The meeting adjourned at 7:45 p.m. Zak Schwank Kevin Hawkins Chair Director of Community Services ITEM NO. 2 Approvals City Attorney Director of Finance City Manager TEMECULA COMMUNITY SERVICES COMMISSION AGENDA REPORT TO: Community Services Commission FROM: Kevin Hawkins, Director of Community Services DATE: October 8, 2018 SUBJECT: Permitted Catch-and-Release Fishing at Harveston Lake PREPARED BY: Mike Wooten, Community Services Supervisor II RECOMMENDATION: That the Community Services Commission Approve Permitted Catch-and-Release Fishing at Harveston Lake. BACKGROUND: When Harveston Lake was developed in 2004, fishing was listed as an amenity in the Harveston Specific Plan and marketed to prospective home buyers by the builder. The lake infrastructure, however, was not equipped to support such an activity, resulting in excessive and costly maintenance. Additionally, per Ordinance 93-19 section 17, Ordinance 12.04.160 prohibits fishing in all City parks except by the permission of the Community Services Commission. While signs were originally posted detailing a suggested catch-and-release practice, concerns about fishing mounted for several years due to inadequate fishing regulations, enforcement, and lake infrastructure. Due to these concerns, fishing at Harveston Lake was prohibited. At the Community Services Commission meeting on January 8, 2018, following input from the public, staff was directed to review and recommend solutions that would allow fishing at Harveston Lake, including establishing a permit fee in accordance with the Harveston Specific Plan. From this request, $110,000 in funding for infrastructure improvements to make Harveston Lake compatible with a catch-and-release fishing program were appropriated in the FY2019-23 Capital Improvement Program Budget. These improvements include a replacement of the Lake aeration fountain, upgrades to the Lake circulation pump system, landscape improvements along the perimeter, installation of new monofilament trash receptacles, new fishing rules signage, and the use of designated fishing area. New rules for a catch-and release fishing program recommended by staff and following input from Harveston Lake users include requiring catch-and release fishing, the use of only barbless hooks, no bait, and a fee structure for annual permits. All rules and regulations will be clearly communicated via signage and will be available online at the point of purchase. Staff is recommending that the Community Services Commission approve permitted catch-and- release fishing at Harveston Lake. FISCAL IMPACT: Pending Council approval, minimal revenue generated by annual permit fees will partially offset administrative costs. Annual maintenance costs are included in the Service Level L (Lake Park Maintenance) FY18-19 Operating Budget. ATTACHMENTS: Presentation ITEM NO. 3 Ak Al CITY OF TEMECULA , ADMINISTRATIVE GUIDELINE The Heart of Southern California Wine Country City Requirement for Recognition of Youth Athletic 02/18/1998 Title: l Leagues Issued: Responsible Dept/Division: Community Services Revised: 01/01/2013 Forms: Revised: 12/20/2017 Approval: Revised: BACKGROUND: Temecula is a rapidly growing, family-oriented community that currently has several youth and adult sport programs and leagues offered on its existing fields and facilities. These leagues in general, serve the needs of Temecula residents and provide services that enhance the quality of life in Temecula. The rapid growth of youth and adult sport programs continues to create a high demand for athletic fields and facilities. New organizations or sports programs contribute to the continued demand and need for space and facilities. As a result, the following policy has been adopted by the Community Services Department to determine when and how to recognize a newly formed sports program or league and allow them space for their program at our limited sports and athletic facilities. GUIDELINE: Because of increasingly high demand for athletic facility use, before an athletic league or sports program is allotted field or athletic facility use, they must adequately demonstrate that they are serving the recreational needs of the City of Temecula residents. The following criteria will be required to ensure that newly formed athletic leagues and programs service Temecula residents. Criteria: Newly formed leagues will be reviewed only if field space is available. • A newly formed league as well as an existing league must have a minimum of 200 Temecula residents to constitute a league. • 75% of the members on an Executive Board of Directors (President, Vice President, Secretary and Treasurer) for a newly formed as well as an existing sports organization in Temecula must be Temecula residents. • Executive Board of Directors that governs youth and adult sports organizations in Temecula must be based or headquartered within the City of Temecula. ■ Each league or sports organization must have established bylaws for the sports program or athletic league. • A league must have a minimum of two (2) resident teams in the same age division. • 80% of the players or participants in a sports program or athletic league must be Temecula residents. Player's applications/ rosters are required for verification of residency. • The sports program or athletic league must be a registered non-profit organization and hold a non-profit agency identification number. • The sports program or athletic league must have $1,000,000 of General Liability insurance that names the City of Temecula/ Temecula Community Service District/ Successor Agency to the Temecula Redevelopment Agency as additional insured. • Each season, a $10.00 non-resident fee will be assessed each participant on a roster that is not a Temecula resident. • Sports organization who applies to be recognized by the City of Temecula for field space must meet all requirements. If requirements are not met, applicant must wait until the next traditional season to re-apply if field space is available. • Should an established league fall below the 80% Temecula resident requirement, the minimum 200 Temecula residents and/or 75% board members, the established formula example below will be applied.
