Regular Meeting

The meeting was called to order by Mathew Fagan at 9:30 a.m.
in the Board Room of the Community Center, 28816 Pujol Street
There were no public comments.
1. Minutes of the January 10, 1994 meeting were approved as
written.
Fagan presented the master plan for Sam Hicks Park and
the Board recommended approval. He said it would be
going before the Planning Commission on March 7th and
before the Community Services Parks and Recreation
Commission on March 14th.
Fagan presented a proposal received to convert the
Western Realty building on Front Street into a Tea House
along with color samples of the proposed exterior paint·
Markham moved approval of the proposed project, seconded
by Allen and passed. However the site plan needs some
clarification with respect to the interior floor plan.
Fagan reported the Specific Plan for Old Town was
adopted by the City Council on Feb. 8th and went into
effect at
that time. He said the implementation plan was also
approved and the 1st year of the Main Street Program
will bE directed toward development of the demonstration
area.
5. Fagan said that Dave Hogan will be supplying the Board
with a copy of the final plan.
Markham moved that the City be requested to give first
priority to the installation of trash receptacles and
public restrooms due the increase in the number of
people visiting Old Town on the weekends. Motion was
seconded by Harker and passed and Harker was asked to
write a
letter to Hogan with copies to Roberts and Thornhill
requesting the recommended priority.
Fagan reported that the City will be holding a competi-
tion for design of an Old Town logo. A discussion was
held on possible locations for the logo and the South

wall of the Midnight Roundup and North Wall of the
Chaparral building were suggested· Markham also called
attention to the South wall of the Circle K building
facing the empty lot on 6th Street as an ideal location
for a mural.
The status of finishing the cleanup of the Henning lot
on the West side of Pujol Street came up for discussion
and Fagan said the City was having a hard time finding
some one to do the work. Markham suggested contacting
Rick Sayer about getting conservation camp prisoners to
do the work. Fagan said he would follow up on. the idea.
A question was raised on the effectiveness of the code
enforcement program and Fagan said it was not getting
anywhere do to lack of support from the City. Markham
moved that a letter be written to the City asking that
more emphasis be placed on enforcement, seconded by
Allan and passed with the request that Harker get a
letter off to Building and Safety.

The matter of light standards in the Senior Citizen's
parking lot was discussed and Fagan said the matter is
still being worked on and may tie in with development
of Sam Hicks Park.
11.
Fagan said the City is working toward the undergrounding
of utilities in Old Town as part of the Specific Plan.
12. Fagan said the present Board members will stay in place
with the exception of Tobin until advised otherwise by
the City.
