MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE OLD TOWN TEMECULA
LOCAL REVIEW BOARD
NOVEMBER 1, 1999
CALL TO ORDER
The Old Town Temecula Local Review Board convened in an adjourned regular meeting at 9:17
A.M., on Monday, November 1, 1999, in Old Town Temecula at the Stage Stop site at Old Town
Front/6th Street, Temecula, California.
ROLL CALL
Present:
Board Members Alien, Blair, Montgomery, Ross, and Chairman
Harker.
Absent:
Board Member Mighell.
Also Present:
Planning Manager Ubnoske,
Housing Redevelopment Manager Meyer,
Assistant Planner Anders,
Development Processing Coordinator Noland, and
Minute Clerk Hansen
BOARD BUSINESS
The walking tour was held for the purpose of viewing existing development, and, primarily, for
the Board to evaluate the existing signage in Old Town Temecula.
The following issues were discussed:
· The proliferation of nonconforming signage in Old Town.
The scheduled timeframe for Code Enforcement to begin the sign enforcement
program in January.
· Examples of' favorable signage were cited at the Gramma Audrey's Antiques and
Collectibles site, and the Longbranch Antique Company site.
Project Planner Anders took photographs of the specific sites and signs of
discussion.
In response to the Board's querying whether the Old Town Specific Plan could be
amended with regard to signage and furniture standards due to the lack of specificity
existing in the language of the Specific Plan, Planning Manager Ubnoske advised
that the Specific Plan could be amended to reflect concise, clear standards.
Housing Redevelopment Manager Meyer relayed that although there was funding
available, due to the sensitive issue of obtaining new signage, numerous merchants
were reluctant to replace existing signage voluntarily.

In light of th(; plan to begin sign enforcement in January 2000, Board Member Blair
recommended that the Board and staff utilize the interim time period to prepare for
the specific enforcement plan in order not to delay the matter further.
Project Planner Anders advised the Board that any additional questions and
comments could be addressed at the November 9, 1999, Old Town Local Review
Board Training meeting.
ADJOURNMENT
At 10:42 A.M. Chairman Harker formally adjourned this meeting to Monday, November 8,
1999, at 9:00 A. M., in the Temecula Community Center, 28816 Pujol Street, Temecula.
