A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited
to three (3) minutes each. If you desire to speak to the Commissioners about an
item not listed on the Agenda, a green "Request to Speak" form should be filled
out and filed with the Commission Secretary.
When you are called to speak, please come forward and state your name and
address.
For ali other agenda items, a "Request to Speak" form must be flied with the
Community Services Commission Secretary before the item is addressed by the

Community Recreation Center Rehabilitation 2001

RECOMMENDATION: That the Community Services Commission receive and file the report
on the Community Recreation Center Rehabilitation 2001.
DISCUSSION: The 26,500 sq. ft. Community Recreation Center is the corner
stone or "front door" of the Community Services Department here in Temecula. It is our largest
recreational facility and the most prominent symbol of our department. As you know, there are
hundreds of activities occurring here each year, from concerts to yoga classes from day care to
basketball tournaments. Thousands of people pass through its doors, each leaving their mark.
The Community Services Department Maintenance Division works throughout the year repairing,
patching and painting the facility to keep it looking its best. We work around the various activities
and events during the year, but come December, it's the Maintenance Department's time to get it
back in shape and to complete larger scale projects. This winter was different, the CRC, now on its
eight-year of operation, was starting to show her age. So, we added several major items to our list
of projects and spent approximately $100,000 to refurbish the facility. The projects included:
Swimminq Pool The pool is closed for maintenance the month of December. This year as
usual we emptied and refill the pool, to reduce the total dissolved solids. The pool's
automatic chemical injection system was rebuilt and new pool lights were installed. But we
also completed some very non-typical repairs. Last summer several areas of the pool's
plaster came off presenting a safety problem. In November it was decided to re-plaster the
pool this winter rather then budget the work for next year and risk having to close the pool in
summer for emergency repairs. We were successful in quickly bidding this work and getting
it completed prior to the end of December's regularly scheduled down time.
Pool deck signage was also another issued addressed during the re-plaster work. In the
original design of the pool, depth markers and no diving signage was made using mosaic
tiles. The problem was that this mosaic lettering was placed across pool deck expansion
joints. The movement of the deck, at the expansion joints, had caused pieces of the mosaic
lettering to loosen and fall off. With the re-plaster, all the mosaic tile signage was removed
and was replaced with large tiles, each tile containing one letter or number of the sign. The
tile contractor also used different bonding material to help prevent cracking due to the
expansion joints.
Heat, cold, the sunlight and heavy use have also left their marks on the water slide's

fiberglass surface. Some repairs had been completed in the past, but this winter it was time
to for some major work. So, in December we had approximately 30 chips and cracks
repaired. The contractor also wet sanded and polished the entire slide to give it a fresh
appearance.
Interior/Exterior Paint During the busy season we spot paint and patch holes as needed.
But with winter we have the time to paint large areas of the facility, In December we painted
the multipurpose room, hallway and restrooms. However, after eight years, the CRC's
exterior was in need of fresh paint. So money was budgeted last year and the exterior of the
building was painted. The work included the exterior and interior stucco, exterior doors,
main entrance hallway and all structural steel.
Restroom Faucets, Sinks & Counter Tops The restrooms also needed some major work.
Counter tops were starting to pull away from the walls, faucet stems were stripped, and
sinks had pulled loose from the counter tops. During December the counter tops were
removed and polished and a steel support frame was fabricated, with wall brackets to
reinforce the counter top. Then the sinks and counter tops were re-installed along with new
automatic shut off faucets.
Floors in Restroom & Shower Areas This past summer several customers mentioned that
the non-slip restroom floors was starting to show their age. So in December we closed down
both large restrooms and re-coated the floors, with a non-skid surface. Since the pool was
closed for renovation during this same period, there was very little disruption to customers.
Gym Floor The 8,600 sq. ft. maple floor at the CRC gym represents about a $230,000
asset to the City. Twice a year, TCSD's maintenance staff, sand and refinish this surface,
to keep it looking great and safe. But just as important, with proper maintenance, this floor
should last the City 30+ years. It takes about three days to complete the refinishing process.
The product used is a two-part Epoxy varnish, which after application takes two weeks to
properly harden.
Entrv Lklhts It was felt that the court yard and front entry walk at CRC needed additional
night lighting, to provide a more inviting area. This winter light fixtures will be installed to up-
light the courtyard trees. Lights will also be added along the entry walk and to the slope
between the entry walk and the amphitheater. Fixtures have been purchased and work
should be completed in January.
The Maintenance Division is very proud of the facility and the amount of work it was able to
complete this winter. We invite you to visit the CRC and enjoy the new improvements.

RECOMMENDATION:
That the Community Services Commission:
Receive and file this report regarding the Temecula Teen Council and City sponsored teen
programs in Temecula.
DISCUSSION: In December of 1992, the City of Temecula officially formed the
Temecula Teen Council. The primary purpose of the Teen Council was to allow teen
representatives from each of the local schools the opportunity to assist in planning,
programming and implementing teen activities sponsored by the City. The City believes that if
local teens play an active role in determining the types of programs offered to them, program
participation will be of interest and that the greatest needs of the teen population will be
served.
The Teen Council meetings are conducted at the Temecula Community Recreation Center on
the first and third Thursday evening of each month from 6:00 p.m. - 7:00 p.m. The meetings
are open to the public and all teens are encouraged to attend. Senior Recreation Leader, Suzie
McVey attends each meeting for the primary purpose of encouraging active participation and
to provide guidance to the Teen Council.
Throughout this past year, the Teen Council has actively planned, programmed and
implemented special events and programs at the Temecula Community Recreation Center, as
well as at other off-site facilities. Senior Recreation Leader Suzie McVey and several members
of the Temecula Teen Council are here tonight to provide the Commission with information
regarding teen events and programs.
Attached are examples of the activities and special events that are currently being offered by
the Community Services Department through the dedication and efforts of the Temecula Teen
Council members.

be open from 12:00 to 8:45pm during Spring Break so you can come on in and

Get Cultured and Taste the World ~ 12-18 Years
Join us as the Temecula Teen Council takes other Temecula Teens for a "tour"
around the world. One evening o month we will sample appetizers and music
from different cultures and countries. We will take a look at the average teen life,
cultural dress, customs and government of that month's counlry in focus. At the
end of each night we wilt have a round table discu~ion about how the foreign

Hip-Hop Classes

We invite Temecula Teens to join us at the CRC Teen Center for some free hip-hop
classes. This four-week class will be taught by a professional dance teacher who
will show you same basic dance moves and a complete choreographed dance.
