PUBLIC COMMENTS:
A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited
to three (3) minutes each. If you desire to speak to the Commissioners about an
item not listed on the Agenda, a green "Request to Speak" form should be filled
out and filed with the Commission Secretary.
When you are called to speak, please come forward and state vour name and
address.
For all other agenda items, a "Request to Speak" form must be filed with the
Community Services Commission Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.

All matters listed under Consent Calendar are considered to be routine and all
will be enacted by one roll call vote. There will be no discussion of these items
unless members of the Commission request specific items be removed from the

report of the first six months of operations of the Temecula
Public Library.
3. Art in Public Places
RECOMMENDATION:
3.1 That the Community Services Commission review and approve
the installation of the sculpture titled "Parallogram" by Alan
Hochman on corner of De Portola Road and Margarita Road in
the corner entry plaza (south west) of the De Portola
Professional Building.
4. Gallery at the Mere
RECOMMENDATION:
4.1 That the Community Services Commission receive and file a
report on the Gallery at the Mere.

MINUTES OF A REGULAR MEETING OF THE
CITY OF TEMECULA COMMUNITY SERVICES COMMISSION
JUNE 11, 2007
CALL TO ORDER
The City of Temecula Community Services Commission convened in a regular meeting at 6:00
p.m., on Monday, May 14, 2007, in the City Council Chambers of Temecula City Hall, 43200
Business Park Drive, Temecula, California.
ALLEGIANCE
Commissioner Edwards led the audience in the flag salute.
ROLL CALL
Present:
Commissioners: Meyler, Edwards, and Chairperson Fox.
Absent:
Henz and Hogan.
PUBLIC COMMENTS
None.
DIVISION REPORTS
Maintenance Superintendent Harrington provided a staff report, as followings:
o That the exterior of the Temecula Community Center (TCC) was repainted
o That the Temecula Valley History Museum and the Community Recreation Center
(CRC) was fumigated
o That the septic tank system at the northlsouth field restroom building at the Ronald
Reagan Sports Park was pumped
o That three new stainless steel urinals were installed at the Sixth Street restroom building
o That approximately 6,000 square feet of sod was replaced at the Temecula Duck Pond
o That numerous worn parts were replaced at various playgrounds
o That the synthetic turf soccer field was groomed at Patricia H. Birdsall Sports Park.
In response to Commissioner Edwards, Mr. Harrington noted that staff is currently exploring
opportunities to improve the worn landscaping at Redhawk Dog Park.
The Community Services Commission thanked Maintenance Superintendent Harrington for his
report.
Development Services Administrator McCarthy provided the Commission with a staff report,
noting the following:
o That a community workshop for the Youth Master Plan was held on May 17, 2007, at
Margarita Middle School, noting that there were 250 to 300 attendees

o That the Youth Master Plan surveys would be available on the City's website
o That a Youth Round Table Workshop will be held on Tuesday, June 19, at 6:30 p.m. at
the CRC to discuss youth needs in the community
o That a City-wide Clean Up was held at Chaparral High School May 19, 2007.
For the Community Services Commission Ms. McCarthy advised that CR&R collects e-waste for
a fee.
Commissioner Meyler relayed that he has worked with the company e-cyclers that picks up e-
waste for free and would be happy to provide staff with the phone number.
In response to Chairperson Fox, Ms. McCarthy relayed that she will explore her request to
ensure that the laser ink cartridges used by the City are soy based ink cartridges.
The Community Services Commission thanked Ms. McCarthy for her report.
Cultural Arts Administrator Betz, highlighted on the following:
o That attendance at the Temecula Valley Museum continues to be high
o That the Glen Travis Expedition will be opened at the Temecula Valley Museum from
June 23 to July 29, 2007
o That 3,300 patrons attend 18 performances at the Old Town Temecula Community
Theater for the month of May, 2007
o That the Children's Museum hosted 2,200 guest for the month of May, 2007
o That the Youth Film Festival was a success.
Recreation Superintendent Pelletier reported on the following:
o That the Guide to Leisure Activities was distributed to 35,000 Temecula homes; and
advised that participants will now have an opportunity to register on-line free of service
o That June 18, 2007 will mark the start of the official summer season
o That staff is preparing for the 4th of July events and festivities.

RECOMMENDATION:
1.1 That the Community Services Commission approve the minutes of the May 14,
2007, Community Services Commission meeting.
MOTION: Commissioner Meyler moved to approve the Consent Calendar. Commissioner
Edwards seconded the motion and voice vote reflected unanimous approval.

2. Jacob A. Nelson Championship Field
RECOMMENDATION:
2.1 That the Community Services Commission receive and file a report on Jacob A.
Nelson Championship Field.
By way of overheads, Director of Community Services Parker provided a brief staff report (of
record).
It was the consensus of the Community Services Commission to receive and file this report.
3. 2007 Summer Sunsets Film and Concert Series
RECOMMENDATION:
3.1 That the Community Services Commission receive and file a report on the 2007
Summer Sunsets Film and Concert Series.
Administrative Secretary Zigler provided a brief staff report (of written record), highlighting on
2007 Concert Series Schedule and 2007 Movies in the Park Schedule.
It was the consensus of the Commission to receive and file this report and thanked Ms. Zigler
for her hard work and dedication towards the program.
4. Temecula Youth Film Festival
RECOMMENDATION:
4.1 That the Community Services Commission receive and file a report on the first
annual Temecula Youth Film Festival.
Cultural Arts Administrator Betz provided a staff report (of rec~rd) along with PowerPoint
Presentation.
It was the consensus of the Community Services Commission to receive and file this report.
5. Service Level C Elections
RECOMMENDATION:
5.1 That the Community Services Commission receive and file a report on Service
Level C Elections.
Director of Community Services Parker provided a brief staff report (of record).
At this time, Deputy Director Ruse explained the Service Level C Election process.
It was the consensus of the Community Services Commission to receive and file this report.

DIRECTOR'S REPORT
Director of Community Services Parker invited the Commission to attend a special recognition
to former Deputy City Manager Gary Thornhill who will be honored with a plaque on the Wall of
Honor June 14, 2007, at the History Museum at 4:30 p.m. Mr. Parker also advised the
Commission that staff is currently working on a Balloon Glow at the Ronald Reagan Sports Park
and would be hopeful to have this event on Friday, August 24, 2007; and that staff would be
hopeful of establishing Monday Nights as Family Night at the Community Recreation Center.
COMMISSIONER'S REPORT
Chairperson Fox advised of an event taking place at the Santa Rosa Plateau on how to create a
Native Plant, Native Habitat Pond, on June 16, 200,7 Santa Rosa Plateau; and also advised
that South Coast Air Quality Management District will be hosting a Town Hall meeting on Air
Quality, on June 20, 2007.
ADJOURNMENT
At 7:08 p.m. Chairperson Fox adjourned this meeting to the next regularly scheduled meeting
on Monday, July 9, 2007, at 6:00 p.m., in the City Council Chambers, 43200 Business Park
Drive, and Temecula.

RECOMMENDATION: That the Community Services Commission receive and file a report of
the first six months of operations of the Temecula Public Library.
BACKGROUND: On December 14, 2006, the CityofTemecula celebrated the grand
opening of the Temecula Public Library. Nestled atop a prominent slope overlooking the Ronald
Reagan Sports Park, the Temecula Public Library takes advantage of one of the finest vistas in the
city and is a focal point in the community.
The library boasts a collection of over 80,000 items, including books, periodicals, newspapers,
recordings, and DVDs. Circulation of collections for the first four months of operations was over
175,000 items, making the new facility the busiest in the entire Riverside County Library System.
During the same timeframe, the library issued more than 9,000 new library cards to patrons.
Through our joint use agreement with the school district, district staff offers homework assistance 20
hours per week to K-12 students in the Technology Homework Center. The district has also
implemented a peer tutoring program that is very successful.
The library presents many programs every week to the community. Many of the programs are
sponsored by the Friends of the Temecula Libraries and would not be possible withoultheir support.
Some of these programs are:
. Summer Reading program - K through 12
. Story time for toddlers, pre-school, and school age children
. Adult book discussion groups
. English as a Second Language (ESL) classes
. Inaugural "Temecula Reads" program - including guest speaker, Ray Bradbury
. First grade field trips to the library
. After school programs
Technology is evident throughout the library. The library offers 65 Internet patron computers,
including 7 computers in the children's library and 24 computers in the Technology Homework
Center. The facility also accommodates wireless Internet access throughout the building. Patrons
are encouraged to use self checkout stations and manage their own printing and copying needs
through the computer.
The library features an advanced Radio Frequency Identification (RFID) system to track and
maintain the library collections. This system offers an automated bin sorter that discharges the item
off the patron account, activates the RFID, and separates returned items into pre-determined bins
for easier and quicker re-shelving.

The Community Room is equipped with drop-down projectors, screens and microphones all
controlled from the podiums in the room. Video conferencing is also available in the Community
Room. The Community Room is host to many community meetings on an almost daily basis.
The community has embraced the library and usage continues to grow each month. The attached
exhibits demonstrate computer and self checkout usage, circulation and new library card issues
since the first full month of operations.
In fact, the community has requested more time to enjoy their newest facility. Effective July 1,2007,
the City Council has authorized an additional three hours of service. The library is now open on
Saturday mornings at 10:00 a.m., bringing the totai hours of service to 63 hours per week. Clearly,
the Temecula Public Library is a popular place and is consistently meeting many needs within the
community.

RECOMMENDATION: That the Community Services Commission review and approve the
installation of the sculpture titled "Parallogram" by Alan Hochman on corner of De Portola Road
and Margarita Road in the corner entry Plaza(South West)of the De Portola Professional Building.
BACKGROUND: Pursuant to the requirements of the city's Art in Public Places
ordinance, a developer will pay an "in lieu art fee" equivalent to one-tenth of one percent of the
building valuation cost, in excess of $100,000, or the developer may apply to install public art that
meets or exceeds the "in lieu art fee required for the project. The "in lieu art fee for this project is
$4,497.00. The appraised value of the art work is $12,000.00. The value of the artwork exceeds
the requirement for the Art in Public Places ordinance, and will provide public art that will be
enjoyed by the community for years to come.
Staff has reviewed the proposed artwork internally and also with our Planning Department. Staff
has determined the artwork to be of good quality and a compliment to the proposed location. The
property owner will remain responsible for providing proper maintenance and upkeep of the
proposed artwork.

Present a report to the commission on the Gallery at the Merc
BACKGROUND:
The art gallery at the Old Town Community Theater is a non-profit public art gallery primarily
dedicated to exhibiting local and regional art of Southern California. Known as The Gallery at
the Merc, it is located in the lobby of the historic mercantile building which also functions as the
entry to the theater complex. Located in Temecula's Historic Old Town cultural district, the
Gallery at the Merc features approximately 1,000 square feet of exhibition space. The Merc
offers between 6 and 8 exhibitions each year, showcasing works by emerging and established
regional artists; works by leading California artists; and other traveling exhibitions from
institutions around the world. It is administered as collaboration between the Arts Council of
Temecula Valley and the City of Temecula Community Services Department Cultural Arts
Division.
The Gallery at the Merc is welcoming to both artists and the public and strives to make art part of
Temecula's everyday life.
