Speakers are limited to three (3) minutes each. If you desire to speak to the Commissioners about an item not listed on the Agenda, a green "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address. For all other agenda items, a "Request to Speak" form must be filed with the Community Services Commission Secretary before the item is addressed by the Commission. There is a three (3) minute time limit for individual speakers. NOTICE TO THE PUBLIC All matters listed under Consent Calendar are considered to be routine and all will be enacted by one roll call vote. There will be no discussion of these items unless members of the Commission request specific items be removed from the Consent Calendar for separate action. NOTICE TO THE PUBLIC The agenda packet (including staff reports) will be available for viewing at City Hall - 43200 Business Park Drive, Temecula, or the Temecula Library - 30600 Pauba Road, Temecula - during normal business hours. The packet will be available for viewing the Friday before the Community Services Commission meeting after 4:00 PM. DIVISION REPORTS CONSENT CALENDAR Minutes RECOMMENDATION: 1.1 That the Community Services Commission approve the minutes of the January 12, 2009 Community Services Commission meeting. Approved staff recommendation - (5-0) - Commissioner Edwards made the motion; it waspeconded by Commissioner Fox; and voice vote reflected unanimous approval. COMMISSION BUSINESS 2. Pilot After School Enrichment Program at Vail Ranch Middle School RECOMMENDATION: 2.1 That the Community Services Commission receive and file a report on the partnership with the Temecula Valley Unified School District for a pilot After School Enrichment Program at Vail Ranch Middle School. Human Services/Teen Manager Walker presented the staff report. The Commission received and filed the report. 3. Hockev Arena Score Board RECOMMENDATION: 3.1 That the Community Services Commission receive and file a report on the installation of a new score board at the Ronald Reagan Sports Park Hockey Arena. Maintenance Superintendent Harrington presented the staff report. The Commission received and filed the report. Parker, Director of Community Services ITEM NO. 2 CITY OF TEMECULA AGENDA REPORT TO: Community Services Commission FROM: Herman Parker, Director of Community Services DATE: March 9, 2009 SUBJECT: Mayor's Summer Youth Employment Program PREPARED BY: Phyllis L. Ruse, Deputy Director of Community Services Charles Walker, Human Services Manager RECOMMENDATION: That the Community Services Commission receive and file a report on the Mayor's Summer Youth Employment Program. BACKGROUND: The Mayor's Summer Youth Employment Program is a new program being offered through the Community Services Department this year. Proposed by the Youth Master Plan, staff has been working on the program in an effort to bring it forward to the community this spring. The program goal is to place youth between the ages of 14 and 24 with local employers during the summer months. It is anticipated that positions will be filled for six to eight weeks during the summer and may be full time or part time opportunities. The goal is to provide summer employment for at least 250 youth within our community. Along with earning a paycheck, the youth will have an opportunity to learn or improve soft skills, such as resume writing, interviewing skills, dressing for success, and basis work ethics expected on the job. Employers may expect youth who have been pre-screened, have provided right-to-work documents, and have gone through the soft skill training. In addition, TCSD staff will mentor the youth throughout their employment experience. Staff will also stay in contact with the employer to ensure that any potential problems are addressed. TCSD anticipates a partnership with the Riverside County Economic Development Agency (EDA) for this program. EDA is slated to receive federal stimulus money over the next two years. Staff has met with EDA, explained our program and filed an application for funding. The EDA has expressed great interest in our program and a desire to partner with us in its execution. Staff is hopeful that this program will receive funding from EDA to offset youth employment costs. Third District County Supervisor Stone's office has already committed $20,000 in the form of a Community Improvement Designation grant to cover administrative costs to operate the program. R:\RUSEP\l CSC Staff Reports\2009\3-9-09 Mayors Summer Youth Employment Program.doc ITEM NO. 3 CITY OF TEMECULA AGENDA REPORT TO: Community Services Commission FROM: Herman Parker, Director of Community Services DATE: March 9, 2009 SUBJECT: 'Rhythms' Teen Dances RECOMMENDATION: That the Community Services Commission receive and file a report on the "Rhythms" Teen Dances. BACKGROUND: Rhythms-Teen Dance Party is a new program being offered through the Community Services Department this year. The program goal is to provide a place for our teens, ages 15 - 18 or with a current High School ID Card, to dance, and interact with peers in a safe, friendly and fun atmosphere while not appearing to look like a "classic" city event. Advertising for the dance events is done through the local high school announcements. In addition, a MySpace page was created for "Rhythms" and teens can registered as a friend and receive post card mailers and text messages about upcoming dance events. Each event is held at a rented vacant store front building in Temecula. An "On-Air" personality from 99.1 KGGI Radio (DJ 5 Cent) is on hand to play Top 40 music for the teens to dance to. The store front is enhanced with additional club style lighting and a great lounge area. Snacks are available for purchase, and throughout the night raffle drawings are held. Staff, Temecula Youth Advisory club members, as well as minimal Police presence, are on hand to ensure the safety of all the participants. Dances are held from 7:00pm to 11:00pm. The cost is $3, however participants on the mailing list receive a postcard worth a $1 discount. The City has held three dances to date. Attendance at the first dance was approximately 50. Attendance at the second and third dance were 250 and 300. As interest in the Rhythms MySpace page continues to grow, staff expects attendance at future dances to grow as well.
