HomeMy WebLinkAbout030810 CSC Agenda AGENDA TEMECULA COMMUNITY SERVICES COMMISSION TO BE HELD AT TEMECULA CITY HALL MONDAY, MARCH 8, 2010 6:00 PM CALL TO ORDER: Chairman Tom Edwards FLAG SALUTE: Commissioner McCracken ROLL CALL: Edwards, Fox, Hogan, McCracken, Meyler PRESENTATIONS: PUBLIC COMMENTS: A total of 15 minutes is provided so members of the public can address the Commissioners on items that are not listed on the Agenda. Speakers are limited to three (3) minutes each. If you desire to speak to the Commissioners about an item not listed on the Agenda, a green "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address For all other agenda items, a "Request to Speak" form must be filed with the Community Services Commission Secretary before the item is addressed by the Commission. There is a three (3) minute time limit for individual speakers. NOTICE TO THE PUBLIC All matters listed under Consent Calendar are considered to be routine and all will be enacted by one roll call vote. There will be no discussion of these items unless members of the Commission request specific items be removed from the Consent Calendar for separate action. DIVISION REPORTS CONSENT CALENDAR 1. Minutes RECOMMENDATION: 1.1 That the Community Services Commission approves the r Action Minutes of the February 8, 2010, Community Services Commission meeting. COMMISSION BUSINESS 2. Ronald Reagan Sports Park Playground Replacement RECOMMENDATION: 2.1 That the Community Services Commission receive and file the report on the replacement of the playground equipment and safety surfacing at Ronald Reagan Sports Park. 3. Aquatics Web Page RECOMMENDATION: 2.1 That the Community Services Commission receive and file the report on the development of the new Aquatic Web Page on the City's website. DIRECTOR'S REPORT COMMISSIONER'S REPORTS ADJOURNMENT The next regular meeting of the Community Services Commission will be held on April 12, 2010 at 6:00 P.M., at Temecula City Hall Council Chambers, 43200 Business Park Drive, Temecula, CA. NOTICE TO THE PUBLIC The agenda packet (including staff reports) will be available for viewing at City Hall — 43200 Business Park Drive, Temecula, or the Temecula Library — 30600 Pauba Road, Temecula — during normal business hours. The packet will be available for viewing the Friday before the Community Services Commission meeting after 4:00 PM. You may as well access the packet on the City's website — www.citvoftemecula.org — which as well will be available the Friday before the Community Services Commission meeting after 4:00 PM. Supplemental material received after the posting of the Agenda Any supplemental material distributed to a majority of the Commission regarding any item on the Agenda, after the posting of the Agenda, will be available for public review in the reception area at City Hall, 43200 Business Park Drive, Temecula, California, during normal business hours. Minutes — Approved staff recommendation — (4 -0 -1) — Commissioner Fox made the motion; it was seconded by Commissioner Hogan and voice vote reflected approval with the exception of Commissioner Meyer who abstained. RECOMMENDATION: 1.1 Approve the Action Minutes of the January 11, 2010, Community Services Commission meeting. COMMISSION BUSINESS 2. Old Town Gymnasium Conceptual Plan Approved staff recommendation — (5 -0 -0) — Commissioner Meyler made the motion; it was seconded by Commissioner Hogan and voice vote reflected unanimous approval. RECOMMENDATION: 2.1 Approve the Old Town Gymnasium Conceptual Plan in its substantial form. Michelle Arellano, representing the Boys and Girls Club, relayed support of the project. Parker, Director of Community Service DATE: March 8, 2010 SUBJECT: Ronald Reagan Sports Park Playground Replacement PREPARED BY: Kevin Harrington, Maintenance Superintendent RECOMMENDATION: That the Community Services Commission receive and file the report on the replacement of the play ground equipment and safety surfacing at Ronald Reagan Sports Park. BACKGROUND: The existing playground equipment and sand safety surfacing at the Ronald Reagan Sports Park has been in place for approximately 19 years. This playground is one of the most popular sites in our park system. Due to the age of the playground equipment and heavy use, many of the components have deteriorated and /or no longer meet current standards set by; Consumer Products Safety Commission (CPSC), American Society for Testing and Materials (ASTM) and American Disabilities Act (ADA). It was determined that both the playground structure and sand safety surfacing needed to be replaced and it was necessary to install a new sidewalk and ADA ramp to provide an accessible path of travel to the playground. In addition, the shade cover fabric above the playground was damaged beyond repair with the recent storms and will be replaced as part of this project. Community Services Department Staff requested proposals (RFP) from three reputable playground manufactures, all members of the California Multiple Awards Schedules (CMAS), to provide the design, demolition and installation of new playground equipment and safety surfacing. We received three (3) proposals, which were evaluated based on play -value and pricing. It was determined that Miracle Playground Sales provided the best value for our allotted budget. It is our intent to have this project completed before the end of the 2009 -2010 Fiscal Year. The cost of the new playground structure, safety surfacing, sidewalk and the replacement of the shade cover is $54,975.00. Parker, Director of Community Service DATE: March 8, 2010 SUBJECT: New City of Temecula's Aquatics Web Page PREPARED BY: Julie Pelletier, Recreation Superintendent RECOMMENDATION: That the Community Services Commission receive and file a report showcasing the newly designed, all inclusive aquatics program web page DISCUSSION: Aquatics staff recently completed the lay -out and design of the new aquatics web page. The web page at www.swim.cityoftemecula.org is designed to provide Temecula residents with valuable information as it relates to aquatic opportunities offered at three pool site. The site will also enable citizens to now register online for swim classes. This "new" registration process and user friendly web page is already assisting staff and Temecula residents in providing valuable information and outstanding customer service.
