CALL TO ORDER: Flag Salute Chairman Nimeshein ROLL CALL: Comerchero, Miller, Soltysiak, Walker, Nimeshein PRESENTATIONS: Chairman Nimeshein Phyllis Ruse, Senior Management Analyst Temecula Valley Pop Warner PUBLIC COMMENTS: A total of 15 minutes is provided so members of the public can address the Commissioners on items that are not listed on the Agenda. Speakers are limited to three (3) minutes each. If you desire to speak to the Commissioners about an item not listed on the Agenda, a green "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address. For all other agenda items, a "Request to Speak" form must be filed with the Parks and Recreation Secretary before the item is addressed by the Commission. There is a three (3) minute time limit for individual speakers. NOTICE TO THE PUBLIC All matters listed under Consent Calendar are considered to be routine and all will be enacted by one roll call vote. There will be no discussion of these items unless members of the Commission request specific items be removed from the Consent Calendar for separate action. DIVISION REPORTS COMMISSION BUSINESS Approval of Minutes 1.1 Approve minutes of September 12, 1994 Parks and Recreation Commission meeting as submitted. ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON RECOMMENDATION: 2.1 Elect a member from the Community Services Commission to serve as Chairperson from November 1, 1994 to October 31, 1995. 2.2 Elect a member from the Community Services Commission to serve as Vice Chairperson from November 1, 1994 to October 31, 1995. YOUTH AT WORK PROGRAM RECOMMENDATION: 3.1 Receive and file a report on the Youth at Work Program currently providing employment opportunities for developmentally challenged individuals. STATUS REPORT o CAPITAL IMPROVEMENT PROJECTS RECOMMENDATION: 4.1 Receive and file report. ITEM NO. I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION SEPTEMBER 12, 1994 A regular meeting of the City of Temecula Community Services Commission was called to order on Monday, September 12, 1994, 7:00 P.M., at Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California, Chairman Jeff Nimeshein presiding. Volunteer Coordinator Ruth Chesher led the flag salute. PRESENT: 3 COMMISSIONERS: Comerchero, Soltysiak, Nimeshein ABSENT: 2 COMMISSIONERS: Miller, Walker Also present were Community Services Director Shawn Nelson, Recreation Superintendent Herman Parker, Maintenance Superintendent Bruce Hartley and Recording Secretary Gall Zigler. City Clerk June S. Greek introduced Barbara Maltby as the new Recording Secretary for the City of Temecula. PRESENTATIONS The Community Services Commission recognized the efforts of the following individuals and organizations. Chairman Nimeshein presented a Certificate of Appreciation to: Beryl Yasinosky, Temecula City Employee Temecula Jaycees, accepted by Jackie Taupin Temecula Kiwanis, accepted by Jim Stead Temecula Noon Rotary, accepted by Dennis Frank Temecula Valley Chamber of Commerce, accepted by Leigh Engdahl Chairman Nimeshein declared a recess at 7:20 P.M. The meeting reconvened at 7:25 P.M. PUBLIC COMMENT None DIVISION REPORTS Recreation Superintendent Herman Parker reported the following: Summer programs have concluded as follows: Summer Day Camp had 208 participants. field trips, etc. CSCMIN09/12/94 1 Program included crafts, games, 09/20/94 COMMUNITY SERVICES COMMISSION SEPTEMBER 12, 1994 Summer Aquatics had 780 participants. Program included swimming lessons, lap swimming, public open swimming and aqua aerobics. Additionally the City's first swim team was formed with 45 kids participants. Adult Volleyball League had six teams participating. Upcoming fall programs are as follows: Aquatics Morning lap swim and aqua aerobics Public swimming through October and November Halloween Festivities Haunted House at the Community Recreation Center on October 27, 28 and 29. Penny Carnival on October 31, 1994 at the Community Recreation Center Hot Shots Basketball Competition sometime in mid-October. All other Recreation programs are continuing as normal. Maintenance Superintendent Bruce Hartley reported the following: Matt Winchek has been hired as the new Landscape Inspector. Sports Park improvements are in the Plan Check stage. The slope repair project at the Sports Park is near completion. Soccer season has begun. Pala Community Park is currently under construction. COMMISSION BUSINESS 1. ADDr0val of Minutes It was moved by Commissioner Comerchero, seconded by Commissioner Soltysiak to approve the minutes of July 11, 1994. The motion carried as follows: AYES: 3 C. Senior Council Community Services Director Shawn Nelson presented the staff report. He explained that in November 1993, the Community Services Commission asked staff to form a sub-committee to analyze the need to establish a Senior Council. Chairman Nimeshein said he recommended that a Senior Council be formed to address issues and problems concerning Senior Citizens, but clarified that the Senior Council would not oversee the operation of the Senior Center. It was moved by Commissioner Comerchero, seconded by Chairman Nimeshein to appoint Commissioner Soltysiak and Chairman Nimeshein to the Senior Council sub- committee. The motion carried as follows: AYES: 3 COMMISSIONERS: Comerchero, Soltysiak, Nimeshein NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Miller, Walker 3. Reoort On Status of Capital Imorovement Proiects Community Services Director Shawn Nelson provided a status report on the following Capital Improvement Projects: Parkview Site Margarita Road Park Site Temecula Middle School Lighting Program Pala Road Park Loma Linda Park Project - Phase II Rancho California Sports Park - Slope Repair Project Kent Hintergardt Memorial Park - restroom/snack bar Sam Hicks Monument Park Bancho California Sports Park - Improvement Project Rancho California Desiltation Lake COMMUNITY SERVICES DIRECTOR'S REPORT Director Nelson advised the Commission the election of Chairman and Vice Chairman will be on the October agenda. CSCMIN09/12/94 3 09/20/94 COMMUNITY SERVICES COMMISSION SEPTEMBER 12, 1994 Director Nelson explained the events surrounding a petition gathering which took place at the Rancho California Sports Park. Director Nelson advised the Commission that based on a determination by the City Attorney, the group was allowed to gather signatures for the petition as long as the activity did not adversley affect the operation of the Sports Park. No adverse conditions were created as a result of this. COMMUNITY SERVICES COMMISSIONER REPORTS Commissioner Soltysiak expressed concern regarding the number of collisions along Jefferson Avenue and the possible need for a center lane median along this length of roadway. Director Nelson suggested Commissioner Soltysiak direct his concerns to Marry Lauber, Traffic Engineer for the City of Temecula. Chairman Nimeshein asked about the present condition of the City's park sites as they relate to the American's witll Disabilities Act requirements. Director Nelson said all the City's parks are designed to meet ADA standards. He said all playgrounds are inspected and the City has a written agreement that all the facilities are as safe as they can be. ADJOURNMENT Chairman Nimeshein declared the meeting adjourned at 8:55 P.M. Nelson, Director of Community Services October 10, 1994 SUBJECT: ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON - COMMUNITY SERVICES COMMISSION RECOMMENDATION: That the Community Services Commission: 1. Elect a member from the Community Services Commission to serve as Chairperson from November 1, 1994 to October 31, 1995. 2. Elect a member from the Community Services Commission to serve as Vice Chairperson from November 1, 1994 to October 31, 1995. DISCUSSION: The term of Chairperson and Vice Chairperson for the Community Services Commission is for one (1) year beginning November 1 and ending October 31 of any given year. Therefore, it is necessary for the Commission to select two members to serve as Chairperson and Vice Chairperson for the upcoming new term. Nelson, Director of Community Services October 18, 1994 Youth at Work Program PREPARED BY: ,~ Bruce A. Hartley, Maintenance Superintendent RECOMMENDATION: That the Community Services Commission: Receive and file a report on the Youth at Work Program currently providing employment opportunities for developmentally challenged individuals. DISCUSSION: The Community Services Department has implemented a pilot program at the Old Town Temecula Senior Center to offer employment opportunities to developmentally challenged young people. In conjunction with the State Department of Rehabilitation and the Valley Resource Center, the City of Temecula has placed employees in jobs that will provide custodial, pool, and landscape maintenance services. Two of the employees, Phillip Calender and Elias Torres, have been working five mornings each week at the Senior Center for the past two months with great success. They have been well received by the seniors and have provided quality maintenance to the Senior Center. In addition to Phillip and Elias, the City has recently hired Dominic Piotrowski to assist on weekends at the Community Recreation Center and at the Sports Parks. The Community Services Department is encouraged by the results of the program so far and is looking forward to continued success with this cost effective method of providing jobs and improving the City's recreational facilities. Nelson, Director of Community Services October 10, 1994 Status Report - Capital Improvement Projects RECOMMENDATION: That the Community Services Commission: Receive and file report. DISCUSSION: A slide presentation will be given in regards to the Capital Improvement Program Projects (CIP) associated with the Community Services Department. The projects that will be discussed include Sam Hicks Monument Park and Museum Project, Sports Park Improvement Project, Pala Community Park, Loma Linda Park - Phase II, Rancho California Sports Park Desiltation Lake Project, Kent Hintergardt Memorial Park Restroom Project, and the Margarita Park Site. Once the presentation is completed, a question and answer session will follow. CIP
