HISTORICAL PRESERVATION DISTRICT
LOCAL REVIEW BOARD
Regular Meeting
July 11, 1994
Members present: Bob Morris, Bob Gotham and Bob Lord.
Staff present: Matthew Fagan.
The meeting was called to order at 9:12 AM by Bob Gotham(Chairman pro-rem).
1. There was no public comment.
2. Minutes of June i3, 1994 meeting approved.
3. There were no projects to approve.
4, Status Report as follows:
a. Camera Bug Building no change-no report.
b. Texas Lil's ~o change-no report
c. Mad Madelines no change-no report(Approval hinges on disposition of Texas
Lil's colors>.
d. Building & Safety no change-no report.
e. Museum update-Russell Rumansoff. Put off by request Rumansoff.
f. Zev Buffman-Matthew Fagan presented and explained The Buffman application
for a MASTER CONDITIONAL USE PERMIT covering most of Old Town; explaining
that approval of permit would allow Buffman to plan his projects and
receive specific site approvals from the Director of Planning without
further submissions to Planning Commission. Other projects, not included
in specific permit (approved) listing would have to be submitted for
review as outlined in City Ordinance.
g. Main Street bridge; referred to Public Works Staff last Month-no report
back to boar~.
5. Matthew Fagan Submitted copies of Old Town Approval matrix and explained use
through various authorities.
Plastic Letters in Old Town. Members present discussed use of wood grain
letters in place of wooden ones on built up signs and deferred decision to
time when more board members were present. Majority present favored banning
anything but wooden signs in old town.
7. Matthew Fagan advised board that staff had decided stick with Sherwin
Williams palette.
8. Board discussed changes needed in sign element of Specific Plan Ordinance.
Decided to hold action until more board members are present.
Meeting Adjourr~ed at 10:27 AM.
Next meeting scheduled on August 8, 1994.
