HomeMy WebLinkAbout062002 DH MinutesMINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR OF PLANNING June 20, 2002 A regular meeting of the City of Temecula Director of Planning was called to order on Thursday, June 20, 2002, at 1:30 PM, at the City of Temecula Main Conference Room, 43200 Business Park Drive, Temecula, California. Senior Planner, Don Hazen presiding. Also present was Assistant Engineer, Mayra De La Torre, Associate Planner, Matthew Harris, Associate Planner, Thomas Thomsley, and Minute Clerk, Lisa Kau Senior Planner, Don Hazen called the meeting to order at 1:30 PM. Item No. 1: Planninq Application No. PA02-0109 - Application to establish a chumh facility within a 2,724 square foot portion of an existinq building. Associate Planner, Matthew Harris presented the staff report. Senior Planner Don Hazen opened the public hearing at 1:33 PM. Pastor Steve Cooper, representing the Nu-Way Christian Ministries, 3081 54th Street, San Diego, CA, agreed to the conditions of approval. Pastor Ron Bolt, representing the People's Church of the Valley, 27570 Commeme Center Drive, Suite 125, Temecula, CA, expressed his concern for parking. If both churches increase their congregations, there may not be enough parking spaces to accommodate each church. Pastor Cooper said that there are 123 surplus spaces in the parking lot that can be shared between the two churches. Associate Planner Matthew Harris confirmed the extra parking spaces. Senior Planner Don Hazen closed the public hearing at 1:43 PM, and approved PA02- 0109 subject to the conditions of approval. Item No. 2: Planninq Application No. PA02-0155 - A Minor Conditional Use Permit Application to make street improvements and the relocation of the school's access on Pauba Road and onsite improvements for parkinq, circulation, and play/ball fields. Associate Planner, Thomas Thornsley presented the staff report. Senior Planner Don Hazen opened the public hearing at 1:57 PM. Ms. Deanna Eliano, representing Linfield Christian School, 22359 Whirlaway Court, Canyon Lake, CA, expressed her concerns with a few of the conditions. Ms. Eliano requested that Condition number 18 be changed to read, "within 30 days of the issuance of each grading permit", and Associate Planner Thomas Thornsley agreed to this change. The applicant questioned why, in the Public Works section, there is a subtitle of Prior to Issuance of Building Permits, yet there will be no building permit pulled. Assistant Engineer Mayra De La Torre agreed to delete the subtitle Prior to Issuance of Building Permits. The biggest concern is with condition number 38¢, because the traffic studies showed that a signal is not necessary until the high school is built, and therefore request the wording to be altered. Assistant Engineer Mayra De La Torre agreed to change the wording to read, "Prior to occupying additional classroom floor space and a significant increase of student enrollment". Condition number 43 should be removed since there will be no building pad created, and Assistant Engineer Mayra De La Torte concurred. Linfield Christian School is a nonprofit organization, and is therefore exempt from condition number 44. Condition 51 will read, "Disabled access from the public way to the main entrance of the building", and condition 53 will be deleted. Senior Planner Don Hazen decided to add "the issuance of each grading permit" to condition 18, delete 22, delete Prior to Issuance of Building Permits between conditions 38 and R:\DIRH EAR~MINUTES",2002~06-20-02 minutes.doc 1 37, change 38c to read "prior to occupying additional classroom floor space and a significant increase of student enrollment, install a traffic signal at the proposed main entrance", delete 43, add "if applicable" to 44, delete Prior to Issuance of a Certificate of Occupancy between conditions 44 and 45, add "regarding disabled access from the public way to a main entrance of a building, the path of travel shall meet...", and delete condition 53. Senior Planner Don Hazen closed the public hearing at 2:33 PM.
