The proposed parking deck is an accessory structure to the existing office building located on the project site. Staff has worked with the applicant to ensure that all concerns have been addressed, and the applicant concurs with the recommended Conditions of Approval. ANALYSIS Site Plan The project is located in the Business Park (BP) zoning district at 43500 Ridge Park Drive. The project site currently contains an office building and parking lot. The proposed parking deck would be located on the southeast portion of the project site over what is currently a portion of the existing parking lot. The existing office building on the project site is changing from a professional office use to a medical office use. A medical office use in the existing building requires 27 more parking spaces than a professional office use. A parking deck is required for the additional parking spaces because there is no more buildable land located on the project site due to the existing slope behind the building. The existing building is required to provide 81 parking spaces for a medical office use per Table 17.24.040 of the City of Temecula Development Code. The project proposes 91 parking spaces. The only vehicular access to the parking deck is from Ridge Park Drive via a new driveway and ramp that leads to the parking area on top of the parking deck. Pedestrian access to the parking deck is both from the sidewalk along Ridge Park Drive as well as stairs located on the east side of the parking deck. Architecture The architecture of the parking deck is a CMU block with a brick veneer that matches the existing office building on the project site. A 42" railing is included on the ramp that leads from Ridge Park Drive to the parking deck. Landscaping The project, when completed, would provide 52.0% landscaping, which exceeds the minimum landscape requirements of the development code. Plant types include fruitless olive trees, pink crape myrtle trees, bay laurel trees, red yucca, texas ranger, Spanish lavender, and red sage. LEGAL NOTICING REQUIREMENTS Notice of the public hearing was published in the U-T San Diego on July 7, 2017 and mailed to the property owners within a 1,000-foot radius. ENVIRONMENTAL DETERMINATION In accordance with the California Environmental Quality Act, the proposed project has been deemed categorically exempt from further environmental review (Section 15332, Class 32, In- Fill Development Projects). The project meets all General Plan and Zoning policies and regulations and is located within City limits on a site of no more than five acres. The project site has no value as habitat for endangered, rare or threatened species. The site is also surrounded by development and is able to be serviced by all required utilities and public services. The project is not anticipated to result in any significant effects relating to traffic, noise, air quality, or water quality. FINDINGS Modification (Code Section 17.05.010F) The proposed use is in conformance with the General Plan for Temecula and with all applicable requirements of State law and other Ordinances of the City. A parking deck is an accessory structure to the existing office building on the project site located within the Industrial Park General Plan designation. The existing office building is switching its land use from a professional office building to a medical office building, which is allowed by right within the Business Park zoning district. Therefore, the use will be consistent with the General Plan for Temecula as well as the requirements for State law and other Ordinances of the City. The overall development of the land is designed for the protection of the public health, safety, and general welfare. The project has been reviewed and conditioned to ensure conformance with the Development, Building, and Fire codes. In addition, a 42"high railing is being installed on the ramp that leads from Ridge Park Drive to the parking deck for the safety of those visiting the business served by the parking structure. These codes contain provisions designed to ensure the protection of the public health, safety, and general welfare. AaIIJv PA17-6781 17-102 PC DRAFT RESOLUTION PC RESOLUTION NO. 17- A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TEMECULA APPROVING PLANNING APPLICATION NO. PA16-1550, A MODIFICATION TO A DEVELOPMENT PLAN FOR THE CONSTRUCTION OF AN APPROXIMATELY 11,126 SQUARE FOOT PARKING DECK LOCATED AT 43500 RIDGE PARK DRIVE, AND MAKING A FINDING OF EXEMPTION UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) (APN 940-310-030, 940-310-031) Section 1. Procedural Findings. The Planning Commission of the City of Temecula does hereby find, determine and declare that: A. On November 17, 2016, Pam Danoff filed Planning Application No. PA16- 1550 a Major Modification, in a manner in accord with the City of Temecula General Plan and Development Code. B. The Application was processed including, but not limited to a public notice, in the time and manner prescribed by State and local law. C. The Planning Commission, at a regular meeting, considered the Application and environmental review on July 19, 2017, at a duly noticed public hearing as prescribed by law, at which time the City staff and interested persons had an opportunity to and did testify either in support or in opposition to this matter. D. At the conclusion of the Planning Commission hearing and after due consideration of the testimony, the Planning Commission approved Planning Application No. PA16-1550, subject to and based upon the findings set forth hereunder. E. All legal preconditions to the adoption of the Resolution have occurred. Section 2. Further Findings. The Planning Commission, in approving the Application hereby finds, determines and declares that: Modification, Development Code Section 17.05.010.E A. The proposed use is in conformance with the General Plan for Temecula and with all applicable requirements of State law and other Ordinances of the City; A parking deck is an accessory structure to the existing office building on the project site located within the Industrial Park General Plan designation. The existing office building is switching its land use from a professional office building to a medical office building, which is allowed by right within the Business Park zoning district. Therefore, the use will be consistent with the General Plan for Temecula as well as the requirements for State law and other Ordinances of the City. B. The overall development of the land is designed for the protection of the public health, safety, and general welfare; The project has been reviewed and conditioned to ensure conformance with the Development, Building, and Fire codes. In addition, a 42" high railing is being installed on the ramp that leads from Ridge Park Drive to the parking deck for the safety of those visiting the business served by the parking structure. These codes contain provisions designed to ensure the protection of the public health, safety, and general welfare. Section 3. Environmental Findings. The Planning Commission hereby makes the following environmental findings and determinations in connection with the approval of the Major Modification: A. In accordance with the California Environmental Quality Act, the proposed project has been deemed to be categorically exempt from further environmental review (Section 15332, Class 32, In-Fill Development Projects); 1. Section 4. Conditions. ANALYSIS Site Plan The success of the existing Costco (including Costco Gasoline) is evidenced by the significant backups/delays experienced by customers utilizing the gas station, parking, and trying to enter/exit the Costco site on a regular basis. These backups are exacerbated during weekends, holidays, and special events. The applicant and staff recognized have identified several opportunities to enhance the existing Costco site. Under the existing configuration, customers who wish to access Costco from the existing Ring Road only have one lane to enter into the Costco site. This single lane is often congested by customers seeking to purchase gas. Consequently, this delays customers that are seeking to park and shop. The congestion and delays from this backup can force vehicles onto Ring Road and Promenade Mall South. To address these issues, the applicant proposes the following changes: 1. Relocate the Ring Road entrance/exit approximately 90 feet east of the existing location; 2. Add two entry lanes (one for gas queuing and one for thru traffic) and two exit lanes (one for left turns and one for right turns) on Ring Road; and 3. Design the gas station queuing to accommodate additional vehicles during peak periods. Costco Gasoline is currently configured with ten fuel dispensing units (for a total of twenty pumps). Of these ten fuel dispensing units, only two currently dispense diesel. The popularity of CAProgram Files(x86)\neevia.com\docConverterPro\temp\NVDC\86556B40-8EB0-4BCC-8BB1-DFF04E15F38E\17301.docx 2 diesel pumps has resulted in a bottleneck where diesel vehicles block gasoline vehicles from accessing the remaining eight pumps. To resolve these issues the applicant proposes to: 1. Add five fuel dispensing units and expand the gas canopy(resulting in a total of thirty pumps); 2. Add diesel to all existing and proposed pumps; and 3. Reconfigure the exiting area of Costco Gasoline to improve efficiency and enhance the ability of fuel trucks to exit. Parking During staff's review of the proposed changes, staff conducted a historical review of all projects on the Costco site. It was determined that additional parking spaces were needed to accommodate the cumulative changes that have occurred over time. Costco currently has 794 parking spaces. In order to meet the Temecula Regional Center's requirement of five parking spaces per every 1,000 square feet of building area, 25 additional spaces were needed. To accommodate this, the applicant proposes to add additional parking spaces to the site as a result of the overall site reconfiguration and optimization. Additionally, Costco originally installed 10' wide parking stalls while the City only requires 9' wide parking stalls. The restriping of several aisles and site reconfiguration would result in 21 additional parking spaces. While the applicant is proposing to restripe some parking spaces from 10' wide to 9' wide, 291 spaces will remain 10' wide (approximately 35%). When examining minutes and the staff report from the original Costco Development Plan (in 1999), staff noted that the Planning Commission inquired about the need for motorcycle spaces. On several visits, staff has also noted that multiple motorcycles were taking up full parking spaces. To address this issue and to optimize the site's configuration, the applicant provided eight motorcycle parking spaces, which are treated as an equivalent of four standard spaces. These changes will result in in 815 parking spaces and eight motorcycle spaces (equal to four vehicles spaces) for a total of 819 spaces (5 spaces per 1,000 square feet of building area). Architecture The expanded Costco Gas canopy will retain the same materials and design as the original canopy. The materials include: Architectural Element Proposed Material Canopy Fascia Uni-tex "Oak Bluff' Fascia Accent Band Uni-tex "Baked Clay" Columns Orco Block- "Sourdough" Column Accent Band Orco Block—"Red Brown" Landscaping Landscaping at the existing Costco equates to 15% (106,174 square feet) of the total site. Under the proposed changes, approximately 15.3% of the site will be landscaped (an addition of almost 2,000 square feet of landscaping). Landscaping will be in compliance with the Water Efficient Landscape Design ordinance, and the Temecula Regional Center Specific Plan. LEGAL NOTICING REQUIREMENTS Notice of the public hearing was published in the U-T San Diego on July 7, 2017 and mailed to the property owners within the required 600-foot radius. CAProgram Files(x86)\neevia.com\docConverterPro\temp\NVDC\86556B40-8EB0-4BCC-8BB1-DFF04E15F38E\17301.docx 3 ENVIRONMENTAL DETERMINATION In accordance with the California Environmental Quality Act, the proposed project has been deemed to be categorically exempt from further environmental review (Section 15301, Class 1, Existing Facilities). The proposed Modification is located on a developed site and involves negligible expansion of the existing use. No new uses are proposed, and all alterations will be within the envelope of a previously developed site. All utilities are installed and available to the site. FINDINGS Modifications, Development Code Section 17.05.030.E The proposed use is in conformance with the General Plan for Temecula and with all applicable requirements of State law and other Ordinances of the City. As conditioned, the proposed Modification to the Development Plan is consistent with the Temecula Regional Center Specific Plan and policies reflected for Community Commercial (CC) development in the City of Temecula General Plan. The Specific Plan and General Plan list retail as a permitted use in Community Commercial locations. The site is properly planned and zoned and is physically suitable for the use proposed. The project is also consistent with other applicable requirements of State law and local ordinances, including the California Environmental Quality Act (CEQA), the City Wide Design Guidelines, and fire and building codes. The overall development of the land is designed for the protection of the public health, safety, and general welfare. As conditioned, the project will meet all requirements of the Development Code, General Plan, and Building and Fire Codes, which provide safeguards for the health, safety and general welfare of the community. The addition of multiple entry/exit lanes, additional fueling stations, and the reconfiguration of site should reduce frequent congestion that spills over to the existing Ring Road. The overall design of the site, building, landscaping, parking, circulation and other associated site improvements, is consistent with, and intended to protect the health and safety of those working in and around the site. The project has been reviewed for and has been found to be consistent with all applicable policies, guidelines, standards and regulations intended to ensure that the development will be constructed and function in a manner consistent with the protection of the public health, safety, and welfare. Any public telephones located on the exterior of the buildings shall be placed in a well-lit, highly visible area, and installed with a "call-out only" feature to deter loitering. This feature is not required for public telephones installed within the interior of the buildings. 72. ADA Parking. All disabled parking stalls on the premises shall be marked in accordance with Section 22511.8 of the California Vehicle Code. 73. Crime Prevention Through Design. Crime prevention through environmental design, as developed by the National Crime Prevention Institute (NCPI), supports the concept that "the proper design and effective use of the built environment can lead to a reduction in the fear and incidence of crime and an improvement in the quality of life." The nine primary strategies that support this concept are included below: 1. Provide clear border definition of controlled space. Examples of border definition may include fences, shrubbery, or signs in exterior areas. Within a building, the arrangement of furniture and color definition can serve as a means of identifying controlled space. 2. Provide clearly marked transitional zones. Persons need to be able to identify when they are moving from public to semi-public to private space. 3. Gathering or congregating areas to be located or designated in locations where there is good surveillance and access control. 4. Place safe activities in unsafe locations. Safe activities attract normal users to a location and subsequently render the location less attractive to abnormal users due to observation and possible intervention. 5. Place unsafe activities in safe locations. Placing unsafe activities in areas of natural surveillance or controlled access will help overcome risk and make the users of the areas feel safer. 6. Redesign the use of space to provide natural barriers. Separate activities that may conflict with each other (outdoor basketball court and children's play area, for example) by distance, natural terrain or other functions to avoid such conflict. 7. Improve scheduling of space. The timing in the use of space can reduce the risk for normal users and cause abnormal users to be of greater risk of surveillance and intervention. 8. Redesign space to increase the perception of natural surveillance. Abnormal users need to be award of the risk of detection and possible intervention. Windows and clear lines-of-sight serve to provide such a perception of surveillance. 9. Overcome distance and isolation. This strategy may be accomplished through improved communications (portable two-way radios, for example) and design efficiencies, such as the location of restrooms in a public building. 74. Contact.
