Speakers are limited to three (3) minutes each. If you desire to speak to the Commissioners about an item not listed on the Agenda, a green "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address. For all other agenda items, a "Request to Speak" form must be filed with the Community Services Commission Secretary before the item is addressed by the Commission. Approval of Community Services Commission Minutes RECOMMENDATION: 1.1 That the Community Services Commission approves the minutes of the September 9, 2002 meeting. COMMISSION BUSINESS 2. Gates To Temecula Middle School on Camino Ala.qon RECOMMENDATION: 2.1 ': That the Community Services Commission advise staff regarding the access issues and the entry gates to the Temecula Middle School ball fields from Camino Alagon. 3. November 11, 2002 Commission Meeting Date Conflict RECOMMENDATION: 3.1 That the Community Services Commission approve the meeting date change from November 11, 2002 to November 4, 2002, due to a City observed holiday. 4. Chaparral Hi.qh School Aquatic Facility Update RECOMMENDATION: 4.1 That the Community Services Commission receive and file the update on the Chaparral High School Aquatic Facility. R:\CSCAGEND\I 01402.doc ITEM NO. 1 MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION SEPTEMBER 9, 2002 CALL TO ORDER The City of Temecula Community Services Commission convened in a regular meeting at 6:00 P.M., on Monday, September 9, 2002 in !he City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. ALLEGIANCE The audience was led in the Flag salute by Commissioner Hogan. ROLLCALL Present: Commissioners Edwards, Hogan, Meyler, Yorke, and Chairman Henz. Absent: None. Also Present: Director of Community Services Parker, Recreation Superintendent Peiletier, Maintenance Superintendent Harrington~ Management Analyst Smith, Administrative Secretary Zigler, and Minute Clerk Hansen. PUBLIC COMMENTS No comments. DIVISION REPORTS Maintenance Superintendent Harrinqton provided a brief overview of various projects that were completed by the Maintenance Division since the Commission last met1 relaying the followinq: The Upgrade Project has been completed at Stephen Michael Linen, Jr., Memorial Park. The Maintenance Department has been working with the developer to begin the maintenance of Crowne Hill Park which was anticipated to be turned over to the City and be open for public use on October 1st; and additionally noted that staff has been working with the developer to complete the construction plans for the alternate City Park in the Crowne Hill Development, noting that this park was scheduled to begin construction within two weeks. The annual service for all City fire extinguishers has been completed. The kitchen at the Temecula Community Center (TCC) was detailed-cleaned due to a release of the fire suppression system over the stove hood, which occurred while an individual was testing the system. The Duck Pond site was being prepared for the installation of the statue, a gift form the City's Sister City of Voorburg, which would be installed on September 11, 2002 as pad of the September 11th Ceremony. In light of Deputy Director of Community Services Ruse's and Development Services Administrator McCarthy's absences, Director of Community Services Parker updated the Commission reqardinq the followinq proiects: With respect to the Children's Museum, noted that a bid would be awarded to R. E. Fleming Construction on September 17, 2002 for the white box tenant improvements to the building. With respect to the Library Project, advised that while the City has not yet received information regarding whether or not the City will be receiving the grant funding for the construction of the project, staff was optimistic and expected additional information in mid-November. Recreation Superintendent Pelletier provided an update on the recreational activities in the City, notinq the followin.q: The plethora of summer programs have come to a close, advising that Agenda Item No. 4 would be a presentation of a video highlighting the summer programs. · Staff has begun preparations for the holiday events. Pointing out the temporary museum exhibits displayed in the Council Chambers, relayed that Museum staff utilizes the exhibits for mobile use for taking to the schools as well as for a temporary exhibit in the museum. Chairman Henz commended Recreation Superintendent Pelletier and staff for their diligent effods regarding the numerous and successful summer schedule of programs. Expressing gratitude, Recreation Superintendent Pelletier noted that Administrative Secretary Zigler organizes the August Summer Concert Series, noting that while each series has been fantastic, the event gets better every year, Director of Community Services Parker advising that it was unique for an administrative secretary to organize such a program, reiterating kudos to Ms. Zigler. COMMISSION CONSENT CALENDAR 1. Minutes of July 8, 2002 Commission Meetinq RECOMMENDATION: 1,1 That the Community Services Commission approve the minutes of the July 8, 2002 Community Services Commission meeting. R: CSC/minutes/090902 2 MOTION: Commissioner Meyler moved to approve the minutes, as written. The motion was seconded by Commissioner Hogan and voice vote reflected unanimous approval. 2. Review of Policy for Namin.q Parks and Recreational Facilities RECOMMENDATION: 2.1 That the Community Services Commission appoint two (2) Commissioners to serve on an Ad Hoc Committee with staff to review the City's policy regarding the naming of parks and recreational facilities. Director of Community Services Parker noted that at a recent Temecula Community Services District meeting (i.e., July 23, 2002) there had been discussions regarding the City's Policy for naming parks and recreational facilities; relayed that the Board requested this policy be reviewed by staff and the Commission; and requested that the Commission appoint two members to serve on an Ad Hoc Subcommittee regarding this issue. In response to Chairman Henz' queries, Commissioners Edwards and Meyler volunteered to serve on this padicular Subcommittee. 3. Commissioner Volunteers for Calendar Project RECOMMENDATION: 3.1 That the Community Services Commission appoint two (2) Commissioners to serve on a judging panel for a children's poster contest. Distributing the 2002 Calendar made-up of children's posters regarding recycling and conservation, Director of Community Services Parker noted the grants received annually (to better educate the public rega?ding the impodance of recycling) which contributed to the creation of the Recycling Calendar Project; and requested the Commission to appoint two members for this year's judging of the school children's posters for the development of a 2003 calendar, noting that this year's contest would include youth's work from private and public elementary school students. In response, Commissioners Hogan and Yorke volunteered to serve in this capacity, participating in the judging panel for the children's poster contest. For Commissioner Hogan, Administrative Secretary Zigler noted that Linfield School has been contacted regarding the poster contest. Noting the marvelous art program at Temecula Christian School, Commissioner Yorke recommended contacting this school regarding participation in the contest. In response to Commissioner Hogan, Director of Community Services Parker relayed that staff would explore the rationaIe for not all the elementary schools participating in last year's contest. Video Presentation - Summer Recreational Pro.qrams RECOMMENDATION: 4,1 That the Community Services Commission receive and file the video presentation regarding summer recreational programs. Recreation Superintendent Pelletier presented a video which highlighted the citizens' participation in the City's numerous summer recreational programs, including pictures from the City's newly added Smart Excursions Program which was well-attended. For Commissioner Yorke, Recreation Superintendent Pelletier noted that the High Hopes Program was continuing to be successful, that staff was continuing to work with the program regarding requested facilities, and that aquatic time could be made available if the participants were interested; and advised that at the High Hopes last event at the TCC there were over a hundred participants. In response to Chairman Henz, Director of Community Services Parker confirmed that while the majority of swim programs have ended, there would be a part-time aquatics program which included swim time during the weekend; and updated the Commission regarding the swim clubs use of the City facilities. It is noted that the Commission received and filed this video presentation. COMMUNITY SERVICES DIRECTOR'S REPORT Director of Community Services Parker invited the Commission to attend the Statue Dedication Event at the Duck Pond which was scheduled for Wednesday, September 11, 2002, noting that music would begin at 6:00 P.M. and a program at 6:30 P.M.; advised that the Voorburg Mayor, Coundlmembers, and City staff would be present to present the statue to the City of Temecula; and additionally relayed that due to Office Specialist Lucy Belian's creative suggestion there would be candles available to light on the water at dusk. COMMISSIONER REPORTS Commissioner Yorke thanked staff, in particular Director of Community Services Parker, and the Commission, for their kind thoughts expressed after her recent surgery. B. Commissioner Hogan relayed that it was a pleasure to have two Councilmembers from the Netherlands staying in her home. For Commissioner Meyler, Director of Community Services Parker relayed that staff would investigate the availability of DSL in certain sections of Temecula, and would call him with the obtained information. Providing an update, Commissioner Meyler relayed that the Jimmy Dorsey Orchestra Fall Concert was scheduled for September 29, 2002 at 5:00 P.M. at the Duck Pond, advising that there would be no fee for attending this event. R: CSC/minutes/090902 4 Commissioner Meyler noted that at a recent Rotary Club meeting, Children's Museum Services Manager Allen presented a wonderful PowerPoint presentation regarding the upcoming Children's Museum facility; relaying that several individuals present offered to volunteer at the facility. For Commissioner Meyler, Director of Community Services Parker confirmed that the lot adjacent to the ABC Childcare use was being investigated for potential Open Space, as the City assesses properties for part of an Open Space Plan. In response to Commissioner Meyler's queries regarding the deletion of the Trails Master Plan and the Cultural Arts Master Plan from the Parks and Recreation Master Plan in the General Plan Document, Director of Community Services Parker advised that after discussions with Principal Planner Hogan and other Planning Department staff, it was relayed to him that the General Plan references these particular master plans by establishing a framework for the creation of these documents, identifying the need for such plans. In order to address the neighborhood parking around the Temecula Middle School site, Commissioner Edwards relayed that the gates have been locked at the school during sporting events which he opined was an inappropriate manner in addressing the concerns of a few residents regarding parking impacts which displeased them, advising that during sporting events at the school, the parents and children needed access to the school. Director of Community Services Parker relayed that he would further investigate the matter and update Commissioner Edwards. Chairman Henz recommended that this issue be agendized at some time in the future. Commissioner Yorke provided additional information regarding negative neighborhood impacts with respect to youth traversing through neighborhoods without respect for the property owners. Commissioner Edwards commended Museum Services Manager Ott for the proactive demeanor in which he does his job, and specifically with respect to the exhibits and special programs. Chairman Henz recommending that the Commissioners send a letter applauding his efforts, and requesting that staff pen a letter for the Commissioners' signatures. Commissioner Hogan invited all present to the first membership meeting of the Temecula Valley Garden Club whereas the subject would be "What Grows Well in Temecula" and would be held tomorrow, September 10~h at 9:30 A.M. at the Meadowview Clubhouse. For informational purposes, Chairman Henz relayed that the local cable provider services have not been adequate, but inferior to services provided in the past. Chairman Henz relayed that he would be unable to attend the October 14~h meeting due to needed hip replacement surgery, advising that Vice Chairman Edwards would preside over that meeting. Parker, Director of Community Service(s~?..'.'~x October t4, 2002 Gates To Temecula Middle School on Camino Alagon RECOMMENDATION: That the Community Services Commission advise staff regarding the access issues and the entry gates to the Temecula Middle School ball fields from Camino Alagon. DISCUSSION: For several years the Community Services Department has participated in a joint-use agreement with the Temecula Valley Unified School District to utilize the athletic fields at Temecula Middle School after 3:30 pm during the week and on weekends. The City has expended over $320,000 to install athletic field lighting at this facility for youth programs and events. These facilities were installed earlier in the development of the school site and community. The facility has been used by Little League organizations, youth soccer and serves as the home field for Temecula Valley Pop Warner. in the Fall of 2001 staff received requests from residents who reside on Camino Alagon, to limit the parking on Camino Alagon and reduce the usage occurring at the facility, which in turn reduces the impact to the surrounding community. Staff worked closely with the youth organizations in an attempt to relocate parking off Camino Alagon until the fall football season was completed. This was done by League volunteers encouraging program participants to park in other locations. In 2002 the residents on Camino Alagon requested of the City that staff lock the access gates to the school athletic fields that are located on Camino Alagon, therefore access to the athletic fields would be from Meadows Parkway entrance only. Staff worked with the school district to implement this program. Staff also re-assigned all of the soccer activities that were also occurring at this site to another location to hopefully reduce the impact to the surrounding neighborhood. At the request of the Community Services Commissioner Tom Edwards this item has been brought forward for Commission discussion. Since our last Commission meeting, our City Manager has directed staff to ensure that the gates to the school facility, from Camino Alagon, are open for weekend play. This would ensure that program participants could enter the facility from Camino Alagon and not impede emergency access to the site if it were needed. The gates were officially re-opened for weekend play on September 14, 2002. DISCUSSION: The regularly scheduled Community Services Commission meeting to be held on Monday, November 11, 2002, falls on a City observed national holiday, Veteran's Day. The Commission may choose to cancel the November meeting or reschedule the meeting to November 4, 2002. If the Commission moves for cancellation of the November 2002 meeting, the Community Services Commission will resume their regularly scheduled monthly meetings on December 9, 2002. Parker, Director of Community Service~ October 14, 2002 Chaparral High School Pool Summer Aquatics Program PREPARED BY: Julie Pelletier, Recreation Superintendent RECOMMENDATION: That the Community Services Commission: Receive and file a report on the summer 2002 aquatics program offered to the citizen's of Temecula at the "new" Chaparral High School Pool facility. DISCUSSION: The 2002 summer aquatics program offered by the City of Temecula was a tremendous success. Programs were offered at the Community Recreation Center Pool, the Temecula Elementary School Pool and the new Chaparral High School Aquatic facility. The new Chaparral High School Aquatic facility was dedicated in May of 2002. The facility features men's and women's shower rooms, offices, a zero depth water playground, a 25 yard x 25 meter pool, and a four-lane recreational swimming pool with a diving board. The facility was programmed for swim lessons, public swim, family night swim, as well as, use by the competitive swim teams. The Community Services Department offered 180 classes of swim instruction at all levels at the Chaparral High School Pool. In addition, public swim was held daily, Family Swim Night was held every Friday night, adult lap swim, Jr. lifeguard training, senior lap swim, synchronized swimming and lifeguard training courses, were all held at the Chaparral High School Aquatic Facility.
