Solid Waste and Recycling Annual Rate Adjustment for FY 23-24 — City staff provided subcommittee copy of letter from CR&R dated April 3, 2023 with proposed residential and commercial rates for FY 23-24. The proposed rates are based on teams in Franchise Agreement with allowance for CPI and County landfill disposal rate which combine for increase of 9.2%. Residential standard service increase from $24.01 to $26.22 per month; sample commercial refuse bin (One cubic yard, one time per week) increase from $127.49 to $138.15 per month. Public Hearing for commercial rates is scheduled for June 27, 2023. Public hearing for residential rates included in TCSD, Service Level D, is scheduled for July 25, 2023. 2. Complaints regarding services provided by CR&R - Alex Braicovich from CR&R provided data showing residential missed collections at 0.43% and commercial at 2.11% for past three months. Alex explained issues with ongoing labor shortage and supply chain issues with new trucks/equipment and maintenance of existing trucks/equipment. Alex also explained CR&R policy to provide special pickup within 24 hours if possible, and provide phone notification to customers when pickup is missed. Also discussed issue regarding CR&R not responsible for street sweeping on private streets. 3. City costs associated with SB 1383 Programs - City staff explained current status of SB 1383 organics recycling program, as well as other required programs including: edible food recovery and procurement requirements. Staff anticipates potential City costs for implementation of programs SB 1383 programs and working with CR&R on addition to commercial rates for recovering of program costs.
