RESOLUTION NO. 94-16
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF TEMECULA APPROVING PLANNING
APPLICATION NO. PA93-0067 TO PERMIT OPERATION
OF A CHURCH LOCATED 27512 ENTERPRISE CIRCLE
WEST AND KNOWN AS ASSESSOR'S PARCEL NO. 921-
480-019
WHEREAS, Edward Renner, on behalf of St. Thomas Episcopal Church filed Planning
Application No. PA93-0067 in accordance with the City of Temecula General Plan and Riverside
County Land Use and Subdivision Ordinances, which the City has adopted by reference;
WHEREAS,Planning Application No. PA93-0067 was processed in the time and manner
prescribed by State and local law;
WHEREAS, the Planning Commission considered Planning Application No. PA93-0067
on June 6, 1994 1994, at a duly noticed public hearing as prescribed by law, at which time
interested persons had an opportunity to testify either in support or in opposition;
WHEREAS, at the public hearing, upon hearing and considering all testimony and
arguments, if any, of all persons deserving to be heard, the Commission considered all facts
relating to Planning Application No. PA93-0067;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
TEMECULA DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the above recitations are true and correct.
Section 2. Findings. That the Temecula Planning Commission hereby makes the
following findings:
C. Pursuant to Section 18.29, no Public Use Permit may be approved unless the
applicant demonstrates the proposed use will not be detrimental to the health safety and welfare
of the community, and further, that any Public Use Permit approved shall be subject to such
conditions as shall be necessary to protect the health, safety and general welfare of the
community.
D. The Planning Commission, in approving Planning Application No. PA93-0067
makes the following findings, to wit:

1. PA93-0067, Minor Public Use Permit is consistent with the City's General
Plan. The General Plan includes provisions to allow churches in areas designated for non-
residential land uses.
2. The proposed project is consistent with Ordinance No. 348. The project is
a proposal to locate a church facility in an existing building. The project meets the criteria
prescribed under Section 18.31 (Public Use Permit) of Ordinance No. 348.
3. The project as designed and conditioned will not adversely affect the public
health or general welfare of the community. The project meets the criteria prescribed under
Section 18.31 (Public Use Permit) of Ordinance No. 348. Adequate circulation, access and
parking exist on the site that will facilitate the proposed use.
4. The proposal will not have an adverse effect on surrounding property, because
it does not represent a significant change to the present or planned land use of the area. The
project conforms with applicable land use and development regulations. Surrounding
development are office and commercial uses that operate during weekday business hours. The
proposed use will not impact the area during the business hours - the primary impact from the
church will be during evening and weekend hours.
5. The proposed project will not have a significant impact on the environment
since the project is a Class 1 Categorical Exemption pursuant to the California Environmental
Quality Act.
E. As conditioned pursuant to Section 4, Planing Application No. PA93-0067, as
proposed, is compatible with the health, safety and welfare of the community.
Section 3. Environmental Compliance. Initial environmental review was performed for
this project and it was determined that the project is exempt from the California Environmental
Quality Act per Section 15301.
Section 4. Conditions. That the City of Temecula Planning Commission hereby
approves Planning Application No. PA93-0067 for the operation and construction of Church
located at 27512 Enterprise Circle West and known as Assessor's Parcel No. 921-480-019, and
subject to the following conditions:

Section 5. PASSED, APPROVED AND ADO this 6th day of June, 1994.
