Speakers are limited to three (3) minutes - each. If you desire to speak to the Commission about an item not on the Agenda, a salmon colored "Request to Speak" form should be filled out and filed with the Commission Secretary. CITY OF TEMECULA COMMUNITY DEVELOPMENT DEPARTMENT MEMORANDUM TO: Planning Commission Harmony Bales FROM: DATE: September 1, 2004 Minor Modification of Plaza for Power Center II (PA04-0475) SUBJECT: On June 4, 2003, the Planning Commission approved Planning Application No. 02-0605, a Development Plan for the design, construction, and operation of a commercial center (Power Center II) with seven pad sites for separate development and two single story multi-tenant buildings totaling 20,500 square feet on a 9.24-acre lot, on the west side of Margarita Road just north of the northwest corner of North General Kearney Road and Margarita Road. A starburst pattern in a decorative acid stained concrete was originally approved by the Planning Commission for the Plaza on the southeast side of the property with the remainder of the patio approved to be in a stamped concrete tile pattern in the Quarry Red color with a smooth concrete band in Natural Grey. The applicant is now proposing through a Minor Modification to a Development Plan to change the starburst pattern to an interactive chessboard with large moveable black and white pieces made of extruded plastic. The tallest piece would be 26 inches and the smallest 16 inches. All pieces would be set in a 9 inch base. The chessboard will consist of contrasting colors in a LM. Scofield Lithochrome Chemstain and the darker squares in Padre Brown and the lighter in the Padre Brown laid over an Ash White. The remainder of the patio will be in the Padre Brown Color. The southern end of the plaza would be enclosed to allow for alcohol sales by Chipotle. Starbucks will also share in the enclosed patio that will have an unlocked gate at both ends of this half of the plaza. The proposed color of the gates is Benjamin Moore Homestead Green with the gate on the southern end of the plaza set into a wall of Valley EI Dorado Stone Sequoia Rustic Ledge in Rustic Stone Veneer to match the building. The proposed fence enclosing the south end of the plaza at the corner of Margarita and North General Kearney will consist of alternating landscaping and cement spheres at approximately 3 feet tall. The spheres are proposed to be in the LM. Scofield Sombrero Buff color. In addition to these changes, the applicant is requesting minor changes to the landscaping and changes and additions to the outdoor seating throughout the plaza. Staff recalls the starburst pattern being a topic of discussion, and wanted to bring this before the Commission in the event that the Planning Commission wanted this item pulled and brought forth.
