PUBLIC COMMENTS:
A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited
to three (3) minutes each. If you desire to speak to the Commissioners about an
item not listed on the Agenda, a green "Request to Speak" form should be filled
out and filed with the Commission Secretary.
When you are called to speak, please come forward and state vour name and
address.
For all other agenda items, a "Request to Speak" form must be filed with the
Community Services Commission Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.

MINUTES OF A REGULAR MEETING OF THE
CITY OF TEMECULA COMMUNITY SERVICES COMMISSION
AUGUST 9, 2004
CALL TO ORDER
The City of Temecula Community Services Commission convened in a regular meeting at 6:00
p.m., on Monday, August 9, 2004, in the City Council Chambers of Temecula City Hall, 43200
Business Park Drive, Temecula, California.
ALLEGIANCE
Chairwoman Hogan led the audience in the Flag salute.
ROLL CALL
Present:
Commissioners Edwards, Fox, Meyler, Henz, and Chairwoman
Hogan.
Absent:
None.
PUBLIC COMMENTS
None.
DIVISION REPORTS
Development Services Administrator McCarthy presented a staff report, noting the following:
. That the construction of Harveston Community Park is progressing and will be open in
October 2004;
. That the Veteran's Memorial is currently out to bid;
. That the basketball court lighting project at Vail Ranch Middle School is proposed to take
place between Thanksgiving and Christmas of 2004;
. That the 43-acre sports complex bid opening is scheduled for September 16, 2004.
Maintenance Superintendent Harrington presented an overview of items addressed by the
Maintenance Division since the last Community Services meeting, highlighting the following:
. That the ball field lamps were replaced at Temecula Elementary School, Temecula
Middle School, Paloma Del Sol Park, and Pala Community Park;
. That the walkway lighting at long Canyon Creek was repaired;
. That a new time clock was installed for the exterior lighting system at City Hall;

That numerous lights and fixtures were repaired at Pala Community Park;
That broken windows at the CRC and Temecula Community Center were repaired;
.
That three custodian positions were recruited and filled;
That a concrete picnic table was installed adjacent to the snack bar at Rancho California
Sports Park;
. That the Maintenance Division assisted with the work station remodeling at City Hall and
Maintenance facility;
. That the Maintenance Division continues to work closely with Valley Crest Construction
to advise and oversee the construction of Harveston Community Park.
Recreation Superintendent Pelletier presented a staff report, noting the following:
That staff is continuing to implement the SMART Program, the Aquatics Program, and
the Summer Day Camp Program and insuring that classes and special events offered in
the Recreation brochure are underway; and that many of the summer programs
conclude on Friday, August 20, 2004;
That the Summer Sunset Concert Series and the Moonlight Movies in the Park
Programs have been very well received by the public;
. That staff is currently working on the following upcoming events:
0 The September 11 Remembrance to be held at the Duck Pond;
0 The November 11 Veteran's Memorial to be held at the Duck Pond;
0 The Japanese Garden Dedication to be held at the Duck Pond on November 19,
2004;
0 The Annual Halloween Carnival scheduled for October 29, 2004;
0 Many other holiday events scheduled throughout the month of December;
That staff will be providing the Commission with a master calendar for the above
mentioned events.
CONSENT CALENDAR

Minutes
1.1 Approve the minutes of the June 14, 2004 Community Services Commission
meeting.
MOTION: Commissioner Edwards moved to approve item No. 1.1. Commissioner Fox
seconded the motion and voice vote reflected approval with the exception of Commissioner
Henz who abstained.

1.2 Approve the minutes of the July 12, 2004 Community Services
Commission meeting.
MOTION: Commissioner Henz moved to approve Item No. 1.2. Commissioner Fox seconded
the motion and voice vote reflected approval with the exception of Commissioner Edwards
who abstained.
COMMISSION BUSINESS
2.
City's Role in Emerqencv Operations
RECOMMENDATION:
2.1 That the Community Services Commission receive and file this information report on
the EO.C. Operation.
Assistant to the City Manager Yates relayed that the City of Temecula has an extensive
program in place to assist the community and provide emergency services to residents in case
of a major citywide emergency or natural disaster. The program provides emergency services,
temporary housing and care, Information Systems Operations, emergency response processes
and a host of other components.
Mr. Yates also explained the four different phases of emergency management which are
mitigation, preparedness, response, and recovery.
Community Services Parker explained the Community Services Department's role in emergency
operations noting the following:
. That the Community Services Department distributes supplies, food, and equipment to
those in need and meet the needs of those working in the field;
. That the Community Services Department opens up housing shelters as needed;
. That the Community Services Department assists with transportation needs.
Mr. Yates also noted the following:
That the primary emergency operation center is located at Fire Station 84 on Pauba
Road;
That the CRC and City Hall is also outfitted to be an emergency operation center;
That staff is of the opinion that they would be prepared to deal with any emergency.
Senior Management Analyst Adams noted the following:
That the Temecula Citizen Corps (TCC) is a community-based, volunteer supported
organization whose goal is to get our neighborhoods prepared for unexpected situations
ranging from natural disasters to terrorist activity, coupled with a neighborhood watch
program;
That currently there are 150 TCC volunteers;

That during times of non-emergency, volunteers are kept interested in the program by
offering training such as first aid CPR, Community Services Response Training (CERT),
and that a large part of the training program is grant-funded and that there have been
corporate sponsorships as well;
That the TCC will be attending the Safety Expo held at Chaparral High School on
November 6, 2004;
That TCC meetings are held every Monday from 7:00 pm to 8:00 pm.
For the Commission, Mr. Yates, relayed that there is a limited supply of the medical
equipmenUsupplies at Inland Valley Hospital or the Riverside County Department of Health; that
the City has the ability to take over the public access and government channel in an emergency
situation and also would be implementing the use of the reverse 911 system; and that City staff
practices drills for different disaster scenarios.
For the Commission, Mr. Adams noted that the City has invested in supplies and equipment for
members of the citizen corps who have completed the required training for CERT and that the
City is also a partner with the American Red Cross.
Mr. Parker relayed that in terms of operations and logistics for the employees that are called into
work, there is a rotation system which will help to keep a long term situation operating; and that
the City is in close communication with the School District, noting that that each and every
school is listed, but that in the event of disaster, the primary locations would be opened-up first.
Mr. Adams also noted that the communication equipment is tested monthly and that currently
the reverse 911 system is checked weekly.

Children's Museum Update
RECOMMENDATION:

That the Community Services Commission review and file this report on the
operations and programming of the Children's Museum.
Recreation Superintendent Pelletier presented a staff report (of record), noting the following:
.
That on June 26, 2004, the Imagination Workshop officially opened its doors to the
public; and that throughout the month of July, more than 6,000 patrons have visited
Professor Pennypickle's house.
Museum Services Manager Allen provided an update on the Children's Museum noting the
following:
That for the opening and summer sessions, the Children's Museum is open in four, two
hour sessions, Monday through Saturday starting at 9:00 a.m., 11 :30, a.m., 2:00 p.m.
and 4:30 p.m.;
That the Museum closes at 6:30 p.m. each day;
That on Sundays, the Museum is open for two, two hour sessions starting at 12:00 p.m.;
That the Museum also offers a scavenger hunt;
That each month a thematic program will be instigated;
That all ages are enjoying the Children's Museum.

RECOMMENDATION: That the Community Services Commission receive and file this report
on summer 2004 recreation programs.
DISCUSSION: Staff members within the Recreation Division have successfully
concluded the 2004 summer programs and special events. listed below are several of the exciting
programs that were enjoyed by the citizens of Temecula throughout the summer months:

RECOMMENDATION: Thatthe Community Services Commission receive and file a report on
a Children's Museum video.
PREPARED BY:
BACKGROUND: The Community Services Department has submitted the Imagination
Workshop Temecula Children's Museum for consideration for an annual award presented by The
Themed EntertainmentAssociation. A video of the Children's Museum was produced as part of the
award submittal.
Tonight staff will present this video.
