BACKGROUND: Staff received a request to consider the feasibility of implementing a parking restriction on Country Glen Way between Temecula Parkway and Via Rio Temecula Road to discourage the long-term parking and storage of oversize commercial vehicles (semi- truck/trailer combos) and recreational vehicles. The request was generated by residents of the adjacent Country Glen community who have contacted Temecula Code Enforcement and Temecula Police Department about the noise caused by the semi-truck/trailers idling overnight, the long term parking of vehicles and visibility constraints caused by vehicles parked adjacent to the community's driveway. Country Glen Way is a fifty-six (56) foot wide Collector, which provides access for residential and commercial development to the arterial roadway network. Country Glen Way provides one (1) travel lane in each direction and on-street parking on both sides of the roadway with the exception of the area just south of Temecula Parkway where on-street parking is restricted on the east side. The speed limit is posted at 35 MPH on Country Glen Way. A review of conditions was performed on Country Glen Way, which included a review of the collision history and on-street parking conditions. A review of the collision history for the twenty-four month period from November 1, 2016 to October 31, 2018, indicates there were no reported collisions on Country Glen Way between Temecula Parkway and Via Rio Temecula Road. This favorable record can be attributed to low traffic volumes, familiarity with the roadway and motorists exercising due care when traveling on the roadway. A review of conditions was performed randomly to establish on-street parking patterns and determine the number of vehicles using Country Glen Way for long term parking. Consistently, there were approximately 6-12 vehicles parked on both sides of Country Glen Way including several semi-truck/trailers and vehicles observed to be parked longer than the 72 hour parking limit. 1 In the past, Staff has addressed similar requests to restrict long-term parking on other streets in the City. To that end Staff has relied on the provisions shown in Section 10.16.040, "Use of Streets for Storage of Vehicles Prohibited and Section 10.16.042, "Prohibition of Oversized Vehicles Being Parked on City Streets-Exceptions", of the Temecula Municipal Code (TMC), to address those issues. The code sections are included as Attachment 2 of this report. In summary, Section 10.16.040 prohibits vehicles from parking on any street or alley for more than 72 hours and Section 10.16.042 prohibits the parking of oversize and overweight vehicles with attached trailers, detached trailers and vehicles used for hire on residential public streets, highways or right-of-way within or adjacent to a residential zone. The provisions of these two (2) sections along with the proper signing provide the mechanism for enforcement, which has been effective at discouraging the long-term parking of oversize vehicles on City streets. In this case however, it is Staff's opinion that Section 10.16.042 may not apply to Country Glen Way since it is designated a collector roadway (not residential) that is adjacent to a commercial zone. Discussions with Temecula Police Department, indicate that enforcement of this section has been challenging due to the characteristics of the roadway. The police department concurs that additional restrictions are necessary to discourage the parking of oversize vehicles on Country Glen Way. A potential alternative is the installation of a bike lanes, which effectively provides a fulltime parking restriction on Country Glen Way. In 2016, the City Council adopted the comprehensive update to the City's Multi-Use Trails and Bikeways Master Plan, which is intended to provide guidance with the implementation of trails and bicycle facilities. While the plan is an update to existing facilities, it also provides the flexibility to add new bicycle facilities that "link" existing master plan facilities. The addition of a bicycle facility on Country Glen Way will provide a "link" between the existing bike lanes on Temecula Parkway and Via Rio Temecula Road. Moreover, the installation of bike lanes and parking restrictions on both sides of Country Glen Way provides an enforcement tool which will discourage the long-term parking and storage of oversize commercial vehicles, passenger vehicles and recreational vehicles. Staff recommends the installation of Class II striped bike lanes on Country Glen Way in conformance with the City's Multi-Use Trails and Bikeways Master Plan. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. FISCAL IMPACT: Minor cost associated with installing signs and associated pavement markings. Adequate funds are available in the Traffic Division's operating budget. ATTACHMENTS 1. Location Map 2. BACKGROUND: Staff received a request to consider the feasibility of implementing a parking restriction on Calle Redondela between Pio Pico Road and Corte Sagunto to discourage Sparkman Alternative Education Center students from parking in the neighborhood. Currently, Sparkman Alternative Education Center is home to Rancho Vista High School, Susan Nelson High School, Temecula Valley Adult School, an Excelsior Program, and Temecula Advantage Virtual School. Calle Redondela is a forty (40) foot wide residential street with on-street parking on both sides of the roadway with the exception of the area just north of Pio Pico Road where on-street parking is restricted due to a raised median. The residential prima facie speed limit of 25 MPH is not posted on Calle Redondela. An evaluation of conditions was performed on Calle Redondela, which included a review of the collision history and on-street parking conditions. A review of the collision history for the twenty-four month period from November 1, 2016 to October 31, 2018, indicates there were no reported collisions on Calle Redondela between Pio Pico Road and Corte Sagunto. This favorable record can be attributed to low traffic volumes, familiarity with the roadway and motorists exercising due care when traveling on the roadway. A review of on-street parking conditions was performed randomly over a one (1) month period during the morning, mid-day and afternoon periods to determine the number of vehicles using Calle Redondela for on-street parking during school hours. During the afternoon period approximately 1-3 vehicles were observed to be parked on the street, which coincides with the school's 2:15 PM dismissal time. Our site evaluation indicates that the unrestricted segment length between the median end north of Pio Pico Road and Corte Sagunto is approximately 290 feet, which easily accommodates the 15-18 vehicles parked on both sides of the street. In fact, the segment could accommodate an additional 8 vehicles for a total of 26 vehicles or 13 vehicles on each side. As mentioned,the request is for a full-time parking restriction from Pio Pico Road to Corte Sagunto to discourage student parking and loitering. There are no homes fronting the street, so residents would not be affected by a full time restriction on this segment of roadway. However, as it has been demonstrated with other restriction programs implemented, the perceived on-street parking issue is typically diverted to other unrestricted neighborhood streets. In this case implementing a restriction, full-time or time limited, would "push"the 15-18 vehicles further into the neighborhood. The diverted vehicles would impact portions of Corte Sagunto north and south of Calle Redondela and Calle Redondela west of Corte Sagunto where homes front the street, ultimately requiring the need for further restrictions on both streets. The implementation of a parking restriction is likely to create a further problem and inconvenience for residents of these streets. Based on the results of the survey and site evaluation, it is Staffs opinion that the current on-street parking is accommodated within an area that does not directly impact fronting residents and a parking restriction is not necessary, at this time. Staff recommends maintaining the current on-street parking along Calle Redondela. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. FISCAL IMPACT: No Fiscal Impact. ATTACHMENTS 1. The Maintenance Crew has also put in 72 hours of overtime which includes standby time,special events and response to street emergencies. Include photos if available. October is one of Fire's busiest months when it comes to PR events, because it is Fire Prevention month. The stations hosted several school tours and taught the students all about fire safety. They also assisted the prevention department in joining them for other special community events. They still responded to over 825 emergency calls, a few of these were structure fires, cut, and rescues.
