DIRECTOR OF PLANNING
October 3, 2002
A regular meeting of the City of Temecula Director of Planning was called to order on Thursday,
October 3, 2002, at 1:30 PM, at the City of Temecula Main Conference Room, 43200 Business
Park Drive, Temecula, California. Principal Planner, Don Hazen presiding.
Also present was Associate Planner, Thomas Thornsley and Minute Clerk, Lisa Kau.
Principal Planner, Don Hazen called the meeting to order at 1:33 PM.
Item No. 1:
Plannin,q Application No. PA02-0474 Product Review for 127 detached sinqle-
family residential homes, ran(ling from 1,582 square feet to 2,492 square feet
with 3 different plans and 3 architectural desiqns.
Planninq Application No. PA02-0475 Product Review for 85 detached sin.qle-
family residential homes1 ran.qin.q from 21268 square feet to 3,470 square feet
with 5 different plans and 3 architectural desiqns.
Associate Planner Thomas Thornsley presented the staff report. Principal Planner Don Hazen
opened the public hearing at 1:43 PM. Mr. Bob Fallon, representing KB Home, 12235 El
Camino Real, San Diego, CA, agreed to be conditioned to remove the shutters on the Spanish
style houses, and to enhance some of the rear and side elevations. Associate Planner Thomas
Thornsley expressed Staff's concern with the design of the garage so that the door finish
matches the style of the house, and not the same finish on all houses. Mr. Fallon agreed to
come up with three different types of door panels that will be consistent with each elevation.
Mr. Ben Cherry, 43091 Noble Court, Temecula, CA, is concerned with the lack of involvement
with the current homeowners and the Home Owner's Association. Lennar Homes had informed
him that the new houses would be integrated into the existing architectural design, but he does
not believe that the Italianate style fit in. Principal Planner Don Hazen explained to Mr. Cherry
that the design of the new houses does not have to match the surrounding houses; it just needs
to be consistent with the Design Guidelines. Mr. Fallon agreed to the conditions of approval
with a few minor changes. Condition number 9 states the shutters shall not be used, and he
would like that to specify the Spanish design houses only. Condition number 30 requests to
provide electrical plans and number 32 requests schematic plumbing plans. Mr. Fallon
requested to add, "If required by the Building Official ...."in front of both conditions. Principal
Planner Don Hazen closed the public hearing at 2:05 PM.
Principal Planner Don Hazen approved PA02-0474 and PA02-0475 subject to the conditions of
approval with the above-mentioned changes and the modified designs. Principal Planner Don
Hazen requested to see the corrections on both the conditions and the design elevations within
the 15-day appeal period, and adjourned the meeting at 2:09 PM.
