DIRECTOR OF PLANNING
March 14, 2002
A regular meeting of the City of Temecula Director of Planning was called to order on Thursday,
March 14, 2002 at 1:30 PM, at the City of Temecula Main Conference Room, 43200 Business
Park Drive, Temecula, California. Senior Planner, Don Hazen presiding.
Aisc present was Senior Engineer, Jerry Alegria, Project Planner, Rick Rush and Minute Clerk,
Lesa Riddle.
Senior Planner, Don Hazen called the meeting to order at 1:35 PM.
Item No. 1:
Planninq Application No. PA00-0509 a development plan to construct a 5,200 square
foot retail buildinq on a 20,000 square foot lot, located at the existinq Winchester
Meadows Shoppinq Center (APN 911-770-010)
Project Planner, Rick Rush presented the staff report. Don Hazen opened the public hearing at
1:35 PM.
Mr. Joseph Holasek, 2398 San Diego Avenue, San Diego, CA spoke on behalf of the applicant.
Mr. Holasek questioned a remark on page two (2) of Rick Rush's comments namely the last
sentence under the site layout paragraph that states: "the conditioning of the project along, with
the distance of over 90 feet from the property line elevates staff's concern." Rick Rush stated
that it should say, "alleviates staff's concern"
Mr. Holasek asked whether it is possible to have "prior to issuance of certificate of occupancy"
Rick Rush cleared up the condition stating that prior to issuing a building permit, the landscape
plans need to be submitted. Mr. Holasek concurred with the condition of approval.
Condition no. 29 refers to conditions prior to issuance to a grading permit, a drainage study is
required. Mr. Holasek stated that he assumed that this was referring to the master drainage
study that was prepared. Jerry Alegria, Senior Engineer noted that is a standard condition. He
stated that he did not believe that there was need for a site-specific drainage study unless there
is an inlet facility on the lot. Mr. Holasek responded that there is not.
Mr. HoIasek requested additional information on condition no. 45 regarding the lighting
ordinance number 655. Rick Rush stated that it is a photometric survey and he would furnish a
copy of the ordinance to Mr. Holasek.
Mr. Holasek questioned condition no. 87 that states before issuance of building permit a full
technical report may be required. Would this be required in this instance? Don Hazen, Senior
Planner stated that it states "may be required" and therefore it should be kept in the conditions
of approval with the suggestion that Mr. Holasek check with the Fire Staff if it is indeed needed.
Rick Rush also noted that this is a spec building and that condition may be a requirement
depending what the tenant will be doing in the building.
Mr. Holasek noted that Senior Planner Don Hazen stated that the project is CEQA exempt,
however, the last page of the conditions of approval (letter from UCR) state that a phase one

study is recommended. Don Hazen responded by saying that that is typical if the site has not
been disturbed. The UCR people didn't do a site visit, but just reviewed it on a map and aren't
aware that this site has already been disturbed. Don Hazen s!ated that this is for information
only, and that we did consult with UCR. The City of Temecula has the final approval and is
aware that the site has been long disturbed. Mr. Holasek agreed with the condition.
Mr. Holasek also asked whether it is possible to make some minor modifications to the building,
and will it have any impact on staff's review of the project. The applicant wants to shorten the
height of the building by about one foot and simplify the tower. They feel the tower is too busy
and too big. Senior Planner, Don Hazen requested having a sketch of the proposed changes
for review to decide whether they are minor changes and not altering the appearance of the
building significantly. If so, this can be done administratively. If the design integrity is
maintained, this is the type of flexibility we allow at the construction stage of development.
Don Hazen closed the public hearing at 1:44 PM. Don Hazen approved the project and
eliminated condition no. 29 with the consent of Jerry Alegria, Senior Engineer.
