MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE OLD TOWN TEMECULA
LOCAL REVIEW BOARD
NOVEMBER 9, 1999
CALL TO ORDER
The Old Town Temecula Local Review Board convened in an adjourned regular meeting at
11:37 A.M., on Tuesday, November 9, 1999, in the Main Conference Room of Temecula City
Hall, 43200 Business Park Drive, Temecula, California.
ROLL CALL

Board Members Allen, Blair, Montgomery, Ross, and
Chairman Harker.
Absent:
Board Member Mighell.

BOARD BUSINESS
1. Introduction
The Board and staff introduced themselves at the onset of the meeting.
2. Presentation of Old Town Signs During Lunch
Project Planner Anders provided a power point presentation, relaying a slide preview of the
Walking Tour which was held on November 1, 1999; advised that favorable signage was cited at
the Gramma Audrey's Antiques and Collectibles site, and the Longbranch Antique Company
site; and displayed existing nonconforming signage and the proliferation of banners in various
areas.
3. Enforcement Process
Chief Building Official Elmo advised that formal sign enforcement would begin at the first of the
year; and provided an overview of the process of enforcement, inclusive of the legal procedure.
4. Signs
The Board and staff discussed signage in Old Town, highlighting the following: open/closed
signs, neon signs, advertisements, colors, materials, design, content, and directional signage.

Housing Redevelopment Manager Meyer relayed that the City has provision of a photo
inventory of signage that existed in Old Town at the time the Specific Plan was adopted.
While the size of signage was governed by clear standards, Deputy City Manager Thornhill
relayed the restrictions associated with regulating content (per 1st Amendment rights); and noted
that staff was going to further investigate the issue of directional signage in Old Town with City
Attorney Thorson, advising that off-site signage was not permitted in the City, in order to restrict
the use of billboards; and noted that throughout the City, neon signs were limited to a twenty
percent (20%) amount of window coverage.
5. Fonts.
It was the consensus of the Board that there were a wide variety of fonts that would be
acceptable in for Old Town signage.
Director's interpretation verses the Specific Plan Amendment relative to sign
regulations and requirements.
After lengthy discussion, Deputy City Manager Thornhill relayed the benefits of remaining
flexible with regard to the language of the guidelines; noted that the Board could review signage
that varied from the specified standards, in order to use its discretion to determine whether there
was exceptional creativity or some other asset that would meet the intent of the Ordinance, and
warrant a minor exception.
Chairman Harker thanked staff for their time, providing valuable input to the Board regarding
signage in Old Town.
ADJOURNMENT
At 1:07 P.M. Chairman Harker formally adjourned this meeting to Monday, December 13,
1999, at 9:00 A. M., in the Temecula Community Center, 28816 Pujol Street, Temecula.
