Speakers are limited to three (3) minutes each. If you desire to speak to the Commissioners about an item not listed on the Agenda, a green "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address. For all other agenda items, a "Request to Speak" form must be filed with the Community Services Commission Secretary before the item is addressed by the Commission. There is a three (3) minute time limit for individual speakers. NOTICE TO THE PUBLIC All matters listed under Consent Calendar are considered to be routine and all will be enacted by one roll call vote. There will be no discussion of these items unless members of the Commission request specific items be removed from the Consent Calendar for separate action. R:\C SCAGEND\2008\031008. doc ITEM NO. 1 MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION FEBRUARY 17, 2008 CALL TO ORDER The City of Temecula Community Services Commission convened in a regular meeting at 6:00 p.m., on Monday, February 11, 2008, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. ALLEGIANCE Commissioner Fox led the audience in the flag salute. Present: Hogan, McCracken, Meyler, and Edwards, and Fox Absent: None On behalf of the Community Services Commission, Chairperson Hogan presented Commissioner Fox with a Certificate of Appreciation for serving as Chairperson for Calendar Year 2007. Commissioner Fox thanked staff and the Community Services Commission for the recognition. PUBLIC COMMENTS None. DIVISION REPORTS Maintenance Superintendent Harrington provided a brief report as follows: • That the carpets and seats throughout the Old Town Community Theater • That a heater tubing bundle was replaced at the Temecula Elementary School swimming pool heater • That a 50-amp electrical outlet was installed at the Community Recreation Center (CRC) multi-purpose room stage That a copy of the original family feud game table was constructed for the recreation department's family feud • That the satellite system throughout Old Town was repaired • That staff is in the process of troubleshooting some wiring in Old Town. For Commissioner Edwards, Maintenance Superintendent Harrington noted that the wifi system in Old Town is maintenanced by the Information Systems Department and the sound system is maintenanced by the Community Services Department. R: CSC/minutes/021108 Development Services Administrator McCarthy highlighted on the following: • That the YMCA held its ground-breaking ceremony on January 30, 2008 at Margarita Park • The ballots for Service Level C Election have been mailed and are required to b4e returned by March 4, 2008 • The Household Hazardous Waste Collection Event was held on Saturday, January 26, 2008, in the City Hall parking lot, and that the next collection is scheduled for Saturday, May 10, 2008 • That the contract amendment to the Phase 1 Redhawk Park improvements was approved by the City Council and RJM will be in charge of the design development portion of the project • That the approval of the plans and specifications and the authorization to bid for the TCC expansion will go to City Council on Tuesday, February 12, 2008. Recreation Superintendent Pelletier highlighted on the following: • That classes in the Guide to Leisure Activities brochure continue tofill-up • That a new "Our Kid's Fitness" class was added to the brochure • That a Family Fun Night entitled Family Feud was a success • That the next Family Fun Night to be held on Friday, March 14, 2008, will offer Irish Dance Lessons for the entire family • That the Father Daughter Dance will be held on Saturday, February 16, 2008 • That staff is preparing the final preparations for the Annual Spring Egg Hunt, scheduled for Saturday, March 22, 2008 at Temeku Hills Park, Paloma Del Sol Park, Harveston Community Park, and Ronald Reagan Sports Park starting at 10:00 a.m. • That staff has begun preparations for the 4'" of July festivities. For Commissioner McCracken, Ms. Pelletier noted that she will contact him with more information with respect to the Father Daughter Date Night. In response to Chairperson Hogan's query, Ms. Pelletier noted that the age limit for the Kid's Fitness class would be 3-9. CONSENT CALENDAR 1. Minutes RECOMMENDATION: 1.1 That the Community Services Commission approve the minutes of the January 14, 2008 Community Services Commission meeting MOTION: Commissioner Meyler moved to approve the Consent Calendar. Commissioner Edwards seconded the motion and voice vote reflected approval with the exceation of Commissioner Fox who abstained. R: CSC/minutes011408 2 COMMISSION BUSINESS 2. Temecula Youth Master Plan 2.1 That the Community Services Commission receive and accept the Temecula Youth Master Plan. By way of PowerPoint Presentation, Director of Community Services Parker, highlighted on the following: • What is the Youth Master Plan? • Why a Youth Master Plan? • Interactive Plan Development Process • Guiding the Planning Process • Involving Youth and Community • Community Facilities • Safety • Respect and Understanding • Job and Life Skills • Transportation o Vision o Values o Outcomes o Strategic Plan o Implementation The Community Services omission commended staff and MIG for their efforts and look forward to seeing this plan move forward. Chairperson Hogan relayed that Pechanga Tribe may be interested in partnering with the City with respect to the implementation of the Youth Master Plan. With respect to Chairperson Hogan's question, Director of community Services Parker noted that staff will contact Pechanga Tribe and query of their interest in participating in the implementation process. Director of Community Services Parker gave a special thanks to staff and MIG for their efforts in the Youth Master Plan project. MOTION: Commissioner Edwards moved to approve staff recommendation. Commissioner McCracken seconded the motion and voice vote reflected unanimous approval. DIRECTOR'S REPORT Director of Community Services Parker advised that staff will be in attendance of the California Parks & Recreation Society conference in the end of February, 2008 to receive four-Award of Excellence. Commissioner Fox noted that although she did not have an opportunity to attend lectures at the Temecula History Museum, it was brought to her attention that they were extremely informative and worth a visit. B. Commissioner Meyler queried on the status of the Reagan Memorial at Ronald Reagan Sports Park. In response to Commissioner Meyler's query, Director of Community Services Parker noted that he would not be aware of how much as been raised for the memorial. ADJOURNMENT At 6:35 p.m. Chairperson Hogan adjourned this meeting to the next regularly scheduled meeting on Monday, March 10, 2008, at 6:00 p.m., in the City Council Chambers, 43200 Business Park Drive, and Temecula. Parker, Director of Community Service DATE: March 10, 2008 SUBJECT: Community Services Commission Park Tour PREPARED BY: Gail L. Zigler, Administrative Assistant RECOMMENDATION: That the Community Services Commission selects a date from the list of proposed dates for a park and facility tour. DISCUSSION: Periodically the Community Services Commission schedules a park tour to visit parks and recreation facilities within the City of Temecula. After discussion by the Commission, based on availability of the majority of the Commission, a date is selected for the park tour to be held. This tour provides the Commission a scheduled opportunity to tour parks and recreation facilities. Proposed dates are as follows Friday, March 21, 2008 Thursday, March 27, 2008 Thursday, April 17, 2008 Friday, April 18, 2008 After discussion, the Commission can choose one of these dates or select another date. Parker, Director of Community Service~l~~ DATE: March 10, 2008 SUBJECT: Monthly Departmental Report PREPARED BY: Gail Zigler, Administrative Assistant The Temecula Youth Master Plan is complete. Staff and the consultant, MIG, will be presenting the final draft to the Board of Directors tonight. The master plan for the Temecula Community Center expansion is complete, staff anticipates grading to begin by the end of March. Construction documents are near completion. The expansion will add an additional 3500 square feet of office space to the Temecula Community Center and will be used by S.A.F.E. to provide Human Service Programs. The Redhawk Parks Improvement project is currently in the design development stage. The project architect, RJM Design Group, is currently preparing the plans and specifications for Phase I of the improvement project. The Phase 1 project includes improvements to Redhawk Community Park and Redhawk Dog Park. This project will include a restroom facility, ADA improvements, turf and irrigation modifications, playground upgrades, picnic benches, shade structures, half-basketball courts, and a permanent dog park which includes water fountains, picnic tables, ornate fencing, landscaping and concrete walkways. The Cultural Arts Division hosted a Big Band Ballroom Dance Extravaganza on Saturday, February 2"' This was the first time we held this type of event. Tickets were on sale for $15. A swing band and professional swing dancers provided entertainment to approximately 170 participants, with visitors from Hemet and Riverside. The program was a wonderful success and plans are underway to continue this program. A majority of our recreation programs advertised in the 2008 Winter/Spring Guide to Leisure Activities are currently underway. The brochure features over 250 different classes, several special events and information on all of our recreation and community facilities. The brochure has been well received and many of our classes and activities are sold out. On February 29, 2008 the TCSD staff will be attending the Annual California Parks and Recreation Society Annual Conference to receive four (4) state awards. We will be the recipient of a First Place Award of Excellence for the design of the Patricia H. Birdsall Sports Park, the design of the Temecula Public Library, the Marketing Campaign for the Old Town Temecula Community Theater and for the Theater's seasonal brochure "Temecula Presents". The Cultural Arts Division continues to program and carry-out the classes and activities as outlined in the 2008 Winter/Spring Guide to Leisure Activities, and the Old Town Temecula Community Theater's musical and theatrical performance line-up. In addition to classes and activities, there are many special events including theater performances, excursions, etc. The Cultural Arts Division is responsible for the day-to-day operations of the Old Town Temecula Community Theater, the Temecula Valley History Museum and the Imagination Workshop, Temecula Children's Museum. The Development Services Division continues to participate in the development review for projects within the City, as well as overseeing the development of parks and recreation facilities, and the contract for refuse and recycling, cable television services and assessment administration. The TCSD Maintenance Division continues to oversee the maintenance of all City parks and facilities, and assist in all aspects of Citywide special events. The Recreation Division is currently carrying out the classes and activities as outlined in the 2008 Winter/Spring Guide to Leisure Activities. In addition, staff is planning and programming the upcoming spring activities to include the Annual Volunteer Recognition and the Spring Egg Hunt. The Spring Egg Hunt will be held on Saturday, March 22 at Ronald Reagan Sports Park, Paloma Del Sol Park, Harveston Community Park and Temeku Hills Park. These egg hunts have been well attended events for the past several years. Hunts are designed for ages toddler to 12 years old and areas are held in designated areas at the listed park sites. These events attract approximately 600 participants at each location.
