HomeMy WebLinkAbout082301 DH MinutesMINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR OF PLANNING August 23, 2001 A regular meeting of the City of Temecula Director of Planning was called to order on Thursday, August 23, 2001 at 1:30 PM, at the City of Temecula Main Conference Room, 43200 Business Park Drive, Temecuia, California. Senior Planner, Don Hazen presiding. Also present was Senior Engineer, Jerry Alegria and Minute Clerk, Lesa Riddle. Senior Planner, Don Hazen called the meeting to order at 1:35 PM. Item No. 1: Plannina Application No. PA98-0005 Tentative Parcel Map No. 28743 for the subdivision of 39.94 acres of land into 13 industrial lots. Senior Planner, Don Hazen presented the staff report. Don Hazen opened the public hearing at 1:36 PM. Hector Correa, HLC Civil Engineering, 43533 Ridge Park Drive, Temecula, CA 92590, representative of the Applicant, Westside Business Center spoke on behalf of the applicant. Mr. Correa requested a change on Condition of Approval #52a. This condition states that the Developer shall construct full improvements for the Western Bypass and should be accomplished all of the way to the northerly property line with a 60 foot slope on the property line. Mr. Correa requested that the condition be amended to read either the area be bonded for and not need to have improvements. Condition #55 should read that pamel number 6 and 7 should share a driveway. They were left out of the verbiage and should be added so that they have a driveway. Bill Dendy, 41975 Winchester Road, Temecula, CA 92590, Applicant, spoke in regard to Condition number 62. He objects to be required to purchase property off-site. He is net sure why that condition has been added. Item no. 63 is in protest also (for the record). Item no. 66, regarding bus bays, Mr. Dendy does not feel that this pertains to the top of the hill. He thinks this may be a clerical error. Item no. 76, Applicant requests change of this item from prior to grading to prior to issuance of building permits. Edward Anderson, MD, 1721 E. Lockwood Blvd., owner of the adjacent property requested general information on the planning of the total industrial area below his property. He would like to know if them are any emergency vehicle entrances to access the hillside and everything below it. Senior Planner, Don Hazen closed the public hearing at 1:45 PM. and requested staff to respond to the comments that were raised. Senior Engineer, Jerry Alegria responded as follows: Item 52a will include wording to the effect that we will accept a bond in lieu of actual improvements from R:\DIR H EAR\MINUTES~001\08-23-01 minutes.doc 1 Roick Drive to the northerly property boundary. Item 55: Staff will include parcel no. 6 and 7 to have a shared driveway opening. An access between parcel no. 6 and 7 will be added. This was left out in error. Item no. 62 will be left in the conditions as is. The purpose of this condition is to extendi Western Bypass southerly to Rio Nedo Drive only. Condition no. 63 and 66 will remain as written. Item no. 76 -This condition will be renumbered to no. 82 relocating it to be under the heading "Prior to Issuance of Building Permits." Senior Planner, Don Hazen and recommended that findings for approval can be made for this map with the recommended conditions, and he will concur with the Public Works Department on the revisions. Don Hazen approved the project and adopted a mitigated negative declaration with the revised conditions. In response to Mr. Anderson's question, Don Hazen stated that the Western Bypass will eventually be created, but beyond that, it appears the City has no plans for streets as you go uphill, and would have to fight a fire from Rancho California Road with fire fighters climbing down or going up from the Western Bypass and by creating fuel breaks, a buffer between the vegetation and the buildings. Item No, 2: Planninq Application No. PA00-0459 (Tentative Parcel Map), a request to create three (3) parcels out of two (2) existinq parcels within the underl¥ina Parcel Map 29309 Senior Planner, Don Hazen presented the staff report. Don Hazen opened the public hearing at 1:56 PM. Gary Nogle, 2398 San Diego Ave., San Diego, CA, Applicant/Owner, is m agreement with the Conditions of Approval. Don Hazen closed the public hearing at 1:57 PM and approved the project with the recommended Conditions of Approval and the finding that it's categorically exempt from CEQA. Item No. 3: Plannina Application No. PA01-0078 (Tentative Parcel Map/, a recluest to create three (3) parcels out of one (1) existinq parcel within the underlvinq Parcel Map 28697. Senior Planner, Don Hazen presented the staff report. Don Hazen opened the public hearing at 1:59 PM. Mr. Gary Nogle, 2398 San Diego Ave., San Diego, CA, Applicant/Owner, is in agreement with the Conditions of Approval. Don Hazen closed the public hearing at 2:00 PM and approved the project with the recommended Conditions of Approval and the finding that it's categorically exempt from CEQA. R:\D[RH EAR'~MIN UTES~2001\08-23-01 minutes.doc 2 Item No. 4: Planninq Application No. PA01-0237 (Minor Conditional Use Permit), a request to add a small dance floor (10' x 15') and a (16.5' x 6') staqe area for a live entertainment at the exitinq Aloha Joe's Restaurant. Project Planner, Rick Rush presented the staff report. Don Hazen, Senior Planner opened the public hearing at 2:02 PM Michael Helm, 25517 Klm Ct., Murrieta, CA, agreed with the Conditions of Approval. Don Hazen closed the public hearing at 2:03 PM and approved the project with the recommended Conditions of Approval and the finding that it's categorically exempt from CEQA. Item No. 5: Planninq Application No. PA01-0118 (Minor Conditional Use Permit), a request to add an additional paved parkinq area at the rear of the existinq Rancho Ford dealership Project Planner Rick Rush presented the staff report. Don Hazen, Senior Planner opened the public hearing at 2:06 PM. Frank Gorman, GW Engineering, 42311 Stetson Avenue, Hemet, CA, Representative concurred with the Staff Conditions of Approval with a clarification of the addition of a 20 foot extension to the current management office that matches existing architecture of the building. It was noted that this is included in the application. Don Hazen closed the public hearing at 2:08 PM. Don Hazen approved the project with the recommended Conditions of Approval and the CEQA finding of exemption. Item No. 6: Plannina Application No. PA01-0263 (TPM 30208)A Tentative Parcel Map creatinq a 23 lot commercial subdivision on 30.14 acres. Senior Planner, Don Hazen presented the staff report and advised that there are some revisions to the Conditions of Approval. Senior Planner, Jerry Alegria noted the following changes: Condition no. 27 should now read 'the Developer shall maintain Long Canyon Creek." Condition no. 44 shall read "an easement for a joint use driveway or a joint use agreement within the project CC&Rs shall be provided prior to the approval of the parcel map or issuance of building permits, whichever occurs first. Condition no. 50 to add the statement, "If required by the Director of Public Works." Don Hazen opened the public hearing at 2:11 PM. Michael Levin, 440 State Place, Escondido, CA, representing Excel Engineering, 440 State Place, Escondido, CA. Mr. Levin had two additional comments: would like the "and installed" removed on number 10. On Condition #73 would like to add, "if required" since several buildings are under the minimal square footage that require on-site internal fire systems. Other than that, the Applicant is in agreement with the conditions of approval. Don Hazen closed the public hearing at 2:15 PM. Don Hazen approved the project with the requested changes previously noted by Jerry Alegria on Condition of Approval number 27, 44 and 50. Don Hazen concurred with the Applicant's request to change condition no. 73 to add, "if required". Condition no. 10 shall be changed to read," Landscape and irrigation plans for the parkway and street trees shall be submitted and bonded for prior to recordation of the final map." And move it after condition no. 15. Condition no. 11 will be eliminated. Condition no. 73 will be modified to read, "provide an approved automatic fire sprinkler system if required."
