BACKGROUND: Since the opening of the low-flow crossing on Via Montezuma and increased use of Overland Drive, staffhas received several requests to review the feasibility of installing Multi-Way Stop signs at the intersection of Commerce Center Drive and Overland Drive. An evalt~ation of traffic conditions has been performed at the intersection to determine if minimum warrant criteria for the installation of Multi-Way Stop signs is satisfied. The public has been notified of the Public/Traffic Safety Commission's consideration of this matter through the agenda notification process. Commerce Center Drive is classified as a 56 foot wide two (2) lane Principal Collector on the City's General Plan Circulation Element with one travel lane in each direction and on-street parking on both sides of the street. The Average Daily Traffic (Al)T) on Commerce Center Drive is approximately 4,200 north of Overland Drive and approximately 4,900 south of Overland Drive. The speed limit is posted at 25 MPH on Commerce Center Drive. Overland Drive is classified as a 64 foot wide four (4) lane Secondary Highway on the City's General Plan Circulation Element with two travel lanes in each direction and on-street parking on both sides of the street. Currently, Overland Drive west of Jefferson Avenue is a 44 foot wide two (2) lane roadway with parking on each side of the street. Overland Drive carries approximately 8,800 ADT east of Commerce Center Drive. The speed limit is posted at 35 MPH on Overland Drive between Commerce Center Drive and Jefferson Avenue. In order to evaluate the need for Multi-Way Stop signs, entering vehicular volume data was collected and a review of the accident history was performed for the intersection. This data was used to perform a Multi- Way Stop Warrant analysis. A review of the accident history for the twelve (12) month period from January 1, 2001 to December 31, 2001, indicates that there was one reported collision at this intersection. This indicates that the majority of drivers exercise due care when traveling through the intersection. 1 The Caltrans Traffic Manual indicates that the Multi-Way Stop signs may be useful at locations where the volume of traffic on intersecting roads is approximately equal and/or where a combination of high speed, restricted sight distance and an accident history indicates that assignment of right-of-way is necessary. Multi- Way Stop controls should not be used for controlling vehicular speed. There are three (3) criteria that Cal~rans has established for the evaluation of Multi-Way Stop signs. These criteria are as follows: Where signals are warranted and urgently needed, the multi-way stop may be an interim measure that can be installed quickly to control traffic while arrangements are being made for the signal installations. An accident problem, as indicated by five (5) or more reported accidents within a twelve (12) month period of a type susceptible to correction by a multi-way stop installation. Such accidents include right and left-mm collisions as well as right-angle collisions. 3. Minimum Traffic Volumes The total vehicular volume entering the intersection from all approaches must average at least 500 vehicles per hour for any eight (8) hours of an average day, and The combined vehicular and pedestrian volume from the minor street or highway must average at least 200 units per hour for the same eight (8) hours, with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour, but When the 85t~ percentile approach speed of the major street traffic exceeds 40 miles per hour, the minimum vehicular volume warrant is 70 percent of the above requirements. The Multi-Way Stop Warrant analysis performed for the intersection indicates that the minimum traffic volume warrant is satisfied and Multi-Way Stop signs are warranted at the intersection. Therefore, staff recommends the installation of Multi-Way Stop signs at the intersection of Commerce Center Drive at Overland Drive. In addition to the installation of the multi-way stop signs, staffis recommending the installation of parking restrictions in the immediate area of the intersection to accommodate turning movements at the intersection. BACKGROUND: At the meeting of April 25, 2002, Public/Traffic Safety Vice Chairman Connerton requested that staffperform a sight distance evaluation at the intersection of Honors Drive and Southern Hills Drive/Bogey Way to deternfine if the visibility is appropriate for conditions. The public has been notified of the Public/Traffic Safety Commission's consideration of this matter through the agenda notification process. Honors Drive is a 44-foot wide residential collector street that provides access to numerous residential dwelling units between Temeku Drive, La Serena Way, Rancho California Road and Margarita Road. Honors Drive is striped to provide a travel lane in each direction and a combination golf carffbike lane on each side of the street. The estimated average daily traffic (ADT) volume on Honors Drive east of Margarita Road is 2,500. The speed limit is posted at 25 MPH along Honors Drive. Southern Hills Drive and Bogey Way are 36-foot wide residential streets that provide direct access to Honors Drive for several single-family residential units. The prima facie speed limit on both streets is 25 MPH. Southern Hills Drive and Bogey Way are controlled by a stop sign at each approach to Honors Drive. An evaluation of the sight distance was performed on Southern Hills Drive and Bogey Way looking east and west. Using a 25 MPH approach speed, the minimum stopping sight distance required at this location is one hundred and sixty (160) feet. Our evaluation indicates that there is approximately six hundred (600) feet of visibility looking from Bogey Way and approximately one hundred and fifty (150) feet looking east from Southern Hills Drive. The sight distance looking west on both Southern Hills Drive and Bogey Way was found to be completely unobstructed. The sight distance was determined by measuring from a point ten (10) feet behind the extension of the curb line on Honors Drive. Although the visibility looking east on Honors Drive from Southern Hills Drive is somewhat limited at this time, the removal of parkway landscaping located within the sight distance triangle will improve the sight distance visibility, to 200 feet. Therefore, Staff is recommending removal of some of the parkway landscaping to improve the visibility. Staffalso is recommending the relocation of the limit line on Southern Hills Drive approximately five (5) feet to the south, towards Honors Drive, and the installation of an "intersection ahead" symbol sign on westbound Honors Drive to warn motorists approaching the intersection. 1 FISCAL IMPACT: None Attachment: 1. BACKGROUND: At the meeting of April 25, 2002, Public/Traffic Safety Commissioner Katan requested that this item be placed on the agenda for discussion and recommendation. The public has been notified of the Public/Traffic Safety Commission's consideration of this matter through the agenda notification process. The Commission has established rules and regulations to conduct the regular public meetings including the speaker's time limits. It is necessary to limit the time allowed for each speaker, especially when there are several speakers for an agenda item. However, the Chairperson has the authority to extend the time limit for an individual speaker if the circumstances warrant it. Therefore, staff recommends that the Commission maintain the current speaker's time limit and the Chairperson exercise his or her discretion to extend the time limit on a case-by-case basis.
