R:\CSCAGEND\I0080l.doc ITEM NO. 1 R-ICSCAGENOIITEMNO.SI1L MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION OCTOBER 8, 2001 CALL TO ORDER The City of Temecula Community Services Commission convened in a regular meeting at 6:00 P.M., on Monday, October 10, 2001 in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. ALLEGIANCE The audience was led in the Flag salute by Commissioner Edwards ROLL CALL Present: Commissioners Edwards, Henz, Hogan, Yorke, and Chairman Meyler. Absent: None. Also Present: Director of Community Services Parker, Deputy Director of Community Services Ruse, Recreation Superintendent Pelletier, Maintenance Superintendent Harrington, Development Services Administrator McCarthy, Management Analyst Smith, Administrative Secretary Zigler, Minute Clerk Hansen, and Minute Clerk Ice PRESENTATIONS Plaque of Recoqnition\Master Gardeners Chairman Meyler presented a plaque of recognition to Ms. Charolotte Fox and Ms. Liz Bibb, noting the instrumental role these women played in the development of the City's gardening classes, workshops, and gardening club. Plaque of Recoqnition\Office Soecialist for the Citv of T emecula Enumerating the diligent efforts of Ms. Belian, as office specialist for the City of Temecula, Chairman Meyler presented a plaque of recognition to Ms. Belian. PUBLIC COMMENTS Councilman Mike Naggar, 43034 Agena Street, commended the Commissioners for their excellent service, particularly during this last year. R:CSC/minutes/010801 Ms. Charolotte Fox, representing the Master Gardeners, the Musicians' Workshop, Temecula Valley Historical Society, and the Vail Ranch Restora ion Organization, noted the material she had distributed to the Commission, as follows: 1) a brochure regarding the Home Gardening Workshop, which was held on October 6, 2001, and had been a great success; 2) a flyer regarding the Celebrafe the Spirit E ent, which will be held Sunday October 14, 2001, from 11:00 A.M. to 6:00 P.M., at R ncho California Sports Park; and 3) The 3-D Presentation of Aerial Photograph Eve ts, which will be held November 1't, and 2"d. DIVISION REPORTS Develo ment Services Administrator McCarth rovided an ov rview of the ro'ects in orocess. as follows: . The Children's Museum Ad Hoc Subcommittee was sche uled to meet Thursday, October 11, 2001, to review further design concepts. . October 13, 2001, will be Make a Difference Day and Hou ehold Hazardous Waste Roundup and Community Cleanup Day. Maintenance Su erintendent Harrin ton rovided a brief ove iew of various ro'ects that were com leted b the Maintenance Division durin th month of Au ust and Seotember. as follows: . At the Temecula Community Center (TCC), the door thr shold and access ramp were retrofitted to eliminate a possible safety hazard. . The City entered a new agreement for park restroom cust dial services with Grace Building Maintenance Services. . Staff provided assistance and support for the Concert 0 the Green, which was held at the Duck Pond, and the Fall Rod Run, which was h Id in Old Town. . At Rancho California Sports Park, an electrical short cir uit problem in the snack bar/restroom building was corrected. . At the Temecula Skate Park the unstable benches for s veral picnic tables were removed, and replacements were special-ordered. . At Margarita Community Park new nets were installed, a d the lights at the tennis courts were repaired. R:CSClminutes/010801 2 ~ , . At all the City's park sites detailed cleaning of shade structures and restroom buildings was completed. For Commissioner Edwards, Deputy Director Ruse provided an overview of the proposal for the park site proximate to Pablo Elementary School, noting the plan to install walkways, security lighting, a tot lot, and picnic shelters; and additionally relayed the potential for an interim fire station, which would aid in providing a 5-minute emergency response time. Recreation Suoerintendent Pelletier orovided the followinq information reqardinq recent and uocominq recreational events and activities for the Citv of Temecula: . Noted that on September 30, the Free Public Swim Program and Family Night Swim officially came to an end, advising that the program was well received by the public this year; and noted that a total of 2,000 lessons were offered throughout the 2001 summer season. . With respect to Knott's Scary Farm excursion, relayed that approximately 30 teens attended this particular event. Advised that on October 13th, the Teen Council will be hosting the Search for the Stars Talent Show, in the Amphitheater at the Temecula Community Recreation Center (CRC). . . Noted that staff is currently preparing for the Halloween Spooktacular Event, which is scheduled for Friday, October 26th at the Temecula Skate Park, from 6:00 P.M. to 9:00 P.M. For future Commission planning, relayed that an advance calendar denoting upcoming events would be provided at each meeting with the subsequent month's activities; and noted the following upcoming activity dates: 1) The annual Tree Lighting Ceremony - November 29th, 2) The annual Temecula Electric Light Parade - November 30th, 3) The Holiday Lights and Festive Sights Event - December 11- 13, and 4) The Winter Wonderland festivities - December 15th. Regarding the solicitation of teens to attend events such as the Knott's Scary Farm Event, for Commissioner Hogan, Recreation Superintendent Pelletier advised that information is available via brochures at the local schools, Teen Council Members promoting the excursions or upcoming events, flyers located at the Temecula Community Recreation Center (CRC), and via newspaper and press releases. COMMISSION BUSINESS 1. ADDroval of Communitv Services MeetinQ Minutes RECOMMENDATION: 1.1 Approve the minutes of the September 10, 2001, Community Services Commission meeting. R:CSC/minutes/010801 3 MOTION: Commissioner Henz made a motion to approve the inutes, as written. The motion was seconded by Commissioner Edwards and voice vo e reflected unanimous approval. 2. Commission Volunteers Needed for Calendar Proiect RECOMMENDATION: 2.1 That the Community Services Commission selec two (2) Commission members to be on a judging panel for a children's poster contest. Management Analyst Smith presented the staff report (of rec rd), relaying the 2001 Children's Poster Contest that the City was holding in conjun tion with an innovative program to make children aware of the benefits of recycling, nd developing lifelong recycling habits; and requested that two (2) Commission Mem ers volunteer to aid in judging this contest. Referencing the previously mentioned State Grants received by he City for these efforts, for Commissioner Yorke, Management Analyst Smith relaye that in total the City received $15,471; additionally noted that the judging for the p ster contest would take place between November 1, 2001 and the Thanksgiving Holida ; and for Commissioner Hogan, advised that there could be as many as "hundreds" of po ters to judge. Commissioners Yorke and Hogan volunteered to serve in the ca acity as judges. 3. Facilitv Vandalism Reduction Proaram Update RECOMMENDATION 3.1 That the Community Services Commission receiv and file the report on the Facility Vandalism Reduction Program Updat . Maintenance Supervisor Harrington updated the Commission wi h respect to the Facility Vandalism Reduction Program (via agenda material); noted that while it was normal for vandalism to increase in relationship to population growth, in the City of Temecula, significant vandalism incidents have only slightly increased, advi ing that this low amount of incidents was related to staff's coordinated efforts wit the Police Department regarding this issue; additionally noted that the Problem-Oriente Policing (POP) Program and the Park Patrol Program have been successful in ducing the number of incidents, advising that the Police Department is in the process f developing a new program called the Community Action Patrol (CAP) Program; a d introduced Deputy Albert of the Temecula Police Department, who would provide a ditional information regarding the new program. Deputy Albert presented an overview of the Community Action atrol (CAP) Program, noting the following: . That the training of the volunteers for this program will begin on October 20, 2001, noting that applications are still being accepted. R:CSC/minutes/010B01 4 - o · That vehicles with the CAP insignia denoted on the sides of the cars, would be provided for this patrolling. . That the volunteers could be any citizens from the age of 18 years and above. . That as part of the duties of this patrol, there would be residential vacations check; efforts in conjunction with the Temecula Against Graffiti (TAG) Program, school, park, apartment, residential, and business checks, traffic control for special events, and directed patrol assignments. · That while on patrol the volunteers will have radio communication with an Officer, and . That initially the program will begin with approximately 14 volunteers. For Commissioner Hogan, Deputy Albert confirmed that the vehicles will be staffed with two (2) volunteers in each vehicle; and noted the requirement and commitment of expected volunteer time per month to be 16 hours; for Commissioner Yorke, provided additional information regarding the Neighborhood Watch Program, which is a separate entity. In conclusion, Deputy Albert relayed the process implemented for the vacation checks; and specified that the extra patrol will be conducted for all of the community areas that these CAP vehicles have access to. The Commission received and filed this report. 4. ReschedulinQ of Commission MeetinQ RECOMMENDATION: 4.1 That the Community Services Commission discuss rescheduling the November 2001 Community Services Commission meeting to Monday, November 5, 2001. Discussion ensued regarding the scheduling of the next meeting, Commissioner Henz noting that he would be unable to attend a November 5, 2001 meeting. MOTION: Commissioner Hogan moved to reschedule the November meeting to November 5, 2001. The motion was seconded by Commissioner Edwards and voice vote reflected approval. COMMUNITY SERVICES DIRECTOR'S REPORT A. Director of Community Services Parker relayed that staff is preparing for the upcoming Holiday Events. B. With respect to the new Children's Museum meeting scheduled for October 11 th, at 10:00 a.m., Director of Community Services Parker relayed that the meeting RCSC/minutes/010801 5 with the consultant would be for the purpose of prese ting new concepts for interior/exterior design. C. With regards to the Trails Master Plan, Director of Com unity Services Parker noted that a few minor changes would be implemented nto this particular plan, relaying that subsequently the revised plan would be forwarded to the Commission. Parker, Director of Community services~ DATE: November 5, 2001 SUBJECT: Children's Museum Conceptual Master Plan RECOMMENDATION: That the Community Services Commission approve the conceptual Master Plan in its substantial form, for the Imagination Workshop, Temecula Children's Museum. DISCUSSION: On December 12, 2000, the Board of Directors awarded a contract to Sparks Exhibits and Environments to design the conceptual master plan for the interior exhibits and environments, tenant improvements and exterior building improvements for the Imagination Workshop, Temecula Children's Museum. A design committee consisting of Mayor Jeff Comerchero, Mayor Pro Tem Ron Roberts, Commissioner Jack Henz, educational staff, and TCSD staff, were assembled to work with the consultant to design the facility. Through a series of community workshops, and several sub-committee meetings, the committee has created, viewed and approved the conceptual master plan forthe Temecula Children's Museum. It is now presented for your review and approval. Located in Old Town Temecula on Main Street in the Old Trading Post building, the 7,500 square foot Children's Museum is proposed to be the imaginative, turn-of-the-century, home of Dr. Phineus P. Pennypickle, Phd. Dr. Pennypickle is a creative, eccentric and illusive inventor that is rumored to have constructed a time machine. The Professor likes to come-up with new inventions all the time, He is very secretive, somewhat paranoid and he never finishes anything he begins, It is alleged that he has been seen wearing different disguises and some say he seems to be caught between two worlds, the modern world and the late 1800's. The Imagination Workshop is his home where he creates, invents and explores, The facility features several rooms, which included similar areas that you would find in your own home: a dining area where the Professor explores power and electricity, a library where he tinkers with inventions and travel, his bedroom houses a perception and illusion machine, and in his kitchen he experiments with chemistry and physics, All of these areas include interactive hands-on areas for youngsters to explore, Hallways, tunnels and illusionary entrances and exits connect these areas. The facility also offers a snack area; retail gift Shop and also a dining room that may be used for birthday parties and other youth activities. The facility creates an environment that is enriching, engaging and captures your attention, with a great deal of color and imagery. It will be full of interactives that promise to capture and hold the attention of our youth. John Kasparowicz of JK Group, Zack Henson ofTri Star Development Group and Steve Anderson of Sparks Exhibits and Environments, are here tonight to present the conceptual master plan for the Imagination Workshop.
