Speakers are limited to three (3) minutes each. If you desire to speak to the Commissioners about an item not listed on the Agenda, a green "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address. For all other agenda items, a "Request to Speak" form must be filed with the Community Services Commission Secretary before the item is addressed by the Commission. There is a three (3) minute time limit for individual speakers. NOTICE TO THE PUBLIC All matters listed under Consent Calendar are considered to be routine and all will be enacted by one roll call vote. There will be no discussion of these items unless members of the Commission request specific items be removed from the Consent Calendar for separate action. Parker, Director of Community Serviceid DATE: August 10, 2009 SUBJECT: Mayor's Summer Youth Employment Program 2009 PREPARED BY: Julie Pelletier, Recreation Superintendent RECOMMENDATION: That the Community Services Commission receive and file this report regarding the Mayor's Summer Youth Employment Program. DISCUSSION: Staff members have successfully planned, programmed and are currently implementing the 2009Mayor's Summer Youth Employment Program. The City received a federal grant through Riverside County in the amount of $412,000. This funding enabled the original program to be expanded to provide a greater number of summer employment opportunities for young people between the ages of 14 and 24. Staff is here tonight to provide the Commission with detailed information and an overall evaluation regarding the status of this program. RACSCAGEND\2009\2009 Summer Employment Program.doc ITEM NO. 3 RACSCAGENDVTEMNO.SHL CITY OF TEMECULA AGENDA REPORT TO: Community Services Commission 62 FROM: Herman Parker, Director of Community Services DATE: August 10, 2009 SUBJECT: Overview of proposed Public Art Sections for the Old Town Specific Plan Amendment PREPARED BY: Katie Innes, Assistant Planner RECOMMENDATION: Receive and file. BACKGROUND: Over a two-year time period between 2007 and 2008, six Old Town Visioning Workshops were held with community members and key stakeholders in Old Town. The purpose of these workshops was to acquire input, perspective and ideas from the community in regard to changes to the Old Town Specific Plan. A number of goals and recommendations were developed as a result of the Old Town Visioning Workshops. On March 25, 2008 the City Council authorized staff to proceed with a comprehensive amendment to the Old Town Specific Plan based upon these goals and recommendations. Public Art Sections As part of the comprehensive Old Town Specific Plan Amendment, revisions have been made to the Public Art goal, as well as establishing new objectives and policies for Public Art in Old Town. The new Public Art goal has been developed to encompass the ways in which public art can create a sense of place and animate the public realm in Old Town. The objectives and policies outline the ways in which the Public Art goal will be achieved through future development in the Old Town area. Additionally, a comprehensive update to the Public Art Design Guidelines Section for Old Town has also been drafted. The updated Public Art Guidelines encourage art displays to be placed in a wide range of public places in Old Town and require that art displays be highly accessible, and visible in order to create "focal points" within the community. The design guidelines also outline specific criteria for locating public art in Old Town, the symbolic and thematic content of public art displays, and the types of art displays that would be considered appropriate for the area. The Public Art Design Guidelines Section also proposes to require that the Old Town Local Review Board review and provide feedback on all public art displays within the Old Town Specific Plan boundaries prior to the Community Services Commission as per the Public Art Ordinance. Staff will present an overview of the revised draft Public Art Sections of the Old Town Specific Plan at the meeting on August 10, 2009. BACKGROUND: The Cultural Arts Division organized and presented the inaugural Temecula Youth Film Festival in 2007 at the Old Town Temecula Community Theater. Building on that success, the 2008 festival presented 34 submissions and showcased 13 films by Temecula International Film Festival Summer Camp participants. This year in January, a call for entries was sent to all regional and national organizations involved in youth media arts production. A call for entries was posted on most youth media arts sites on the World Wide Web, and we are planning on presenting close to 40 films. New to the festival this year is our "Movie Poster" category. We have received 24 poster submissions which will be displayed at the Merc and at the Temecula Public Library during the festival. Our partners this year are the Arts Council of Temecula Valley, who will provide organizational support, and The California Museum of Photography in Riverside, who will showcase media projects from their summer camp. The three-day schedule of screenings will include an awards ceremony on the final evening. Preceding the ceremony, we will host a reception for the filmmakers, followed by a red carpet walk into the theater. The City of Temecula Youth Media Arts Festival will be presented at the Old Town Temecula Community Theater on September 10, 11, and 12, 2009. This report includes a sneak preview of one of the films, called "in Small Places", written by Erika Mills and directed by David Ruby, both of Temecula, and co-directed by Lauren Morales.
