Part of the approval of PDO -5 was the ability to develop 160 multi -family residential units within Sub Area C, which is what this Development Application has proposed. A meeting was held with the Planning Commission Temecula Village PDO -5 Subcommittee, on August 14, 2017, that both the applicant and staff attended. In that meeting, architecture, building colors, landscaping, and the overall project were discussed. A community meeting was organized by the applicant and attended by City Staff at the Portofino Apartments on September 19, 2017, at which there was a presentation by the applicant, along with a question and answer session. Staff has worked with the applicant to ensure that all concerns have been addressed, and the applicant concurs with the recommended Conditions of Approval. ANALYSIS Site Plan The project is located in Sub Area C of the Temecula Village Planned Development Overlay District (PDO -5), generally located on the south side of Rancho California Road, approximately 660 feet west of Cosmic Drive on an undeveloped lot. The project is for the construction of a 160 unit apartment community. The project consists of four two-story buildings, four three-story buildings, a leasing office, exercise room, twenty six garage buildings that have attached trash enclosures, pool/spa area, dog run, and barbeque area. There are 64 one -bedroom units that range in size from 645 square feet to 762 square feet, 72 two-bedroom units that range in size from 1,143 square feet to 1,167 square feet, and 24 three-bedroom units that are 1,280 square feet. There are two points of vehicular access to the project. There is access on Rancho California Road as well as via an existing private drive directly to the west of the project. The project is required to provide 304 parking spaces for the project per Table 17.24.040 of the City of Temecula Development Code. The project proposes 328 parking spaces including 24 more guest spaces than what is required by the Development Code. Architecture The residential buildings are patterned after the Barchessa Loredan, located in Selva de Montello, Italy which is of Palladian architecture. The architecture elements of the proposed buildings include a two-story loggia with supporting columns, hip roof, and unadorned windows. Materials include stucco, chiseled limestone, smooth limestone, and clay roof s -tiles. Landscaping The project, when completed, would provide 60.08% landscaping on the project site, which exceeds the minimum 25% landscape/open space requirement of the Medium Density Residential zone. In addition to the landscape provided on the project site the applicant is providing landscaping along the access driveway from Rancho California and providing street trees along Rancho California Road and landscaping in the proposed storm water basin on the vacant parcels to the north of the project site. Plant types include California sycamore, Chinese flame trees, fan palm, agave, red yucca, dwarf olive, rosemary, and sugarbush. LEGAL NOTICING REQUIREMENTS Notice of the public hearing was published in the U -T San Diego on December 21, 2017 and mailed to the property owners within a 600 -foot radius. ENVIRONMENTAL DETERMINATION The Temecula Village Planned Development Overlay was formally adopted in 2002. A Mitigated Negative Declaration (MND) was prepared and adopted as part of this effort. The proposed project has been determined to be consistent with the previously adopted Temecula Village MND and is exempt from further environmental review (Section 15162, Subsequent EIRs and Negative Declarations). The project meets all requirements and mitigation contained in this document. FINDINGS Development Plan (Code Section 17.05.010.F) The proposed use is in conformance with the General Plan for Temecula and with all applicable requirements of State law and other Ordinances of the City. The proposed project is in conformance with the General Plan and the Temecula Village Planned Development Overlay (PDO -5). The project is consistent with Goal 1 Policy LU -1.1 and LU -1.2 of the General Plan Land Use Element in that it is contributing to the development of a variety of residential product types in the form of multi -family housing and has been designed to minimize impacts on surrounding land uses and infrastructure through required and proposed design guidelines and development standards, building orientation and location, and circulation and access improvements. The project, as conditioned, is also consistent with other applicable requirements of State law and local Ordinances, including the California Environmental Quality Act (CEQA), the Citywide Design Guidelines, and Fire and Building codes. The overall development of the land is designed for the protection of the public health, safety, and general welfare. The overall design of the project, including the site, building, parking, circulation and other associated site improvements, is consistent with, and intended to protect the health and safety of those working and living in an around the site as the project is consistent with the General Plan, City Wide Design Guidelines, Development Code, and Fire and Building Codes. The subject project/property does not front existing water pipeline facilities. The nearest water facility is a 24 -inch steel main within Rancho California Road, approximately 300 feet north of the subject project/property boundary. Please refer to the enclosed exhibit map. Water service to the subject project/property does not exist. Additions or modifications to water/sewer service arrangements are subject to the Rules and Regulations (governing) Water System Facilities and Service, as well as the completion of financial arrangements between RCWD and the property owner. Water service to individual lots will require the extension of water facilities within dedicated public and/or private right-of-ways. Individual water meters will be required for each lot and/or project unit, including separate water services/meters for domestic service, fire service, and landscape irrigation service, as applicable. Beginning in 2018, newly constructed multi -unit residential structures are required to measure the quantity of water supplied to each individual residential dwelling unit. Where private on-site water facilities (for water service, fire service, irrigation, or other purpose) will cross or will be shared amongst multiple lots/project units (only by special variance of the Rules and Regulations), and/or where such `common' facilities will be owned and maintained by a Property Owners' Association, RCWD requires execution and recordation of a Reciprocal Easement and Maintenance Agreement or equivalent document of covenants, codes, and restrictions. Water availability is contingent upon the property owner(s) signing an Agency Agreement that assigns water management rights, if any, to RCWD. In addition, water availability is subject to water supply shortage contingency measures in effect (pursuant to RCWD's Water Shortage Contingency Plan or other applicable ordinances and policy), and/or the adoption of a required Water Supply Assessment for the development, as determined by the Lead Agency. Should recycled water become available in the future, the project/property may be required to retrofit its facilities to make use of this availability in accordance with Resolution 2007-10-5. Recycled water service, therefore, would be available upon construction of any required on-site and/or off-site recycled water facilities and the completion of financial arrangements between RCWD and the property owner. Requirements for the use of recycled water are available from RCWD. As soon as feasible, and prior to the preparation of California Environmental Quality Act (CEQA) documents, the project proponent should contact RCWD for a determination of existing water system capability, based upon project -specific demands and/or fire flow requirements, as well as a determination of proposed water facilities configuration If new facilities are required for service, fire protection, or other purposes, the project proponent should contact RCWD for an assessment of project -specific fees and requirements. Sewer service to the subject project/property, if available, would be provided by Eastern Municipal Water District. If no sewer service is currently available to the subject project/property, all proposed waste discharge systems must comply with the State Water Resources Control Board, health department, and/or other requirements as they relate to the protection of groundwater quality, pursuant to RCWD's Groundwater Protection Policy.
