A RESOLUTION OF THE PLANNING COMMISSION FOR
THE CITY OF TEMECULA RECOMMENDING THAT TITE
CITY COUNCIL ADOPT A RESOLUTION REQUIRING
CITY STAFF TO USE THE COMMUNITY DESIGN
GUIDELINES
~, the City Council adopted the first General Plan for the City of Temecula on
November 9, 1993 in accordance with Section 65300 of State Planning and Zoning Law; and,
WHEREAS, the General Plan contains the Community Design Element which calls for
the preparation and adoption of city-wide Design Guidelines: and
WI:IEREAS, the City has prepared the Design Guidelines as required by the General Plan;
and,
~, the City Counc'fl appointed the Design Guideline Committee to assist in the
formulation of the Design Guidelines; and
~, notice of the proposed Resolution was posted at City Hall, County Library,
Rancho California Branch, the U.S. Post Office and the Temecula Valley Chamber of Commerce;
and,
WHEREAS, public hearings were conducted on August 19, September 30, October 7,
November 4, and December 16, 1996, at which time interested persons had an opportunity to
testify either in support or opposition.
NOW, THEREFORE, THE PLANNING COMMISSION FOR THF~ CITY OF
TEMECULA DOES RF~OLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. F, nvironmental Compliance. The proposed project is exempt from the
provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3)
of the CEQA Guidelines.
Section 2. The Commission hereby recommends that the City Council approve the
Community Design Guidelines, substantially in the form attached hereto as Exhibit "A," and adopt
a resolution requiring City staff to use the Guidelines.

Section 3. PASSED, APPROVED, AND ADO~ this 16th ~day of December, 1996.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the Planning
Commission of the City of Temecula at a regulax meeting thereof, held on the 16th day of
December, 1996 by the following vote of the Commission:
