HomeMy WebLinkAbout112901 DH MinutesMINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR OF PLANNING November 29, 2001 A regular meeting of the City of Temecula Director of Planning was called to order on Thursday, November 29, 2001 at 1:30 PM, at the City of Temecula Main Conference Room, 43200 Business Park Drive, Temecula, California. Senior Planner, David Hogan presiding. Aisc present was Associate Planner Emery Papp, Project Planner Rick Rush, Senior Engineer Jerry Alegria and Minute Clerk, Lesa Riddle. Senior Planner, David Hogan called the meeting to order at 1:36 PM. Item No. 1: Planning Application No. PA01-0395 (Tentative Parcel Map) A request to subdivide a .40 acre parcel into two parcels of 9,877 square feet and 7,766 square feet with a waiver of the Final Map Associate Planner Emery Papp presented the staff report. Senior Planner David Hogan confirmed with the Public Works staff that all previous issues that prevented approval have been addressed. Jerry Alegria, Senior Engineer confirmed that they have been addressed. Senior Planner David Hogan opened the public hearing at 1:39 PM. Mr. Jeff Compton, PO Box 1152, Temecula, CA is in concurrence with the conditions of approval. Mr. Compton requested information on his next step. Senior Planner David Hogan advised Mr. Compton to check with the Public Works staff for that assistance. Senior Planner David Hogan closed the public hearing at 1:40 PM and approved the application. With a finding that it is categorically exempt from CEQA with a class 15 categorical exemption subject to the conditions of approval. Item No. 2 Planning Application No. 01-0394 (Minor Conditional Use Permit) to establish a church facility at an existing 4,300 square foot building Project Planner Rick Rush presented the staff report. Senior Planner David Hogan asked what the "trigger point" is to get the project to Phase I17 Project Planner Rick Rush advised it is the addition of fixed seats. David Hogan asked if there is a possibility that the project may never get to Phase I17 Rick Rush advised that this may be likely, but if it doesn't get to Phase II, then the situation remains the same with the number of fixed seats to number of parking spaces. If there are additional fixed seats placed in the church, the project is conditioned to require the submittal of grading and landscaping plans. David Hogan asked if there is a condition that limits the number of people per service? Rick Rush said there is no limitation of people in the service based on the number of fixed seats. Robed Ross, Realty Net, 24953 Via Cuenca, Murietta, California spoke on behalf of the applicant. Mr. Ross said that one of the conditions of the loan on the property was to set aside funds go right into Phase II to complete the grading and landscaping shortly after escrow closes. Senior Planner David Hogan asked where the current parishioners live and how many services there are. Mr. Ross answered that the majority of them live in Temecula and right in the vicinity of Pujol Street. The applicant accepted the conditions of approval. Salvador Carrillo, church pastor, 44565 Bouganvilla Way, Temecula, CA, advised that approximately 20 parishioners live along the Pujol Street area. The church has approximately 120 members; but they average 200 people in services every Sunday. There are two services in the morning and evening and a mid-week service. Rick Rush advised that with the additional services and busing, the potential parking problems on Pujol Street should be eliminated. Mr. Ross noted that the church has made arrangements with the Baptist Church on Santiago Street to share some of their parking and then bus people back and forth between the churches. Parking will not impact the new neighbors. Senior Planner David Hogan closed the public hearing at 1:51 PM. Senior Planner David Hogan has some reservation about the parking situation. The City will look at the parking situation again if the need arises. Senior Planner David Hogan approved the project with a finding pursuant to CEQA that the project is categorically exempt per class no. 32 and is subject to the conditions of approval.
