Speakers are limited to three (3) minutes each. If you desire to speak to the Commissioners about an item not listed on the Agenda, a green "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address. For all other agenda items, a "Request to Speak" form must be filed with the Community Services Commission Secretary before the item is addressed by the Commission. There is a three (3) minute time limit for individual speakers. NOTICE TO THE PUBLIC All matters listed under Consent Calendar are considered to be routine and all will be enacted by one roll call vote. NOTICE TO THE PUBLIC The agenda packet (including staff reports) will be available for viewing at City Hall - 43200 Business Park Drive, Temecula, or the Temecula Library - 30600 Pauba Road, Temecula - during normal business hours. The packet will be available for viewing the Friday before the Community Services Commission meeting after 4:00 PM. Minutes Approved staff recommendation - (5-0-0) - Commissioner Hogan made the motion; it was seconded by Commissioner McCracken and voice vote reflected unanimous approval. RECOMMENDATION: 1.1 That the Community Services Commission approves the Action Minutes of the February 9, 2009 Community Services Commission meeting. COMMISSION BUSINESS Discussed out of order 3. "Rhythms" Teen Dances Received and filed the report. 3.1 That the Community Services Commission receive and file a report on the "Rhythms" Teen Dances. 2. Mayor's Summer Youth Employment Program Received and field the report. RECOMMENDATION: 2.1 That the Community Services Commission receive and file a report on the Mayor's Summer Youth Employment Program. Parker, Director of Community Services DATE: April 13, 2009 SUBJECT: Virginia Graeme Baker Pool and Spa Safety Act PREPARED BY: Kevin T. Harrington, Maintenance Superintendent RECOMMENDATION: That the Community Services Commission receive and file the report on the Virginia Graeme Baker Pool and Spa Safety Act. DISCUSSION: The Virginia Graeme Baker Pool and Spa Safety Act (VGBA) was enacted by Congress and signed into law by President Bush on December 19, 2007. It was designed to prevent the tragic and hidden hazard of drain entrapments and eviscerations in pools and spas. The law mandates that all public swimming pools and spas be equipped with anti-entrapment main drain covers that comply with ASME/ANSI A112.19.8-2007 performance standards. In addition to the anti- entrapment drain covers any swimming pool or spa which was constructed with a single main drain must also be equipped with a secondary device or system designed to prevent entrapment. The act required that all pools and spas be in compliance by December 19, 2008. Since early 2008 the maintenance division has worked diligently with several pool equipment suppliers, aquatic designers/architects, engineers and swimming pool construction contractors to gain a better understanding of the Virginia Graeme Baker Pool and Spa Safety Act and to determine what exactly needed to be done at our swimming pools to comply with the new law. Fortunately all of our swimming pools were designed and constructed with dual main drains and only required the installation of the new type of anti-entrapment drain covers and modifications to the to our existing drain sumps. Unfortunately the VGBA approved anti-entrapment drain covers we needed were not available and we were unable to meet the imposed compliance deadline. As a result it became necessary to close our swimming pools until the drain covers could be obtained and the modifications be completed. Temecula Elementary School (TES) swimming pool was the easiest to complete and only required minor modifications to the main drain sumps to meet the VGBA requirements and accommodate the new drain covers. However it was still necessary to completely drain the pool to complete the necessary modifications and inspections. The Community Recreation Center (CRC) swimming pool was more challenging due to several factors. The CRC pool has two main drains in the deep end and two circulation drains for the water slide located in the shallow end. The swimming pool main drains only required minor modifications to both of the sumps to meet the VGBA requirements and accommodate the new drain covers. We were able to leave approximately 2 feet of water in the deep end of the pool and complete the necessary modifications and inspections. The drain sumps actually needed to be removed and rebuilt to meet the clearance requirements for the new drain covers. This required the removal of the existing drain cover, frames, pool plaster and much of the pool wall inside these areas and cutting back a portion of the actual drain pipe. The wader pool also required the new covers and modifications. These drains were rebuilt in a similar fashion to the slide drains. BACKGROUND: With the upcoming 2009/2010 season, Temecula Presents will bring again to the stage four distinct genres chosen to complement the other fine performances at the theater. Dance, American Roots Music, Classical Music, and Cabaret/Big Band concerts can be experienced with multiple performances in each series. With each new season the growing popularity and success of the different genres has been easier to quantify. To highlight the increasing interest in Temecula Presents and the Dance Series, Mr. Bruce Beers, Theater Manager at the Old Town Temecula Community Theater will present a report on its popularity.
