C41293.agn 040793 3 ITEM NO. 1.1 MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PARKS AND RECREATION COMMISSION MONDAY, MARCH 8, 1993 A regular meeting of the City of Temecula Parks and Recreation Commission was called to order on Monday, March 8, 1993, 7:00 P.M., at Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. The meeting was called to order by Chairman Claudia Walker. Chairman Walker led the flag salute. PRESENT: 5 COMMISSIONERS: Harker, Hillin, Miller, Nimeshein, Walker ABSENT: 0 COMMISSIONERS: None Also present were Director of Community Services Shawn Nelson, Recreation Superintendent Herman Parker, Maintenance Superintendent Bruce Hartley and Recording Secretary Gall Zigler. PUBLIC COMMENT None COMMISSION BUSINESS 1. ADoroval of Minutes It was moved by Commissioner Nimeshein, seconded by Commissioner Harker to approve the minutes of February 8, 1993. Skateboardino Area In Sports Park Director Nelson advised that because of a strong concern expressed by business owners, letters to the City Council and direct requests by the public to address the need for a designated skateboarding area, it is staff's recommendation that an alternative area be located at the Sports Park adjacent to the tot lot area. Director Nelson also recommended that an ad-hoc committee be formed composed of City Council members, Parks and Recreation Commission members, members of the Teen Council, skateboarders, and staff, to develop a skateboard area that would attract skateboarders and be safe. Chairman Walker expressed concern that adequate buffering be provided along the proposed skateboard area, adjacent to the Sports Park tot lot. Chairman Walker opened the public hearing at 7:30 P.M. Jenifer Carpenter, 39592 Long Ridge Drive, Temecula, presented the Commission with a petition of approximately 200 signatures in favor of a skateboard park. Ms. Carpenter stated that she feels the students would be willing to pay a small fee to use the facility. Commissioner Hillin recommended that Jenifer Carpenter be appointed as a member of the ad-hoc committee. Chris Proud, 44582 La Paz Road, Temecula, stated that he would be willing to pay a fee to use a skateboarding facility as long as the funds were used to maintain the facility. John Wright, 30208 Corte Cantera, Temecula, recommended charging a small fee to use the facility. Mr. Wright also suggested that staff contact Tim Payne to assist in the design of a skate park. Mr. Wright stated that he feels some of the local businesses might be willing to contribute funds to construct a facility. Nick Garcia, 30703 E. Loma Linda, Temecula, expressed his support for a proposed skateboard park. Rick Serna, 32365 Circle LeTour, Temecula, expressed his support for a proposed skateboard park. Bob Rasmussen, 45570 Rainbow Canyon Road, Temecula, suggested that a skateboard ordinance be approved in conjunction with the completion of the skateboard park. Darrell White, 38341 Shull Creek Drive, Murrieta, suggested that the City establish a fee for the facility and not restrict the use to Temecula residents. Juan Diaz, 43006 Agena, Temecula, spoke in favor of a proposed skateboard park. Shawn Gallaher, 43401 Agena, Temecula, spoke in favor of a proposed skateboard park and suggested that the ad-hoc committee design the facility with input from the students. Jim Dunn, 29950 Cactus Place, Temecula, advised that he has previously operated a skateboard shop in Temecula and plans to re-open in the future. It was moved by Commissioner Harker, seconded by Commissioner Hillin to recommend to the City Council that a skateboard area be designated at the Rancho California Sports Park, and that the recommendation be presented simultaneously with an ordinance regulating skateboards and that an ad-hoc committee be formed consisting of Parks and Recreation staff, a member of the Planning Commission and City Council, three members of the Teen Council, Parks and Recreation Commission members, and several skateboarders in the community. Chairman Walker declared a recess at 8:20 P.M. The meeting reconvened at 8:30 P.M. The motion carried as follows: AYES: 5 COMMISSIONERS: Harker, Hillin, Miller, Nimeshein, Walker NOES: 0 COMMISSIONERS: None Old Town SI3ecific Plan Senior Planner John Meyer provided a synopsis of the goals, objectives and policies of the Old Town Specific Plan, Land Use Plan and the Old Town Development Concept. Commissioner Nimeshein questioned if there is a park proposed for Old Town. John Meyer stated that the development concept has some plaza areas were there is potential for parks. Commissioner Harker stated she feels the concept provides for too much tourist retail commercial. Director Nelson asked the status of the church at Sam Hicks Monument Park and also the Temecula Museum. Planner Meyer stated that no decisions have been made. Commissioner Harker stated that she would like to see the church moved somewhere other than Sam Hicks Monument Park. Chairman Walker stated that she likes the church in the park setting, but would not object to the church being moved to another location within Sam Hicks Monument Park. PRCMIN03/08/93 -3- 3/19/93 PARKS AND RECREATION COMMISSION MINUTES MARCH 8, 1993 A straw vote was taken the majority of the Commissioners favored leaving the church at Sam Hicks Monument Park, however, they suggested that the museum be located somewhere else within the Old Town Specific Plan. Smokina Ordinance in City Parks and Recreation Facilities Director Nelson advised that the City Council did not approve the proposed no smoking policy for parks and recreation facilities. Director Nelson said he would like to develop a no smoking ordinance that will be acceptable to the City Council and recommended the following guidelines, used by the City of Davis, for a smoking ordinance in City parks and recreation facilities in Temecula: Prohibit smoking within close proximity of the following: Public events (i.e., pageants, carnivals and sports events) Seating with dug-outs or bleacher areas Enclosed outdoor areas where air flow may be impeded by architechtural design or landscape. In areas where food or drink are being sold. Public tot lots or playground areas. The Commission discussed the original recommendation and felt because the City Council could not support that recommendation, it would be best to recommend that staff work on the guidelines as outlined above to develop a no smoking ordinance for the City of Temecula parks and recreation facilities. Americans with Disabilities Act (ADA) Director Nelson recommended this item be continued to the meeting of April 12, 1993. It was moved by Commissioner Harker, seconded by Commissioner Hillin to continue the ADA report to the meeting of April 12, 1993. Community Services Conference Director Nelson advised the Commission of the annual League of California Cities, Community Services Conference on April 22, 23 and 24, 1993, in Brea, California. Director Nelson asked the Commissioners to notify the Community Services Department Administrative Secretary if they plan to attend so that she can make the necessary arrangements. Joint Meetinq with City Council and Parks and Recreation Commission Director Nelson recommended this item be continued to the meeting of April 12, 1993, It was moved by Commissioner Harker, seconded by Commissioner Miller to continue discussion of the joint meeting with the Temecula City Council and the City of Temecula Parks and Recreation Commission to April 12, 1993. The motion was carried as follows: AYES: 5 COMMISSIONERS: NOES: 0 COMMISSIONERS: Harker, Hillin, Miller, Nimeshein, Walker None COMMUNITY SERVICES DIRECTOR REPORT Director Nelson advised that the second reading of the ordinance for the name change from the Parks and Recreation Commission to the Community Services Commission will go before the City Council this month and will become effective thirty (30) days after the ordinance is adopted. Director Nelson reported that the Commission will be presented with information regarding a drug abuse program on the April agenda. Director Nelson reminded the Commission of the joint meeting with the City of Murrieta Parks and Recreation Commission to be held Friday, March 19, 1993, 9:00 A.M. at the Temecula City Hall Main Conference Room. Chairman Claudia Walker Secretary PRCMIN03/08/93 -9- 3/19/93 ITEM NO. 1.2 MINUTES OF A SPECIAL JOINT WORKSHOP MEETING WITH THE CITY OF TEMECULA AND THE CITY OF MURRIETA PARKS AND RECREATION COMMISSION MARCH 19, 1993 A special joint workshop meeting with the City of Temecula and City of Murrieta Parks and Recreation Commissions was called to order Friday, March 19, 1993 at 9:00 A.M., at the Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. The meeting was called to order by Community Services Director Shawn Nelson. PRESENT: 5 TEMECULA COMMISSIONERS: Harker, Hillin, Miller, Nimeshein, Walker PRESENT: 5 MURRIETA COMMISSIONERS: DiStefano, Pollard, Stevens, Stevens, Wynn, ABSENT: 2 MURRIETA COMMISSIONERS: Pletka, Wadell, Also present were Recreation Superintendent Herman Parker and Recording Secretary Gall Zigler. The workshop was presented by California Association of Park and Recreation Commissioners and Board Members (CAPRCBM). The workshop and discussion was led by Patricia Crask and Donna Rodgers, both past presidents of the CAPRCBM. Director Nelson introduced Patricia Crask and Donna Rodgers and asked each commissioner to introduce themselves and give a brief background on themselves. Patricia Crask and Donna Rodgers provided an overview and discussion of the following topics: * The Brown Act * Conflict of Interest * Agenda Format * Effective Meetings Director Nelson declared a recess at 10:45 A.M. After lunch, a tour of the City of Temecula parksites was provided for the City of Murrieta Commissioners. NELSON ~ APRIL 12, 1993 CAPITAL IMPROVEMENT PROGRAM - FY 1993-94 RECOMMENDATION: That the Community Services Commission: Consider and recommend to the Board of Directors to approve an updated Capital Improvement Program for FY 1993-94. DISCUSSION: The Board of Directors adopted an updated five (5) year Capital Improvement Program last year that identified potential capital projects that included land acquisition, park development, and recreation facility improvements. Projects that have already been approved by the Board of Directors and are underway include the Community Recreation Center Project, the Senior Center Project, Loma Linda Park, Riverton Park, and the Pala Road Park Site. Staff has prepared the attached updated list recommending the development of capital improvement projects for FY 1993-94. The intent of the Commission's input is not to consider funding sources for these projects, but to provide recommendations concerning the priority of development that would best benefit the needs of the City during the next twelve (12) months. NELSON ~c~ APRIL 12, 1993 SMOKING POLICY FOR CITY PARKS AND RECREATION FACILITIES RECOMMENDATION: That the Community Services Commission: Consider, and if desired, approve a revised recommendation concerning a smoking policy for all outdoor city parks and trails except the Northwest Sports Complex. DISCUSSION: On February 23, 1993, staff presented the recommendation of the Community Services Commission (Parks and Recreation Commission) to prohibit smoking in all city parks, trails, and recreation facilities indoors and outdoors. After considerable discussion, the City Council did not feel comfortable with prohibiting smoking completely in all outdoor areas in city parks. However, some members'of the City Council did support prohibiting smoking within certain outdoor areas of city parks. The City Council referred this item back to staff to revise the ordinance. It was recommended that the Community Services Commission provide input to staff concerning the revision of this ordinance. At the March 8, 1993 Community Services Commission, the Commission discussed the smoking issue related to outdoor park areas and trails. As a result, the attached recommendation is presented for the Commission's consideration. SMOKING POLICY FOR CITY PARKS, TRAILS, AND RECREATION FACILITIES It is the intent of this policy to protect the health and welfare of the citizens of Temecula who utilize city parks, trails, and recreation facilities from the negative affects of secondary smoke. Therefore, individuals who choose to smoke in outdoor park areas shall maintain at all times a twenty (20) foot distance from all non- smokers. Further, smoking shall be prohibited within twenty (20) feet of the following outdoor park areas: Public events including but not limited to sports events, entertainment, speaking performances, ceremonies, pageants, and fairs where people congregate. 2. Seating in dugouts and bleacher areas. Within enclosed outdoor areas where air circulation may be impeded by architectural, landscaping, or other barriers such as amphitheaters and swimming pool areas. Any place where food and/or drink is offered for sale. 5. Children's playground areas. NELSON ~ APRIL 12, 1993 NAMING OF THE PARK SITE ON PALA ROAD RECOMMENDATION: That the Community Services Commission: Consider, and if desired, approve a name for the park site on Pala Road to be forwarded to the Board of Directors for consideration. DISCUSSION: The park site on Pala Road is an approximate 28.6 acre community park located north of Pala Road and west of Loma Linda Drive. On March 23, the Board of Directors approved the name "Pechanga Park" with the stipulation that the Pechanga Tribal Council approved this name as well. On March 26, 1993, the City received a letter from the Pechanga Tribal Council objecting to the use of the name "Pechanga Park" for the park site on Pala Road because the Tribal Council wanted to reserve the right to use this name for a future park planned within the Pechanga Indian Reservation. Therefore, staff has provided for your review several recommendations from members in the community regarding possible names for this park site. In behalf of the Pechanga Tribal Council we must object to this proposed park bearing the Pechanga" name as the tribe is planning a park which will also be named " Pechanga". The concern is that much confusion will result with the onset of having two parks bearing the same name located so very close within the same geographical area. PARKERL'~, APRIL 5, 1993 TEEN CENTER DRUG ABUSE PROGRAM DISCUSSION: In April of 1992, immediately after the opening of the Temecula Teen Recreation Center, as well as in March 1993, staff contacted the Riverside County, Department of Mental Health, in an effort to implement a Teen Substance Abuse Program at the Teen Recreation Center. Staff was proposing a substance abuse counselor be present at the Teen Recreation Center during evening hours, for two hours twice a week, on a continual basis. The counselor would answer questions teens may have, initiate teen group discussions, show films and videos related to the harmful effects of substance abuse, as well as provide individual counseling. Both attempts by staff to implement an ongoing substance abuse program at the Teen Recreation Center were well received by the Riverside County, Department of Mental Health. However, the County has been unable to assist us in implementing this program free of charge due to budgetary constraints and a shortage of staff. It should be noted that the Riverside County Department of Mental Health is currently planning to discontinue providing the alcohol abuse portion of their substance abuse program in the Temecula area. City officials and County officials are meeting on Friday, April 16th, to discuss mental health and substance abuse service needs in the City of Temecula. The Commission will be updated should services become available. NELSON APRIL 12, 1993 AMERICANS WITH DISABILITIES ACT (ADA) BRUCE A, HARTLEY, MAINTENANCE SUPERINTENDENT DISCUSSION: The Americans With Disabilities Act (ADA) was passed into law January 26, 1990. The ADA has several components or titles. Title II, Public Accommodations, which went into effect July 26, 1992, has direct impact on municipalities. This act requires that all municipalities conduct a self evaluation of programs, services, and facilities to determine where barriers exist and how they may be overcome. The retroactive requirement for removal of barriers must be completed by January 26, 1995, unless there is undue economic burden attached to this process. In order to comply with the requirements of ADA, the City of Temecula, Community Services Department has initiated and completed a survey of existing facilities to identify any items that will need to be addressed to meet ADA guidelines. The primary deficiency found throughout the City's parks was inadequate access for handicapped citizens to recreational opportunities. The parks currently being utilized for recreation and leisure activities have been surveyed and a list of needed improvements has been compiled. These will be made a part of the Community Services Department's Capital Improvement Program. All new construction within the City's park system has been designed to meet or exceed current ADA guidelines and provide a quality experience for all levels and capabilities of the park user. The consultants utilized for T.C.S.D. projects are current with all appropriate ADA guidelines. All recreation activities and programs have been reviewed and assessed as to their accessibility to the handicapped. Consideration is also being given to hearing impaired and vision impaired individuals when planning recreational opportunities. APRIL 12, 1993 JOINT MEETING WITH CITY COUNCIL/COMMUNITY SERVICES COMMISSION DISCUSSION: At the January 11, 1993 Parks and Recreation Commission meeting, it was decided that Chairperson Claudia Walker would meet with President Pat Birdsall to discuss potential topics for a joint meeting with the City Council and the Community Services Commission. A discussion concerning proposed topics will be presented for consideration by the Commission.
