Commission request the City Council to expedite the installation of
the raised medians on Jefferson Avenue.
For Commissioner Connerton, Senior Engineer Moghadam noted that the speed limit in
this area was 45 MPH.
While concurring with the recommendation to request the City Council to expedite the
installation of the medians on Jefferson Avenue, Commissioner Connerton advised that
in the interim period a designated right-turn lane should be installed which would assist
vehicles egressing and ingressing this use, clarifying that it would be his desire to restrict
left-turning exit movements from this particular driveway (similar to the Target Center.)
For Vice Chairman Lanier, Senior Engineer Moghadam confirmed that it appeared that
restricted left-turn exits could be restricted with the existing striping, advising that staff
would bring the matter back to the Public/Traffic Safety Commission if there was
difficulty in restricting left-turning movements out of this driveway.
In response to Commissioner Katan, Senior Engineer Moghadam relayed that the
median project would most likely not be installed for a few years.
Vice Chairman Lanier noted his concern if delineators could not be installed with the left-
turning exit restrictions.
MOTION: Commissioner Connerton moved to recommend that at this particular
driveway left-turning exit movements be prohibited, and that delineators be installed to
create a protected left turn into the driveway, if feasible, and that if this recommendation
was not feasible that staff bring the matter back to the Public/Traffic Safety Commission.
The motion was seconded by Commissioner Katan and voice vote reflected approval
with the exception of Commissioner Coe who was absent.
Vice Chairman Lanier requested staff to additionally investigate whether the proximate
driveways allowed only right-turn exiting movements.
MOTION: Commissioner Connerton moved to recommend that the City Council
accelerate the installation of the raised medians on Jefferson Avenue due to the
associated safety issues, and that the design of the project be reviewed by the
Public/Traffic Safety Commission prior to installation. The motion was seconded by
Commissioner Katan and voice vote reflected approval with the exception of
Commissioner Coe who was absent.
TRAFFIC ENGINEER'S REPORT
Commending staff, Vice Chairman Lanier noted the excellent work in compiling
the thorough staff reports, as well as staff's diligence in addressing the residents'
concerns.
POLICE CHIEF'S REPORT
With respect to the Temeku Hills neighborhood, Police Sergeant Steger noted
that 16 citations have been issued since the installation of the 25 MPH speed
limit, sixty percent to non-residents, and forty percent to residents, advising that
prior to issuing citations the radar trailer was placed in this area.
For Vice Chairman Lanier, Police Sergeant Steger relayed that for the month of
December every Thursday, Friday, Saturday, and Sunday night, a roving DUI
enforcement team will be out in force.
Commissioner Connerton commended the Police Department for the excellent
work with respect to DUI enforcement in the City of Temecula.
FIRE CHIEF'S REPORT
Battalion Chief Ritchey noted that the temporary Fire Station No. 92 was in
operation.
Battalion Chief Ritchey provided additional information regarding the recent
transformer incident at Rancho California RoadNintage Hills Drive.
COMMISSION REPORTS
In response to Commissioner Katan's queries regarding the timing of the signal
at James L. Day Middle School, Senior Engineer Moghadam noted that since
installation there have been problems with false detections, advising that the
technicians have thus far not located the problem; and noted that this signal was
required to be installed as a Condition of Approval by the Planning Commission.
For Commissioner Katan, Senior Engineer Moghadam noted that half of
Butterfield Stage Road was still in the County, relaying that when the subdivision
is completed east of Butterfield Stage Road, the issue of pedestrian crossing
proximate to Vail Ranch Middle School will need to be addressed.
Commissioner Connerton requested that the issue of the backing up of traffic at
the Post Office located at Margarita/Rancho California Roads be agendized
sometime in 2002.
For Commissioner Connerton, Senior Engineer Moghadam relayed that the
median proximate to the Target Center will most likely be completed by the
summer of 2002.
Commissioner Connerton noted that on Moraga Road proximate to the school
site, the lane closest to the median has an uneven surface, requesting that staff
investigate this matter.
For informational purposes, Commissioner Connerton relayed that at
MargaritaNVinchester Roads, in the left-turn lanes, five to six vehicles are running
the red light, impeding traffic; and additionally noted the same problem on
Ynez/VVinchester Roads.
For Commissioner Conner-ton, Senior Engineer Moghadam relayed that the
Surveillance Camera Project is in the process of obtaining Caltrans' approval,
advising that hard-wired fiber optics would be utilized.
H. Vice Chairman Lanier wished all a safe and happy holiday.

Parking Restriction - Solana Way between Ynez Road and Margarita Road
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council adopt a resolution restricting
parking on Solana Way between Ynez Road and Margarita Road.
BACKGROUND:
The City received several requests to consider the possibility of restricting vehicular parking on Solana Way
between Ynez Road and Margarita Road to alleviate increased parking congestion. The public has been
notified of the Public/Traffic Safety Commission's consideration of this matter through the agenda notification
process.
Solana Way between Ynez Road and Margarita Road is classified as a 76 foot wide four (4) lane Major
Highway on the City's General Plan Circulation Element with two travel lanes in each direction and a raised
median. Currently, Solana Way is striped with two travel lanes in each direction and a raised median between
Ynez Road and Motorcar Parkway, and two travel lanes with a two-way left mm lane between Motorcar
Parkway and Margarita Road. On-street parking is allowed on both sides of Solana Way except at its
intersections with Ynez Road and Margarita Road. Solana Way carries an Average Daily Traffic (ADT)
volume of approximately 14,237. The speed limit is posted at 40 miles per hour.
An evaluation was performed which included a review of traffic conditions, sight distance and accident history
on Solana Way between Ynez Road and Margarita Road. A review of the reported accident history for the
twenty-four (24) month period from November 1, 1999 through November 30, 2001 indicates that there were
four (4) collisions on Solana Way between Ynez Road and Margarita Road. Of these, three (3) were broadside
collisions and one (1) was a sideswipe collision.
A review of the sight distance at the various driveways and street intersections along Solana Way indicates that
the on-street parking does cause some visibility constraints at several locations. However, lack of sight
distance was not a contributing factor in any of the collisions that occurred along Solana Way.
A review of the traffic conditions on Solana Way indicates that on-street parking occurs routinely along both
sides of Solana Way between Ynez Road and Margarita Road. The heavy on-street parking usage may be
attributed to employees of the various car dealerships as well as some Guidant employees. The City's
Subdivision Ordinance does require that every commercial use provide adequate on-site parking for both
employees and customers. It is staff's opinion that each of the dealerships should adequately accommodate
their employees parking on-site without utilizing on-street parking.
Therefore, staffis recommending implementation of a parking restriction on both sides of Solana Way between
Ynez Road and Margahta Road in order to improve safety and efficiency.
FISCAL IMPACT:
Funds are available in the Public Works Routine Street Maintenance Account.

RECOMMENDATION:
That the Public/Traffic Safety Commission entertain nominations from the Commissioners to elect a
Chairperson and a Vice-Chairperson to preside until the end of the 2002 calendar year.
BACKGROUND:
The Commission appoints a member to serve as Chairperson and Vice-Chairperson annually. This position
will be assumed at the meeting of February, 2002 and the newly elected Chairperson and Vice-Chairperson
will preside through the 2002 calendar year.

PROJECTS UNDER CONSTRUCTION
1. First Street Bridge
This project will construct First Street from Pujol Street to Old Town Front Street, including the construction
of a bridge over Mugrieta Creek and the realignment of Santiago Road. The project is complete. The Notice of
Completion is going to the City Council on February 12, 2002.
2. Murrieta Creek Crossing Between Winchester and Rancho California Road - Low-flow Crossing at
Via Montezuma
This project will construct a low-flow crossing of Murdeta Creek connecting Diaz and Del Rio at Via
Montezuma. In addition, this project will rehabilitate the street of Via Montezuma. This project is complete.
Recording a conservation easement is in progress for the mitigation of the disturbed area. Draft Document was
sent to the ACOE, Fish & Game and RWQCB for review on 10/31/01. RWQCB responded on 1/8/02 that it is
acceptable to them.
3. City Maintenance Facility Alterations, Phase III
This project will modify the existing two story masonry block building to accommodate a new second floor of
office space over the existing two-story maintenance bay, including the installation of an elevator, and two new
second floor restrooms. Building modifications are complete with the contractor working on punch list items
from the walk through that occurred on January 8, 2002.
4. Margarita Road Widening, Pauba Road to Dartolo Road
This project will widen Margarita Road from Pio Pico to Dartolo Road and re-landscape the medians from De
Portola to SR 79 South. Included with this project is the pavement rehabilitation of Phase II (Pauba Road to
Plo Pico. The contractor has completed the street work, with some minor punch list items still remaining. The
65-Working Days Maintenance period began on October 8, 2001.
5. Senior Center Expansion
The expansion will include an addition of 3000 square feet to the existing building. The expansion will be for
recreational, off~ce, and meeting purposes. It will include the addition of 3000 square feet of building area for
recreational, office and meeting purposes. Roofing and siding is complete along with the installation of the
interior drywall. Installation of the exterior brick veneer and interior flooring is currently underway.
Installation of the kitchen equipment and cabinetry is scheduled for mid January followed by exterior flatwork.
Scheduled completion is for early February 2002.

6. AC Street Repairs - FY200!
This project will rehabilitate and reconstruct selected City streets. Cunningham Davis was awarded the
contract at the June 26 Council meeting in the amount of $117,000. The roads scheduled for cons~uction are
Margarita Road at Avenida Cima Del Sol, Jefferson Avenue at Del Rio, Overland Drive at Commerce Center,
Enterprise Circle West at Rider Way, and Diaz Road at Rancho Way. The Contractor has completed most of
the work for this project. Minor s~ping and punch list items are all that remain.
7. Chaparral High School Swimming Pool
A 25-yard x 25~meter pool will be built at Chaparral High School. The facility will include a smaller
recreation pool component and a bathhouse with locker room facilities, restrooms and showers. Spray-type
play equipment will be included as an element in the base construction bid. The block work for the two
buildings is nearly complete. The underground work for the various drainage and piping systems is nearing
completion. The tile work on the two swimming pools is complete and the pool deck is under construction.
8. Emergency Generator - City Hall & City Yard
This project will install an emergency generator for City Hall. Contractor is ready to install Generator. City
waiting to present enclosure plans to Business Park Association. Upon BPA approval Construction will begin.
9. Long Canyon Detention Basin 5-yr Habitat Maintenance
Under this project, the Long Canyon Detention Basin will be planted and maintained for five years. Contractor
having trouble grading due to wet conditions, will continue grading. Ln'igation system and planting should be
complete by the end of February.
10. 1-15 Northbound On-Ramp Widening at Winchester Road
This project will re-stripe westbound Winchester Road from Ynez Road to I-I 5 northbound on-ramp to allow
for a better flow of traffic. This project will re-stripe Westbound Winchester Road from Ynez Road to 1-15
Northbound on-ramp to allow for a better flow of traffic. Bids were opened on 11/15/01. The lowest bidder is
DBX, inc. with a bid of $32,390. The precon meeting was held on December 19, 2001. Work to start 01/26/02
(Saturday).

PROJECTS IN DESIGN
1. Pala Road Improvements - Phase II (79 South to Pechanga Road)
This project will widen Pala Road to its ultimate width from the Pala Road Bridge to Pechanga road. Plan
check comments (70% Submittal) were returned to the consultant. Work is proceeding on the remainder of the
design. The approval of Wolf Creek Drainage Basin Study by RCFC & WCD has been delayed because

hydrology studies upstream of Wolf Creek require prior approval from RCFC & WCD. Stuff will be using an
appraiser to assist in the preparation of the real estate appraisal report.
2. Winchester Road Widening Between Enterprise Circle and Jefferson
This project will add a right mm lane from Eastbound Winchester to Southbound Jefferson, starting at
Enterprise Circle. O'Malley Engineering Corporation has provided the design survey data. The project was on
hold and is being m-started at this time with the design.
3. Pala Road Improvements, Phase I - (Widening to accommodate four lanes from Pala Road Bridge to
Wolf Valley)
Pala Road Improvements, Phase I will give Pala Road two lanes in each direction (58 feet in width) from the
Pala Road Bridge to the Pechanga Casino. It includes re-striping the entire length. This project is scheduled to
be advertised for construction bids in February.
4. Traffic Signals Modifications at Pala Road and Loma Linda, and at Pala Road and Wolf Valley
Two traffic signals will be modified to accommodate the road interim widening. Wildan, the City's consultant
is updating the signal modification plans. This project is scheduled to be advertised for construction bids in
February as part of the Pala Road Improvements, Phase I project.
5. Margarita Road Widening, Phase II (Interim), Pauba Road to Pio Pico
This project will widen Margarita Road on an interim bases between Pauba Road and Plo Pico. As a result,
Margarita Road will have four lanes throughout City limits. The City Council approved plans and
specifications and authorized solicitation of bids on January 8, 2002. Project will be advertised for construction
bids during next period.
6. Rancho California Road Bridge Widening Over Murrieta Creek
This project will widen Rancho California Bridge over Murrieta Creek to provide four additional traffic lanes.
The consultant has recently completed additional subsurface investigation work and has determined that them
is a potential for lateral spreading. As a result the Consultant is currently revising a portion of the bridge
foundation design to mitigate the findings. 90% drawings will be submitted this mouth.
7. Temecula Library
A full service library, approximately 34,000 square feet in area, will be designed and built on Panba Road, just
west of Fire Station #84. This project will provide the community with library resources and services. The
design is progressing on schedule. Architect is finishing the final plans. A separate parcel is being created for
the library (Plat & Description) for bond purposes. Utility services construction will be coordinated with Pauba
Road, Phase II Street Improvements.
8. Pauba Road Improvements - Phase II (Margarita Road to Showalter Road)
This project will widen Pauba Road from Showalter to just west of Margarita Road to its ultimate width. The
project is in design and the work is being coordinated with design of the library project. 100% design plans
and specs will be submitted to the City for review shortly. All utility issues are being addressed. Work is being
coordinated with design of the library project.

9. Murrieta Creek Bridge - Overland Drive Extension to Diaz
This project will entail alignment studies and the design of an extension of Overland Drive, westerly to Diaz
Road, which includes a new bridge over Murrieta Creek. The project includes the widening of Overland Drive
from Jefferson Avenue to Commeme Center Drive, and the extension of Overland Drive across Murrieta Creek
to Diaz Road. PDC has completed the alignment study and staff has reviewed copies of the preliminary plans.
Staff sent comments to the consultant regarding the negative declaration to [evise the environmental
documents. Phases 2, 3 & 4 of the Design will begin next month pending council approval.
10. New Temecula Sports Complex
A new 40+ Acres sports complex will be built on Pala Road at Wolf Valley. The new location of the complex
is on Pala Road, near Wolf Valley. The soils report indicated substantial and costly removals. Staff is
evaluating options on preparing the site or choosing a different site. The consultant, RJM Design is finishing
up the preliminary master plan of the sports complex.
11. Fire Station - Wolf Creek Site
A full service fire station will be constructed in the Wolf Creek development area. Initial construction drawings
to be submitted by the end of February 2002
12. Diaz Road Realignment
Under this project, Diaz Road will be realigned to Vincent Moraga Road at Rancho California Road. Business
Park Drive will be a T-intersection at Diaz. City staff is currently designing the project. Anticipated design
completion is scheduled for April 2002.
13. Rancho California Road Median Modifications at Town Center
The project will include the closing of the two median openings on Rancho California Road in front of the
Town Center, while lengthening the left turn lanes at Ynez Road, Town Center Drive, and Via Los Colinas to
improve traffic circulation. The design is 90% complete with the exception of the landscaping. Landscaping
design is currently at 70% completion. Bidding is scheduled for Februar~ 2002.
14. Rancho California Road Widening at Ynez Road (Add right turn lane to westbound lanes)
This project will add a right mm lane on westbound Rancho California Road at Ynez Road. Right of way
acquisition at the northeast comer of Rancho California and Ynez is in the process of being done. In-house
design is 95% complete.
15. Landscaping and Sidewalk On 79 South (Front Street to Pala Road)
The project consists of the design and construction of new sidewalk, landscaping, and irrigation along State
Route 79 South between Pala Road and Old Town Front Street. The design consultant and contract agreement
was approved at the November 27 Council meeting. A kick-off meeting was heid and associated documents
have been received from the County in order to begin the design process.
16. Alignment Study for Murrieta Creek Bridge Between Winchester Road and Temecula's City Limits
and Diaz Road Extension
This study will determine the alignment and location of the Murrieta Creek crossing between Winchester Road
to the northern City Limits. In addition, the study will be combined with the Diaz Road Extension alignment

study and design. Coordination with the City of Murrieta, Flood Control and Army Corps of Engineers is
necessary. The Consultant and Staffmet with Riverside County Flood Control to discuss possible alignments.
The consultant is currently awaiting data from Riverside County Flood Control in order to complete the work
on the first draft of the alignment study.
17. Bridge Barrier Rail Upgrade, Rainbow Canyon Road over Pechanga Creek/Del Rio Road over
Empire Creek
This project will replace the existing barrier rails of the Rainbow Canyon Bridge over Pechanga Creek and the
Del Rio Road Bridge over Empire Creek. Contract documents have been returned and the Purchase Order was
issued. Kick off meeting was held on January 15, 2002.
18. Fire Station - Wolf Creek Site
A fire station will be built at the Wolf Creek Site. Initial construction drawings are to be submitted by the end
of Febmary 2002.
19. Community Theatre
This project will create a community theatre at the old Mercantile building in downtown Temecula.
Preliminary design of project is underway with design survey complete. City is expecting plans for first plan
check any day.
20. City Maintenance Facility Modifications (Parking Lo0
Under this project, a security fence will be installed between the existing maintenance facility and the western
side of City Hall to secure the parking lot west of the main building. A scoping meeting was held on l 1/12/01.
Research on existing base maps for the proposed area and as-builts for the existing security fence near the
maintenance facility is underway.
21. Pujol Street Sidewalk Improvements - Phase II
This project will complete the knuckle at the intersection of Sixth Street and Felix Valdez.
PROJECTS THAT ARE SUSPENDED OR ON-HOLD
1. Margarita Road/Winchester Road Intersection Improvements
Project is on hoM. Under this project, an additional left turn from eastbound Winchester to northbound
Margarita will be added in order to accommodate increasing traffic volumes. Design is 50% complete. This
project may be done by a developer.
2. Santa Gertrudis Bridge Widening at 1-15
This is Phase II of the Southbound Auxiliary Lane project at the southbound exit ramp for Winchester Road.
This project will widen the 1-15 southbound exit-ramp at the Santa Gertrudis Creek Bridge to provide an

additional lane on the exit ramp just north of Winchester Road. Staff is revisiting the merits of this project in
light of the proposed'Project Study Report for Cherry Street Interchange. The study shows that this bridge may
have to be removed in the future to accommodate the Cherry Stree~ Interchange. This project is suspended

Monthly Departmental Report
The following report reflects special teams, traffic enforcement and miscellaneous activity occurring
during December of 2001. The Police Depadment responded to forty "priority one" calls for service
during the month of December, with an average response time of approximately 4.3 minutes. A total
of 3,438 calls for police service were generated in the Cityof Temecula during the month.
During the month of December the Temecula Police Department's Town Center Storefront served a
total of 157 customers. Fifty-seven sets of fingerprints were taken, fifteen people filed police reports,
eight people had citations signed off and five oversize vehicle permits were issued. Crime
Prevention Officer Lynn Fanene padicipated in a number of special events and community-oriented
programs during the month. Officer Fanene conducted a Crime Prevention workshop/presentation.
He also coordinated requests for patrol ride-a-longs. Additionally, he continued to provide
residential and business security surveys/visits and past crime follow-up. Officer Fanene also
continued to process City Planning Depadment submissions of site plans/conditions.
The POP Teams continued to work on the "Crime Free Multi-Housing" project. At this time there is
70% compliance with this program across the City. The teams continued their Warrant
Apprehension Program during the month, which resulted in two felony arrests and eighteen
misdemeanor arrests. The POP Teams continued with their proactive patrol efforts and made four
additional felony arrests and thidy misdemeanor arrests during the month of December. Additionally,
the POP Teams worked many long hours of surveillance, attempting to identify and locate the
suspect(s) responsible for the window-smash burglaries occurring in the business district. The POP
Teams were successful in developing leads for those cases.
The Old Town Storefront serves as an office for one of the POP teams and a location to assist the
public with police services. This has greatly increased their availability to serve the Old Town area.
During December, the Old Town Storefront served 110 customers. Six sets of fingerprints were
taken, fifteen reports were written, and four citations were signed off.
The traffic team reported that during the month of December there were 609 citations issued for
hazardous violations, 159 citations were issued for non-hazardous violations and 117 parking

citations were issued. During the month there were eleven injury traffic collisions, seventy-two non-
injury collisions were reported and forty-five drivers were arrested for DUI. The Neighborhood
Enforcement Team (NET) program resulted in thirty-five citations being issued. This program
addresses traffic concerns in residential neighborhoods with a dedicated motor officer. The SLAP
program (Stop Light Abuse Program) resulted in se',enty-two citations being issued. On Sunday,
December 16th, a fatal traffic collision occurred that involved a pedestrian walking south across
Highway 79 at Jedediah Smith Road. The pedestrian and his dog were struck and killed by a
vehicle traveling eastbound on Highway 79. The investigation into the cause and the contributing
factors of the collision continues. No arrests were made relating to this collision.
During the month of December, the POP officers assigned to the Promenade Mall handled a total of
185 calls for service. The r0ajority of these calls were for shoplifting investigations. During the
month, calls and on-sight activity resulted in the criminal arrest and filings on twenty-one
misdemeanors and six felony cases for various offenses. Seventeen citations were also issued.
Officers Robles and Rupe continued to provide training to securitystaff during the month. The mall
officers continued to work on vehicle theft and burglary programs. Onlyone vehicle burglary and
one vehicle theft occurred during the month of December, which represents success for the POP
Teams during the holiday shopping season. The posse also increased their presence around the
mall on weekends with extra patrols of the parking areas.
The five school resource officers continued to remain active during December. They conducted a
total of fifteen school presentations. The topics of these presentations ranged from "Stranger
Danger" to "lnhalants"to "Drug Update for Teachers." The school resource officers also conducted
many counseling sessions with students. One misdemeanor arrest for battery, one misdemeanor
arrest of a parent for drunk in public, and two arrests for curfew violations were made during the
month. A total of thirty-two investigations/reports were conducted/written by the school resource
officers during December.
The JOLT program (Juvenile Offender Law Enforcement Program) continues to be a success in part
through its Youth Court program. Officer Sherry Adams conducted the 78th Youth Court session.
The JOLT officer assisted at other schools when needed and conducted follow-ups with parents of
juveniles in the JOLT program. Officer Adams continued to work with "at risk" juveniles throughout
the month and also conducted counseling sessions with their parents. She also assisted the District
Attorneys Office and the Probation Depadment by providing training during home visits with
incorrigible/at risk juveniles. Officer Adams also made a misdemeanor arrest of a female juvenile for
being under the influence of marijuana during the month of December.
During the month of December, the Special Enforcement Team (SET Team) of Officers Todd
Pauiing and John Morin handled a total of fifteen cases. These cases resulted in twenty-one
misdemeanor and fifteen felony arrests, primarily for narcotics violations. This team continues to
work street level narcotics and specialty patrol within the city on a pro-active basis. During this
month the team was involved with registering narcotics offenders and conducting parole and
probation searches. The SET officers recovered marijuana, cocaine, methamphetamine and
marijuana plants during December.
Volunteers from the community continue to be an integral part of the Temecula Police Department's
staff. Under the guidance of volunteer coordinator Officer Eric Albert and assistant coordinator
Gayle Gerrish, the Police Depadment's volunteer staff contributed 474 hours of service in
December. Volunteer assignments include computer data input, logistics support, special event
assistance and telephone answering duties.

The CommunityAction Patrol (CAP) Program began its academy on Saturday, October 20th. This
academy concluded on Saturday, December 1,2001. Some of the duties of these volunteers in the
CAP Program will be vacation checks, business checks, special events, abandoned vehicles and
traffic control. The goal of the program is high visibility, which prevents crime from occurring. These
volunteers will also have the ability to report suspicious activities and persons directly, via police
radio, to sworn officers.
The reserve officer program and mounted posse are additional valuable volunteer resources
available to the police depadment. The police department utilizes reserve officers to assist with
patrol, traffic enforcement, crime prevention, off road vehicle enforcement and a variety of special
functions. Reserve police officers worked a total of 159.5 hours during the month of December (52
hours were specifically spent on patrol in Temecula).
